    Green, hybrid, or grey disaster risk reduction measures: what shapes public preferences for nature-based solutions?

    Nature-based solutions (NbS) contrast with grey infrastructure measures to reduce risk from natural hazards. Using natural and sustainable measures (green) or combining green with grey elements (hybrid) can provide important co-benefits beyond risk reduction. Thanks to their co-benefits and flexibility across a range of possible climate change futures, NbS are sometimes referred to as 'win-win' or 'no-regret' measures. The success of NbS and associated projects often relies on the public for co-creation, co-implementation, and long-term sustainable use, monitoring, and management. However, the relative importance of NbS benefits is defined by the perceptions and underlying values of stakeholders with potentially divergent interests. It is unclear what measures at-risk individuals may prefer on the green-hybrid-grey spectrum and what shapes their preferences, including perceived benefits and potential regret. Identifying public (mis)perceptions, expectations, objectives, and what underlies these can inform communication and project framing, engagement, and ultimately increase public acceptance and continued uptake of NbS. We use citizen surveys at three distinct European sites where NbS are being planned and in-depth focus groups as a follow-up in the site at risk of landslides (Catterline, Scotland). Preferences and their drivers for measures on the green-hybrid-grey spectrum are assessed, focusing on public perceptions of NbS effectiveness, risk, and nature. We find that although wildlife habitat and aesthetics as co-benefits are important, reducing risk is of primary concern. Uncertainty in the strength and effectiveness of NbS, as one of 13 qualitative factors we identify, drives public preferences towards hybrid measures - seen as balancing green and grey trade-offs. Misperceptions and a demand for NbS information should be addressed with experiential learning, combined with transparent two-way communication of expectations. We urge caution and further research regarding emphasizing co-benefits and the 'natural' framing of NbS when risk reduction is the primary public objective

    Alkali Metal Backup Cooling for Stirling Systems - Experimental Results

    In a Stirling Radioisotope Power System (RPS), heat must be continuously removed from the General Purpose Heat Source (GPHS) modules to maintain the modules and surrounding insulation at acceptable temperatures. The Stirling convertor normally provides this cooling. If the Stirling convertor stops in the current system, the insulation is designed to spoil, preventing damage to the GPHS at the cost of an early termination of the mission. An alkali-metal Variable Conductance Heat Pipe (VCHP) can be used to passively allow multiple stops and restarts of the Stirling convertor. In a previous NASA SBIR Program, Advanced Cooling Technologies, Inc. (ACT) developed a series of sodium VCHPs as backup cooling systems for Stirling RPS. The operation of these VCHPs was demonstrated using Stirling heater head simulators and GPHS simulators. In the most recent effort, a sodium VCHP with a stainless steel envelope was designed, fabricated and tested at NASA Glenn Research Center (GRC) with a Stirling convertor for two concepts; one for the Advanced Stirling Radioisotope Generator (ASRG) back up cooling system and one for the Long-lived Venus Lander thermal management system. The VCHP is designed to activate and remove heat from the stopped convertor at a 19 C temperature increase from the nominal vapor temperature. The 19 C temperature increase from nominal is low enough to avoid risking standard ASRG operation and spoiling of the Multi-Layer Insulation (MLI). In addition, the same backup cooling system can be applied to the Stirling convertor used for the refrigeration system of the Long-lived Venus Lander. The VCHP will allow the refrigeration system to: 1) rest during transit at a lower temperature than nominal; 2) pre-cool the modules to an even lower temperature before the entry in Venus atmosphere; 3) work at nominal temperature on Venus surface; 4) briefly stop multiple times on the Venus surface to allow scientific measurements. This paper presents the experimental results from integrating the VCHP with an operating Stirling convertor and describes the methodology used to achieve their successful combined operation

    Phylogeography of the Variable Dwarf-Kingfisher Ceyx lepidus (Aves: Alcedinidae) Inferred from Mitochondrial and Nuclear DNA Sequences

    This is the Publisher's version also available electronically from http://www.bioone.org/doi/abs/10.1525/auk.2012.12102We reconstructed the phylogeographic relationships of the Variable Dwarf-Kingfisher (Ceyx lepidus) using DNA sequence data. Maximum likelihood and Bayesian analysis methods were used to reconstruct trees from a multilocus data set of all 15 named subspecies of the Ceyx lepidus species complex. The concatenated data-set length was 2,471 base pairs and included two mitochondrial genes and two noncoding nuclear introns. Support for the monophyly of C. lepidus was equivocal. We instead found support for a clade including all C. lepidus subspecies plus two endemic Philippine taxa: C. argentatus and C. cyanopectus. Relationships among subspecific taxa were not well resolved, and many nodes were collapsed into polytomies suggesting a rapid and widespread colonization. In situ diversification likely played a role in generating current diversity within four archipelagos: the Philippines, Malukus, Bismarcks, and Solomons. Some biogeographic patterns recovered for the Solomon Islands taxa match those seen in other bird species, such as the close relationship of taxa on Bougainville, Choiseul, and Isabel. By contrast, the sister relationship between populations on Guadalcanal and the New Georgia Group is novel. We discuss species limits and make taxonomic recommendations to treat all 15 subspecies of C. lepidus as species
