Detailed atmospheric abundance analysis of the optical counterpart of the IR source IRAS 16559-2957
We have undertaken a detailed abundance analysis of the optical counterpart
of the IR source IRAS16559-2957 with the aim of confirming its possible
post-AGB nature. The star shows solar metallicity and our investigation of a
large number of elements including CNO and 12C/13C suggests that this object

Interferon-γ induces immunoproteasomes and the presentation of MHC I-associated peptides on human salivary gland cells.
A prominent histopathological feature of Sjögren's syndrome, an autoimmune disease, is the presence of lymphocytic infiltrates in the salivary and lachrymal glands. Such infiltrates are comprised of activated lymphocytes and macrophages, and known to produce multiple cytokines including interferon-gamma (IFN-γ). In this study, we have demonstrated that IFN-γ strongly induces the expression of immunoproteasome beta subunits (β1i, β2i and β5i) and immunoproteasome activity but conversely inhibits the expression of proteasome beta subunits (β1, β2 and β5) in human salivary gland (HSG) cells. Mass spectrometric analysis has revealed potential MHC I-associated peptides on the HSG cells, including a tryptic peptide derived from salivary amylase, due to IFN-γ stimulation. These results suggest that IFN-γ induces immunoproteasomes in HSG cells, leading to enhanced presentation of MHC I-associated peptides on cell surface. These peptide-presenting salivary gland cells may be recognized and targeted by auto-reactive T lymphocytes. We have also found that lactacystin, a proteasome inhibitor, inhibits the expression of β1 subunit in HSG cells and blocks the IFN-γ-induced expression of β1i and immunoproteasome activity. However, the expression of β2i and β5i in HSG cells is not affected by lactacystin. These results may add new insight into the mechanism regarding how lactacystin blocks the action of proteasomes or immunoproteasomes
Sensitivity of nucleon-nucleus scattering to the off-shell behavior of on-shell equivalent NN potentials
The sensitivity of nucleon-nucleus elastic scattering to the off-shell
behavior of realistic nucleon-nucleon interactions is investigated when
on-shell equivalent nucleon-nucleon potentials are used. The study is based on
applications of the full-folding optical model potential for an explicit
treatment of the off-shell behavior of the nucleon-nucleon effective
interaction. Applications were made at beam energies between 40 and 500 MeV for
proton scattering from 40Ca and 208Pb. We use the momentum-dependent Paris
potential and its local on-shell equivalent as obtained with the
Gelfand-Levitan and Marchenko inversion formalism for the two nucleon
Schroedinger equation. Full-folding calculations for nucleon-nucleus scattering
show small fluctuations in the corresponding observables. This implies that
off-shell features of the NN interaction cannot be unambiguously identified
with these processes. Inversion potentials were also constructed directly from
NN phase-shift data (SM94) in the 0-1.3 GeV energy range. Their use in
proton-nucleus scattering above 200 MeV provide a superior description of the
observables relative to those obtained from current realistic NN potentials.

Mexico’s Professional Career Service Law: Governance, Political Culture and Public Administrative Reform
Less than three years after the historic election of President Vicente Fox in July 2000, Mexico passed a professional career service reform law (Ley de Servicio Profesional de Carrera, 2003) for national government ministries. This law, and the linked transformations in governance and political and administrative culture that underlie it, have stimulated public administrative reform at all levels of Mexican government – national, state and local. This paper: (1) presents a conceptual frame for the evolution of public personnel systems in developing countries, (2) describes Mexico’s professional career service law (LSPC) and the historical conditions that led up to it, (3) places the LSPC in the context of underlying changes in Mexican governance, political culture and institutions, and (4) uses selected economic, social, political and administrative indicators to benchmark the impact of the LSPC and these related changes on public administrative reform in Mexico today
Functional medium-dependence of the nonrelativistic optical model potential
By examining the structure in momentum and coordinate space of a two-body
interaction spherically symmetric in its local coordinate, we demonstrate that
it can be disentangled into two distinctive contributions. One of them is a
medium-independent and momentum-conserving term, whereas the other is
functionally --and exclusively-- proportional to the radial derivative of the
reduced matrix element. As example, this exact result was applied to the
unabridged optical potential in momentum space, leading to an explicit
separation between the medium-free and medium-dependent contributions. The
latter does not depend on the strength of the reduced effective interaction but
only on its variations with respect to the density. The modulation of radial
derivatives of the density enhances the effect in the surface and suppresses it
in the saturated volume. The generality of this result may prove to be useful
