    Human Rights and Post-War Reconstruction: State-Building in Afghanistan

    Since the U.S. intervention in Afghanistan in late 2001, Afghan citizens and members of the global community have been grappling with the question of how to build a state that can fill the void created by decades of conflict and violence. However, the concept of ā€œstate-buildingā€ is complex. The term describes both an internal process and international assistance; it requires short-term action as well as a long-term vision. While no precise formula for state-building exists, there are historical precedents and ā€œmodelsā€ of state-building expressed by great powers and multilaterals. In reality, however, these are based on best guesses that fail to be universally applicable. Some models of state-building are transferable to a degree, but ultimately require attention to the uniqueness and historical experience of each country

    The futility of genomic counseling: essential role of electronic health records

    Technological advances over the past several years have dramatically reduced the cost of whole-genome sequencing. At the same time, understanding of the functional significance of genetic variation has advanced considerably. The routine generation of whole-genome sequence data for individual patients will soon be sufficiently cost-effective for widespread clinical integration. Yet, the clinical utility of whole-genome data is currently limited by an inability to effectively process, store, interpret and update genomic data, while at the same time protecting patient privacy. Enter the electronic health record. We propose that without the integration of a dynamic uniform electronic health record, counseling patients on the basis of genome-wide data will be futile

    The need for medical education reform: genomics and the changing nature of health information

    No course in genetics can prepare the practicing physician to interpret whole-genome data. We argue that genetics is a microcosm of the changing dynamics of the practice of medicine. It illustrates the perfect storm of exponential increases in raw data with undetermined clinical relevance, ease of access to large amounts of data via the internet and shifting expectations of the doctor-patient relationship and the very mechanisms of health care delivery. Educational reform is needed across the continuum of medical education, from the student to the faculty training them, and requires a shift in focus from factual knowledge to data management and interpretation

    Tropical occurrence and agricultural importance of Beauveria bassiana and Metarhizium anisopliae

    Entomopathogenic fungi are often relied on as important components of integrated pest management in tropical agriculture, either as biopesticides or as naturally occurring microbes conserved in the environment. Tropical abiotic conditions are often well-suited for microbial growth, and tropical habitats can be teeming with microbial biodiversity. However, competitive interactions with other fungi and the need to overcome defenses of hosts adapted to high fungal loads may inhibit the ability of insect pathogens to control tropical pests. Here, we review the current literature on Beauveria bassiana and Metarhizium anisopliae inhabiting tropical environments and their potential use as biological control agents. In some cases there is not a clear distinction between temperate and tropical agroecosystems, such as in the level of organic matter or soil texture in agricultural soils. Therefore, the effects of these soil characteristics in temperate agroecosystems are likely applicable to tropical systems as well. In contrast, factors such as microbial biodiversity and seasonal fluctuation in environmental conditions can differ dramatically between temperate and tropical systems. Therefore, we discuss literature that can be generalized to tropical systems. Where temperate and tropical systems are likely to differ we synthesize the literature specifically for tropical agroecosystems. We also provide hypotheses to stimulate future work on latitudinal gradients and the relative importance of biotic and abiotic factors in governing entomopathogen prevalence and community composition. These hypotheses provide a path forward to developing theory guiding the conservation and augmentation of entomopathogenic fungi to prevent pest outbreaks

    The infection efficacy of Metarhizium strains (Hypocreales: Clavicipitaceae) against the Queensland fruit fly Bactrocera tryoni (Diptera: Tephritidae)

    The Queensland fruit fly (Qfly), Bactrocera tryoni Froggatt, is a devastating pest of Australia's commercial fruit systems. Fruit fly mitigation is heavily centered around the use chemical insecticides, with limited investigation into microbial control alternatives. The wet tropics of northern Queensland is a highly biodiverse ecosystem containing many species of insect pathogenic fungi, but it is unclear whether any of these entomopathogens could contribute to Qfly management programs. In laboratory trials, we investigated the potential for Qfly microbial control by 3 locally sourced strains of entomopathogenic fungi comprising 2 species, Metarhizium guizhouense (Chen and Guo) and Metarhizium lepidiotae (Driver and Milner). Additionally, we evaluated 2 different inoculation methods to derive the most effective way to expose the flies to conidia-either through dry conidia or in a conidial suspension. All 3 strains were successful in causing Qfly mortality. Metarhizium lepidiotae resulted in the highest mean mortality over the trials, while M. guizhouense resulted in the highest mortality in a single replicate. Laboratory experiments revealed exposure through dry conidia to be the most effective method to inoculate the flies. These results suggest that fungal entomopathogens could be a viable pathway to Qfly suppression

    Helping veterans achieve work: A Veterans Health Administration nationwide survey examining effective job development practices in the community.

    Objective: Veterans Health Administration vocational services assist veterans with mental illness to acquire jobs; one major component of these services is job development. The purpose of this study was to characterize the nature of effective job development practices and to examine perceptions and intensity of job development services. Method: A national mixed-methods online survey of 233 Veterans Health Administration vocational providers collected data regarding frequency of employer contacts, perceptions of job development ease/difficulty, and effective job development practices when dealing with employers. Qualitative responses elucidating effective practices were analyzed using content analysis. Results: Vocational providers had a modest number of job development employer contacts across 2 weeks (M = 11.0, SD = 10.6) and fewer were face-to-face (M = 7.6, SD = 8.4). Over 70% of participants perceived job development to be difficult. Six major themes emerged regarding effective job development practices with employers: using an employer-focused approach; utilizing a targeted marketing strategy; engaging in preparation and follow-up; going about the employer interaction with genuineness, resilience, and a strong interpersonal orientation; serving as an advocate for veterans and educator of employers; utilizing specific employer-tailored strategies, such as arranging a one-on-one meeting with a decision maker and touring the business, individualizing a prescripted sales pitch, connecting on a personal level, and engaging in ongoing communication to solidify the working relationship. Conclusions and implications for practice: Respondents highlight several potentially effective job development strategies; tools and resources may be developed around these strategies to bolster job development implementation and allow opportunities for fruitful employer interactions
