    The Art of Manipulation: Agents of Influence and the Rise of the American National Security State, 1914-1960

    Throughout the twentieth century, British and Chinese agents of influence, fellow travelers and their unwitting allies conducted political warfare campaigns designed to exploit America’s rising xenophobia to achieve specific diplomatic goals. The result of these “friendly” political warfare campaigns led the United States to not only fight in two world wars but also lead to a fundamental shift in U.S. foreign and domestic policy. By creating a culture of fear, these political warfare specialists influenced the U.S. political climate making it amiable toward their respective governments’ diplomatic agendas. These foreign agents infiltrated the media, created front organizations, and quietly worked behind the scenes to shape American foreign and domestic policy. During the First World War, British intelligence played on American fears by suggesting that “hyphenated” Americans might be treasonous. Patience, luck, and nerve finally paid off as a reluctant president asked Congress to declare war. Two decades later, England, once again, found itself embroiled in war. By the summer of 1940, Winston Churchill, the newly appointed British Prime Minister, knew the only way the British Empire could survive was to drag the United States into the conflict. Using the lessons learned from the Great War, British intelligence began working to drag a reluctant nation to war. British agents of influence suggested that German Fifth columnists working on American soil sought to undermine the nation. The fear of subversion helped to shift U.S. attitudes. The British were not the only nation struggling to survive. Half a world away, the Chinese fought Imperial Japan, and like the British, the Chinese began lobbying the United State for support. The British and the Chinese competed for American aid. The Japanese attack on Pearl Harbor did not end this competition nor did the defeat of the Axis powers. As the “Good War” ended, the British and the Chinese worked to ensure that U.S. aid would help rebuild their shattered economies.     Laboratory experiments are used to study the voluntary provision of a pure public good in the presence of an anonymous external donor. The external funds are used in two different settings, lump-sum matching and one-to-one matching, to examine how allocations to the public good are affected. The experimental results reveal that allocations to the public good under lumpsum matching are significantly higher, and have significantly lower within-group dispersion, relative to one-to-one matching and a baseline setting without external matching funds.public goods, free riding, laboratory experiments

    Island Invasion by a Threatened Tree Species: Evidence for Natural Enemy Release of Mahogany (Swietenia macrophylla) on Dominica, Lesser Antilles

    Despite its appeal to explain plant invasions, the enemy release hypothesis (ERH) remains largely unexplored for tropical forest trees. Even scarcer are ERH studies conducted on the same host species at both the community and biogeographical scale, irrespective of the system or plant life form. In Cabrits National Park, Dominica, we observed patterns consistent with enemy release of two introduced, congeneric mahogany species, Swietenia macrophylla and S. mahagoni, planted almost 50 years ago. Swietenia populations at Cabrits have reproduced, with S. macrophylla juveniles established in and out of plantation areas at densities much higher than observed in its native range. Swietenia macrophylla juveniles also experienced significantly lower leaf-level herbivory (∼3.0%) than nine co-occurring species native to Dominica (8.4–21.8%), and far lower than conspecific herbivory observed in its native range (11%–43%, on average). These complimentary findings at multiple scales support ERH, and confirm that Swietenia has naturalized at Cabrits. However, Swietenia abundance was positively correlated with native plant diversity at the seedling stage, and only marginally negatively correlated with native plant abundance for stems ≥1-cm dbh. Taken together, these descriptive patterns point to relaxed enemy pressure from specialized enemies, specifically the defoliator Steniscadia poliophaea and the shoot-borer Hypsipyla grandella, as a leading explanation for the enhanced recruitment of Swietenia trees documented at Cabrits

    The effects of problem-oriented policing on crime and disorder

    Problem-oriented Policing (POP) was first introduced by Herman Goldstein in 1979. The approach was one of a series of responses to a crisis in effectiveness and legitimacy in policing that emerged in the 1970s and 1980s. Goldstein argued that police were not being effective in preventing and controlling crime because they had become too focused on the “means” of policing and had neglected the “goals” of preventing and controlling crime and other community problems. Goldstein argued that the unit of analysis in policing must become the “problem” rather than calls or crime incidents as was the case during that period. POP has had tremendous impact on American policing, and is now one of the most widely implemented policing strategies in the US. To synthesize the extant problem-oriented policing evaluation literature and assess the effects of problem-oriented policing on crime and disorder Eligible studies had to meet three criteria: (1) the SARA model was used for a problemoriented policing intervention; (2) a comparison group was included; (3) at least one crime or disorder outcome was reported with sufficient data to generate an effect size. The unit of analysis could be people or places. Several strategies were used to perform an exhaustive search for literature fitting the eligibility criteria. First, a keyword search was performed on an array of online abstract databases. Second, we reviewed the bibliographies of past reviews of problem-oriented policing. Third, we performed forward searches for works that have cited seminal problem-oriented policing studies. Fourth, we performed hand searches of leading journals in the field. Fifth, we searched the publications of several research and professional agencies. Sixth, after finishing the above searches we e-mailed the list of studies meeting our eligibility criteria to leading policing scholars knowledgeable in the area of problem-oriented policing to ensure we had not missed any relevant studies. For our ten eligible studies, we provide both a narrative review of effectiveness and a meta-analysis. For the meta-analysis, we coded all primary outcomes of the eligible studies and we report the mean effect size (for studies with more than one primary outcome, we averaged effects to create a mean), the largest effect, and the smallest effect. Because of the heterogeneity of our studies, we used a random effects model. Based on our meta-analysis, overall problem-oriented policing has a modest but statistically significant impact on reducing crime and disorder. Our results are consistent when examining both experimental and quasi-experimental studies. Conclusions: We conclude that problem-oriented policing is effective in reducing crime and disorder, although the effect is fairly modest. We urge caution in interpreting these results because of the small number of methodologically rigorous studies on POP and the diversity of problems and responses used in our eligible studies
