Rational families of vector bundles on curves, I
Let C be a smooth complex projective curve of genus at least 2 and let M be
the moduli space of rank 2, stable vector bundles on C, with fixed determinant
of degree 1. For any k>1, we find two irreducible components of the space of
rational curves of degree k on M. One component, which we call the nice
component has the property that the general element is a very free curve if k
is sufficiently large. The other component has the general element a free
curve. Both components have the expected dimension and their maximal rationally
connected fibration is the Jacobian of the curve C.Comment: 23 page
Differences between sources of government expenditure in education and health, Tanzania
Reliable data on government expenditure in priority sectors, such as health and education, is a key ingredient into the analysis of public policy effectiveness. This brief note has two primary goals: (i) to document the increasing divergence over time between various official Tanzanian data sources on spending in these two sectors, and (ii) to outline possible explanations for this divergence and highlight its consequences for social expenditure analysis

Latin American countries have been enjoying a strong growth during the 2000s for the first time since the debt crisis of the 1980s. Renewal of Buenos Aires city waterfront
This paper reports an analysis of the main phases and factors relevant to the renovation of the coastal area of the city of Buenos Aires. Since the early 1980s, and especially with the country's comeback of democratic life, that area developed along two different paths. The renovation of the docks followed a top-down process carried out by private-public enterprises; it was a successful and lucrative real-state transformation in which contemporary design and aesthetics had precedence. The ecological restructuring of the river front was, however, the outcome of a bottom-up process that involved many actors with conflicting interests quarrelling during two decades. Thanks to the non-government organisation 'Ciudad', who enabled the involvement of otherwise excluded social groups and had ample communitarian support behind its initiatives; the renovation of the coastal strip was successful.
