    Assessment of Regional Economic Security Level in Innovative Development

    Analysis of the innovative development of the regional economy is a relevant problem due to its role in ensuring the economic security of the country and achieving priority goals. The subject of the research are the regions of one of Russia's most dynamically developing macro-regions – the Volga Federal District. It features innovation clusters, a network of modern manufacturing companies, research organizations. At the same time, it developed a significant territorial heterogeneity of the regional space.Therefore, in the course of the study, a typology of the regions was drafted according to a number of indicators, which made it possible to assess the level of their innovative development and identify zones of relative stability, medium and critical state. A forecast of the main indicators of the innovation component was made showing the ability of the regions to overcome the factors preventing the development of the innovation economy.The research results showed that most of the regions have a medium level of economic security in the field of innovation. The Nizhny Novgorod Region and the Republic of Tatarstan are at a high level. The economy of these regions is characterized by a high level of diversification, resilience to instability in the domestic market and external challenges. The Saratov region, the Republic of Mari El and the Orenburg Region are in a low-level zone. A short-term forecast indicates that in general the situation will not change – the regions will increase or decrease the values of the indices within the achieved levels of economic security. A qualitative transition to a new level is possible provided that the problems that hinder the innovative economy in the regions are eliminated

    Pulsations and Long-Term Light Variability of Three Candidates to Protoplanetary Nebulae

    We present new photometric data and analysis of the long-duration UBV photoelectric observations for three candidates to protoplanetary objects - F-supergiants with IR-excesses located at large galactic latitudes, IRAS 18095+2704, IRAS 19386+0155, and IRAS 19500-1709. All three stars have revealed quasiperiodic low-amplitude variabilities caused by pulsations observed against the long-term trends of brightnesses. For IRAS 18095+2704=V887 Her we have found a pulsation period of 109 days and a linear trend of brightness under the constant colours if being averaged over the year timescale. The light curve of IRAS 19386+0155=V1648 Aql over 2000-2008 can be approximated by a wave with a main period of 102 days which is modulated by close frequency, with a period of 98 days, that results in brightness oscillations with a variable amplitude. V1648 Aql has also shown synchronous reddening together with a persistent rise of brightness in the V-band. IRAS 19500-1709=V5112 Sgr experiences irregular pulsations with the periods of 39 and 47 days. Через побудову курсу показано цікавість творчої професії вчителя інформатики, її спрямованість на розкриття потенційних можливостей школярів, створення умов для їх розвитку і удосконалення за допомогою всіх необхідних засобів та інструментів, що надає наука Інформатика. Проведено аналіз знань та вмінь, які потрібні для вчителя інформатики та розглянуті потрібні для цього особисті якості. Наведено перелік здібностей, що потребує сьогодення, зокрема вміння переводити теоретичні та методичні положення в педагогічні дії, ефективно використовувати існуючий досвід у нових умовах, мати здібності до аналізу та оцінювання власної діяльності, прагнути до формування власного стилю у роботі, вміти імпровізувати та генерувати різні варіанти вирішення проблем, що засновані на знаннях та інтуїції. Роз’яснено потребу щодо опанування професії навчатися використовувати відведений на заняття час, пам’ятаючи про постійний жорсткий його ліміт, а також потребу у ставленні власної професійної діяльності тільки на позитивний результат. Продемонстровано необхідність вміти співпрацювати з учнями та прислуховуватися до думок школярів і колег.     From pre- to young Planetary Nebulae: radio continuum variability

    Searching for variability, we have observed a sample of hot post-AGB stars and young Planetary Nebulae candidates with the Very Large Array at 4.8, 8.4, and 22.4 GHz. The sources had been previously detected in the radio continuum, which is a proof that the central stars have started ionising their circumstellar envelopes and an increase in radio flux with time can be expected as a result of the progression of the ionisation front. Such a behaviour has been found in IRAS 18062+2410, whose radio modelling has allowed us to determine that its ionised mass has increased from 10^{-4} to 3.3 10^{-4} M_sun in 8 years and its envelope has become optically thin at lower frequencies. Different temporal behaviours have been found for three other sources. IRAS 17423-1755 has shown a possibly periodic pattern and an inversion of its radio spectral index, as expected from a varying stellar wind. We estimate that the radio flux arises from a very compact region around the central star (10^{15} cm) with an electron density of 2 10^6 cm^{-3}. IRAS 22568+6141 and 17516-2525 have decreased their radio flux densities of about 10% per year over 4 years. While a linear increase of the flux density with time points out to the progression of the ionisation front in the envelope, decreases as well as quasi-periodic patterns may indicate the presence of unstable stellar winds/jets or thick dusty envelopes absorbing ionising photons.Comment: 9 pages, 5 figures, accepted for publication on MNRA

Assessment of non-carcinogenic risks from chemical substances ingested with drinking water included peroral, skin and inhalation routes of contact with water. The study was carried out for children aged 3-6 years living in 4 districts (zones) of the city of Kazan. Regional exposure factors (REF) at the median (Me) and the 95-th Percentile (95P) levels were identified according to the results of the questionnaire survey. The value of total hazard indices (THI) calculated with application of REF at the median (Me) and the 95-th Percentile (95P) levels made THIMe = 14.2 and 17.1, and THI 95perc = 13.03 and 16.3 in zones with a combined type of water supply. The ingestion of chemical substances with drinking water in different zones of the city of Kazan implies, alert and high levels of non-carcinogenic health risk for the child population

Controlling the type of chip when cutting metals is important for producing swarf chips and for easing its utilization as well as for protecting the machined surface, cutting tool and the worker. In the given work we provide the experimental data on machining structural steel with implanted tool. The authors show that it is possible to control the chip formation process to produce the required type of chip by selecting the material for machining the tool surface
