    FINANCIAL CONTROL AS A CATEGORY

    Get PDF
The article reveals the basics of “financial control” as a category. The main attention is concentrated on the “control” itself (asa term), multiplicity of interpretation of“financial control” term and its juristic-practical matching. The duality of financial control category is detected. The identity of terms “financial control” and “state financial control” is justified. The article also offers ways of development of financial control juristical regulation

Lasing Effect in Symmetrical van der Waals Heterostructured Metasurfaces Due to Lattice-Induced Multipole Coupling

New practical ways to reach the lasing effect in symmetrical metasurfaces have been developed and theoretically demonstrated. Our approach is based on excitation of the resonance of an octupole quasi-trapped mode (OQTM) in heterostructured symmetrical metasurfaces composed of monolithic disk-shaped van der Waals meta-atoms featured by thin photoluminescent layers and placed on a substrate. We revealed that the coincidence of the photoluminescence spectrum maximum of these layers with the wavelength of high-quality OQTM resonance leads to the lasing effect. Based on the solution of laser rate equations and direct full-wave simulation, it was shown that lasing is normally oriented to the metasurface plane and occurs from the entire area of metasurface consisting of MoS2/hBN/MoTe2 disks with line width of generated emission of only about 1.4 nm near the wavelength 1140 nm. This opens up new practical possibilities for creating surface emitting laser devices in subwavelength material systems

    Spinoptics in a stationary spacetime

The main goal of the present paper is to study how polarization of photons affects their motion in a gravitational field created by a rotating massive compact object. We study propagation of the circularly polarized beams of light in a stationary gravitational field. We use (3+1)-form of the Maxwell equations to derive a master equation for the propagation of monochromatic electromagnetic waves of the frequency ω\omega with a given helicity. We first analize its solutions in the high frequency approximation using the `standard' geometrical optics approach. After that we demonstrate how this `standard' approach can be modified in order to include the effect of the helicity of photons on their motion. Such an improved method reproduces the standard results of the geometrical optics at short distances. However, it modifies the asymptotic behavior of the circularly polarized beams in the late-time regime. We demonstrate that the corresponding equations for the circularly polarized beam can be effectively obtained by modification of the background geometry by including a small factor proportional to ω1\omega^{-1} whose sign corresponds to photon helicity. We obtain the modified equations for circularly polarized rays by using such a `renormalization' procedure, and calculate the corresponding renormalization term for the Kerr geometry.Comment: Added references, 13 page

New Nanostructured Carbon Coating Inhibits Bacterial Growth, but Does Not Influence on Animal Cells

An electrospark technology has been developed for obtaining a colloidal solution containing nanosized amorphous carbon. The advantages of the technology are its low cost and high performance. The colloidal solution of nanosized carbon is highly stable. The coatings on its basis are nanostructured. They are characterized by high adhesion and hydrophobicity. It was found that the propagation of microorganisms on nanosized carbon coatings is significantly hindered. At the same time, eukaryotic animal cells grow and develop on nanosized carbon coatings, as well as on the nitinol medical alloy. The use of a colloidal solution as available, cheap and non-toxic nanomaterial for the creation of antibacterial coatings to prevent biofilm formation seems to be very promising for modern medicine, pharmaceutical and food industries

The Future of the Correlated Electron Problem

The understanding of material systems with strong electron-electron interactions is the central problem in modern condensed matter physics. Despite this, the essential physics of many of these materials is still not understood and we have no overall perspective on their properties. Moreover, we have very little ability to make predictions in this class of systems. In this manuscript we share our personal views of what the major open problems are in correlated electron systems and we discuss some possible routes to make progress in this rich and fascinating field. This manuscript is the result of the vigorous discussions and deliberations that took place at Johns Hopkins University during a three-day workshop January 27, 28, and 29, 2020 that brought together six senior scientists and 46 more junior scientists. Our hope, is that the topics we have presented will provide inspiration for others working in this field and motivation for the idea that significant progress can be made on very hard problems if we focus our collective energies.Comment: 55 pages, 19 figure

This paper describe development and financial performance of cooperative in District Pelalawan among 2007 - 2008. Studies on primary and secondary cooperative in 12 sub-districts. Method in this stady use performance measuring of productivity, efficiency, growth, liquidity, and solvability of cooperative. Productivity of cooperative in Pelalawan was highly but efficiency still low. Profit and income were highly, even liquidity of cooperative very high, and solvability was good
