    Killing terrorists : a moral and legal analysis

    Targeted killing of terrorists has become an established practice in the fight against terrorism. The disturbing consequences of the practice and its increasing political and societal acceptance raise questions as to its justifiability and its place in counter-terrorism. Anna Goppel explores whether targeted killing of terrorists can be justified, both from a moral and an international legal perspective. She discusses moral and international legal limits to state use of lethal force and argues that the moral principles and the international legal regulations allow for the practice only in very specific, very rare, and rather hypothetical cases. The analysis is based on a thorough discussion of the human right to life, the laws and ethics of war, and the relevant moral and legal arguments. This makes it of particular interest to philosophers and legal theorists interested in terrorism, counter-terrorism, human rights, and the legitimacy of defensive state measures

    Dieses Essay befasst sich mit der Frage, was politische Philosophinnen und Philosophen derzeit zum öffentlichen Diskurs ĂŒber Migration, Flucht und Asyl beitragen können und sollten. Besonders wichtig ist es, so das Argument, eine Überzeugung aufzugreifen und öffentlich als problematisch auszuweisen, die migrationspolitischen Entscheidungen und Diskussionen hĂ€ufig zugrunde zu liegen scheint, nĂ€mlich die Überzeugung, dass Staaten und ihre Bevölkerungen auf Basis ihrer Interessen selbstverstĂ€ndlich frei entscheiden dĂŒrfen, wie Migration, Asyl und die Eingliederung von Migrantinnen und Migranten in die politische Gemeinschaft geregelt werden sollen. Um einer gerechten Migrationspolitik einen Schritt nĂ€her zu kommen, gilt es aufzuzeigen, dass diese staatliche Entscheidungsfreiheit begrĂŒndet werden muss und sie sich hĂ€ufig nicht begrĂŒnden lĂ€sst.This essay examines the question what political philosophers can and should currently contribute to the public discourse about migration, refugees and asylum. There is an argument saying that for political philosophers, it is especially important to address and problematise a conviction, which seems to be often used as foundation for decisions and discussions about migration politics: namely the belief that nations and their population naturally are allowed to freely decide based on their own interests how to deal with migration, asylum and integration of immigrants in their political community. To get a step closer to just migration politics, it is necessary to point out that this national freedom of decisions needs to be justified, and can often not be justified
