    Protecting Vietnam’s Sovereignty in Cyberspace: Insights from Human Right Laws

    In order to protect state sovereignty in cyberspace, Vietnamese law has placed restrictions on the right to online free expression. Using qualitative and empirical methods, this article examines the necessity and proportionality of these restrictions. The article finds that the language of a number of restrictive provisions appears to be more political than legal. The second reason is that vague and expansive laws may make it difficult to determine the true extent of damage in criminal prosecutions involving online expression that undermine state sovereignty. It would violate Articles 19 and 20 of the International Covenant on Civil and Political Rights. To surmount this opposition, Vietnamese lawmakers must provide a comprehensive interpretation of the relevant laws to ensure that the freedom of online expression is vitally important but must be balanced with the national interest.

    The status of invasive plants and animals in Cu Lao Cham biosphere reserve, Quang Nam province, Vietnam

    The biodiversity of Cu Lao Cham Biosphere Reserve (Hoi An City, Quang Nam Province) has been faced with some passive impacts, one of which is invasion/expansion of alien species. In 2017, according to the data of GISD, CABI and the Inter-ministerial Circular No.27/2013/TTLT-BTNMT-BNNPTNT, based on filed survey conducted in May, 19 alien plant and 3 alien animal species were recorded in the biosphere reserve. Among them, 13 plant species were identified as invaders, of which details were assessed in this study; among those invader plants, 3 species were ranked at medium risk and the 10 others were ranked at low risk. All of the medium risk-invasive plant species have been appeared on the islands but one of them - siam weed (Chromolaena odorata) were not identified as impacting to the mainland of the biosphere reserve. Likewise, all of the alien animal species have been not recognized as the invasive species. In general, the impact of alien species found in the Cu Lao Cham was assessed as “Low Risk”. The impact status of invasive species in the Hoi An mainland part is more serious than the situation in the islands. Base on the results, we suggest that, five species, beggar-ticks (Bidens pilosa), coast morning glory (Ipomoea cairica) Bay Biscayne creeping-oxeye (Sphagneticola trilobata), Blue porterweed (Stachytarpheta jamaicensis) and billygoat-weed (Ageratum conyzoides) should be added in the invasive appendix of the national invasive species list while three other species as vilfa stellata (Cynodon dactylon), guava (Psidium guava) and rose myrtle (Rhodomyrtus tomentosa) should be listed in the potential appendix of that list.     Gravity terrain correction of seafloor topography is very necessary and decisive for effective in interpretation of marine gravity data. In this study, gravity terrain correction is calculated in combination with the methods that given by Nagy (1966) and Kane (1962). A digital terrain model of the seafloor topography (DEM) 2.5 × 2.5km is used in the process of calculating terrain correction. The calculation of the terrain effect is extended to the optimal distance 100km with average density of crustal rocks ρr=2.67g/cm3, and sea water density ρw=1.03 g/cm3. The obtained result of the terrain correction changes from -17.95 to +25.71 mGal in the whole region. By combining the above-mentioned terrain correction result with other data sources, the authors also have built a 2.5 × 2.5 km grid of complete Bouguer gravity anomaly data for East Vietnam Sea and adjacent areas.Áp dụng hiệu chỉnh trọng lực của địa hình đáy biển là vấn đề rất cần thiết và quyết định hiệu quả trong xử lý, minh giải tài liệu trọng lực biển. Trong nghiên cứu này, hiệu chỉnh trọng lực của địa hình đáy biển được tính toán kết hợp bằng các phương pháp đưa ra bởi Nagy (1966) và Kane (1962). Mô hình độ cao số địa hình đáy biển (DEM) 2,5 × 2,5km được sử dụng trong quá trình tính toán hiệu chỉnh. Quá trình hiệu chỉnh được mở rộng đến khoảng cách tối ưu là 100km với mật độ trung bình đất đá vỏ trái đất ρ­r=2,67g/cm3, mật độ lớp nước biển ρw=1,03g/cm3. Kết quả hiệu chỉnh địa hình thu được trong toàn bộ khu vực biến đổi từ -17,95 đến +25,71mGal. Với kết quả hiệu chỉnh địa hình, kết hợp cùng các nguồn số liệu khác, các tác giả đã xây dựng được một mạng lưới số liệu dị thường trọng lực Bughe đầy đủ với mạng lưới  2,5 × 2,5km cho khu vực Biển Đông và lân cận

    Effect of Polypyrrole on the Electrical, Dielectric and Mechanical Properties of Waterborne Epoxy Coatings

    In this context, conducting composite based on waterborne epoxy system and polypyrrole (PPy) was investigated. The polypyrrole was synthesized by chemical oxidation polymerization. Its morphology and chemical structure were confirmed by using field emission scanning electron microscopy (FESEM) and Fourier transform infrared spectroscopy (FTIR). Then, PPy was well-dispersed in the epoxy coating and had a good compatibility with the matrix. The effects of PPy on dielectric, electrical and mechanical properties of epoxy/PPy composites was examined. The dielectric constant and electrical conductivity of the coatings increased with addition of PPy fillers. Over to 15 wt. % of PPy loading, the volume resistivity of samples slightly decreased from 6.7 × 1010 to 1.5 × 1010 Ω cm. In contrast, the presence of PPy diminished both impact and abrasion resistance of the epoxy/PPy composites, down to 160 kg cm and 10.2 L/mil, respectively, but they stayed acceptable for the coatings. The results reveal that the epoxy containing polypyrrole is suitable for various electrical and dielectric applications

    Universality of returning electron wave packet in high-order harmonic generation with midinfrared laser pulses

    We show that a returning electron wave packet in high-order harmonic generation (HHG) with midinfrared laser pulses converges to a universal limit for a laser wavelength above about 3  μm. The results are consistent among the different methods: a numerical solution of the time-dependent Schrödinger equation, the strong-field approximation, and the quantum orbits theory. We further analyze how the contribution from different electron “trajectories” survives the macroscopic propagation in the medium. Our result thus provides a new framework for investigating the wavelength scaling law for the HHG yields

    HIGH PROTECTION PERFORMANCE OF COATING SYSTEMS BASED ON ZINC RICH PRIMER AND FLUOROPOLYMER COATING

    Coating systems based on zinc rich primer and fluoropolymer top coat were exposed for 8 years at different atmospheric stations in Vietnam: Hanoi, Ha Long and Nha Trang. For comparison the coating system with zinc rich primer and polyurethane topcoat was also tested. The degradations of coating systems were evaluated by gloss measurement and electrochemical impedance spectroscopy. The obtained results show that coating systems with zinc rich primer and top coatings based on fluoropolymer  and polyurethane topcoats show very high weather resistance and corrosion protection performance, but the systems with fluoropolymer are better than coating system with polyurethane topcoat

    Effect of deposition time on gold nanodendrite porous structure and on signals of Hg(II) in environment

    The influences of deposition time (tdep) for Au nanodendrite preparation on carbon cloth electrodes on the surface structure, electrochemical behavior and voltammetric signal for Hg(II) detection have been studied. The obtained results showed that from 60 s to 300 s, the longer deposition time, the larger dendrite length as well as the more increased density of dendrite structure became. Calculated from data showed that the electroactive surface area approached to the maximum value of 3.686 cm2 with tdep = 300 s. The typical electrochemical behaviour of the prepared electrodes was mass transfer diffusion to the electrode surface and being considered as planar diffusion. Using DPASV technique, the peak height of Hg(II) could appoach to 52 µA with tdep = 60 s. Keywords. Gold nanodendrite, deposition time, surface structure, electrochemical properties, mercury

    Survey on Vietnamese teachers’ perspectives and perceived support during COVID-19

    The COVID-19 pandemic has caused unprecedented damage to the educational system worldwide. Besides the measurable economic impacts in the short-term and long-term, there is intangible destruction within educational institutions. In particular, teachers – the most critical intellectual resources of any schools – have to face various types of financial, physical, and mental struggles due to COVID-19. To capture the current context of more than one million Vietnamese teachers during COVID-19, we distributed an e- survey to more than 2,500 randomly selected teachers from two major teacher communities on Facebook from 6th to 11th April 2020. From over 373 responses, we excluded the observations which violated our cross-check questions and retained 294 observations for further analysis. This dataset includes: (i) Demographics of participants; (ii) Teachers' perspectives regarding the operation of teaching activities during the pandemic; (iii) Teachers' received support from their schools, government bodies, other stakeholders such as teacher unions, and parents' associations; and (iv) teachers' evaluation of school readiness toward digital transformation. Further, the dataset was supplemented with an additional question on the teachers' primary source of professional development activities during the pandemic
