POINTER:a GDPR-compliant framework for human pentesting (for SMEs)
Penetration tests have become a valuable tool in any organisation’s arsenal, in terms of detecting vulnerabilities in their technical defences. Many organisations now also “penetration test” their employees, assessing their resilience and ability to repel human-targeted attacks. There are two problems with current frameworks: (1) few of these have been developed with SMEs in mind, and (2) many deploy spear phishing, thereby invading employee privacy, which could be illegal under the new European General Data Protection Regulation (GDPR) legislation. We therefore propose the PoinTER (Prepare TEst Remediate) Human Pentesting Framework. We subjected this framework to expert review and present it to open a discourse on the issue of formulating a GDPR- compliant Privacy-Respecting Employee Pentest for SMEs
BENEFIT-COST ANALYSIS IN U.S. ENVIRONMENTAL REGULATORY DECISIONS
As the number and cost of environmental regulations have increased over the last thirty years, the regulated community, taxpayers, and policy makers have begun to demand that the benefits of regulations justify their costs. The use of benefit-cost analysis as an integral part of developing new regulations is increasing and the demands and expectations being placed on the method have expanded. Although benefit-cost analysis is expected to play an even greater role in environmental decision making in the years ahead, questions remain concerning whether benefit-cost analysis can meet these expectations. This paper explores the role of benefit-cost analysis in US public investment and environmental decision making and examines how benefit-cost methods are responding to new analytic demands. It reviews the US experience with benefit-cost analysis at the Federal and State levels of government and discusses several applications to environmental regulations, illustrating how such analysis can contribute to decision-making as well as pointing out some of the method's pitfalls. The paper also discusses how several important (and sometimes controversial) methodological issues-including intergenerational equity, the distribution of benefits and costs, uncertainty and risk, and the measurement of the value of non-market goods and services-might be addressed practically as benefit-cost analysis is further extended into environmental policy and regulation. Demographics of Eucalyptus grandis and implications for invasion
Alien invasive species can have negative impacts on the functioning of ecosystems. Plantation species such as pines have become serious invaders in many parts of the world, but eucalypts have not been nearly as successful invaders. This is surprising considering that in their native habitat they dominate almost all vegetation types. Available theory on the qualities that characterise invasive species was used to assess the invasive potential of Eucalyptus grandis - a common plantation species globally. To determine rates of establishment of E. grandis outside plantations, we compared population demographics and reproductive traits at two locations in Mpumalanga, South Africa: one at higher elevation with more frost. Eucalyptus grandis has a short generation time. We found no evidence that establishment of E. grandis was limiting its spread into native grassland vegetation, but it does appear that recruitment is limited by frost and fire over much of its range in Mpumalanga. Populations at both study locations this played characteristics of good recruitment. Size class distributions showed definite bottlenecks to recruitment which were more severe when exposed to frost at higher elevations. Generally, the rate of spread is low suggesting that the populations are on the establishing populations’ invasion stage. This research gives no indication that there are any factors that would prevent eucalyptus from becoming invasive in the future, and the projected increase in winter temperatures should be a cause for concern as frost is currently probably slowing recruitment of E. grandis across much of its planted range. Conservation implications: Eucalyptus plantations occur within indigenous grasslands that are of high conservation value. Frost and fire can slow recruitment where they occur, but there are no obvious factors that would prevent E. grandis from becoming invasive in the future, and monitoring of its rates of spread is recommended.EM201
