ANALISIS KEBIJAKAN PERPINDAHAN IBUKOTA KABUPATEN SUKABUMI KE PALABUHANRATU

Perpindahan ibu kota Kabupaten Sukabumi dari Kota Sukabumi ke Palabuanratu yang berjarak 60 km. sudah berjalan lebih dari 19 tahun, semenjak diterbitkanya Peraturan Pemerintah nomor 66 tahun 1998 tentang Pemindahan Ibukota Kabupaten Daerah Tingkat II Sukabumi Dari Wilayah Kotamadya Daerah Tingkat II Sukabumi Ke Kota Palabuanratu Di Wilayah Kecamatan Palabuanratu. pada tanggal 27 Juli 1998. Namun sampai sekarang perpindahan ibukota tersebut dirasakan belum efektif, karena belum semua organisasi perangkat daerah (OPD) berkantor di ibu kota. Berdasarkan masalah tersebut, maka pertanyaan penelitian yang penulis susun yaitu Mengapa kebijakan perpindahan ibu kota Kabupaten Sukabumi ke Palabuanratu belum efektif?. Untuk memperoleh jawaban atas pertanyaan penelitian tersebut, dilakukan analisis kebijakan publik mengunakan metode kualitatif, berdasarkan teori yang kemukakan oleh Nugroho, mengenai tiga ciri utama kebijakan publik berhasil, yaitu cerdas, bijaksana, dan memberikan harapan. Ketika kebijakan perpindahan ibukota Kabupaten Sukabumi tidak masuk pada poin-poin syarat keberhasilan suatu kebijakan, maka poin-poin tersebut yang mengakibatkan kebijakan perpindahan ibu kota Kabupaten Sukabumi belum efektif. Hasilnya dirasakan telah memecahkan masalah sesuai dengan tujuan kebijakan dibuat, namun setelah kebijakan tersebut diimplemtasikan menimbulkan masalah baru yang lebih rumit dari masalah yang dipecahkan, dan kebijakan tidak mendapatkan dukungan dari mayoritas warga Kabupaten Sukabumi

IMPLEMENTATION OF THE ZONING SYSTEM POLICY IN NEW HIGH SCHOOL ADMISSIONS IN THE CITY OF SUKABUMI

Starting in 2017, the Indonesian education world implemented a zoning policy in the acceptance of new students (PPDB). The zoning system is a system for accepting new students by applying zones or distances between the residence of prospective students and the school as the main point in accepting new students. In the implementation of the Peraturan Gubernur Jawa Barat Nomor 29 Tahun 2021 on Technical Guidelines for Accepting New Students in Senior High Schools, Vocational High Schools, and Special Schools, there are still many pros and cons in its implementation in schools. The purpose of this study is to find out the implementation of the zoning policy in the acceptance of new students in senior high schools in the city of Sukabumi. The unit of analysis that will be studied is the Branch of Regional Office V of Sukabumi City. Data collection is done using observation, in-depth interviews, and documentation. Data analysis is done qualitatively. The results show that the implementation of the PPDB policy with the zoning system according to the communication dimension in its implementation can be said to be good. Although there are still obstacles and constraints in the form of information misunderstandings in the field, overall it is optimal

STRATEGI DINAS PENGENDALIAN PENDUDUK KELUARGA BERENCANA DALAM KESADARAN MASYARAKAT MENGENAI PROGRAM KELUARGA BERENCANA DI KOTA SUKABUMI

Keluarga Berencana (KB) adalah proses perencanaan sebuah keluarga dengan mengatur waktu kehamilan yang sesuai dengan keinginan, menentukan jarak kehamilan, dan untuk menerapkan tentang fungsi-fungsi keluarga.Dengan dibuatnya kebijakan tentang Program Keluarga Berencana (KB) ini tentu saja dilandasi dengan kebutuhan masyarakat untuk membangun keluarga bahagia dan sejahtera. Disisi lain timbul permasalah lain yang dimana pertumbuhan masyarakat meningkat yang berdampak pada kepadatan penduduk.  Tujuan dari penelitian ini adalah untuk mengetahui strategi Dinas Pengendalian Penduduk Keluarga Berencana dalam kesadaran masyarakat. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif dimana dalam penelitian yang dilakukan bersifat deskriptif yang menggambarkan fenomena sebenarnya dari kejadian di lapangan. Teknik pengumpulan data menggunakan teknik Wawancara, Observasi, dan dokumentasi yang terkait dengan penelitian. Teknik analisis data dalam penelitian ini dilakukan secara kualitatif. Penelitian ini menggunakan tiga variabel strategi dari Dess dan Miller meliputi sasaran-sasaran, kebijakan, dan rencana rencana. Dari penelitian diperoleh kesimpulan bahwa strategi Dinas Pengendalian Penduduk Keluarga Berencana dalam kesadaran masyarakat sudah berjalan dengan baik jika dilihat dari sisi rencana-rencana. Namun dari sisi sasaran-sasaran belum berjalan dengan baik. Hal tersebutlah yang menghambat keberhasilan dari strategi Dinas Pengendalian Penduduk Keluarga Berencana dalam kesadaran masyarakat di Kota Sukabumi.Kata kunci :Strategi; Pengendalian Penduduk; Keluarga Berencana

EVALUATION OF ROAD CONSTRUCTION POLICY IN HEGARMANAH VILLAGE CICANTAYAN DISTRICT SUKABUMI REGENCY

The road condition of Hegarmanah Village is dominated by dirt-based roads and damaged road conditions, which can result in disruption of local community mobilization. The purpose of this study is to find out how to evaluate the road development policy of Hegarmanah Village, Cicantayan District, Sukabumi Regency. This research uses the theory of William N. Dunn, 2018. The research method uses qualitative research methods. Data collection techniques use observation, interviews and documentation. Data validation used triangulation of sources, techniques, and time, data analysis using data condensation, data display, and drawing conclusions. The results showed that the Hegarmanah Village road construction policy related to the desired results has not been fully achieved, there is still a lot of development that has not been carried out, due to the refocusing of the budget, namely the budget for activities in 2021 cut for handling Covid-19, therefore there are still many activities that should be carried out in 2021 to be not carried out due to budget cuts that focus activities on handling Covid-19. 19. Each development activity is carried out based on a priority scale resulting from deliberations and mutual agreements of the community in accordance with the regulations and budget obtained by Hegarmanah Village. In conclusion, regarding the benefits of the Village road construction policy, it has not been distributed evenly throughout the area in Hegarmanah Village, there are still many damaged road conditions and even based on land that requires repairs and development

STRATEGI DINAS PERDAGANGANKOPERASI DAN UKM KABUPATEN SUKABUMI DALAM PENGEMBANGAN SEKTOR USAHA MIKRO & KECIL

Usaha Mikro dan Kecil perlu diberdayakan untuk membuka lapangan usaha baru dengan cara; penumbuhan iklim usaha yang mendukung pembinaan dan pengembangan Usaha Mikro, Kecil, dan Menengah. Usaha Mikro dan Kecil bisa bertahan bahkan disaat krisis ekonomi melanda. Walaupun tergolong kecil namun usaha ini mampu bertahan dikarenakan langsung dirasakan dan bersentuhan langsung dengan masyarakat. Peran perdagangan dalam perekonomian daerah merupakan salah satu indikator kemajuan perekonomian suatu daerah serta memiliki potensi peningkatan Pendapatan Asli Daerah (PAD). Tujuan dari penelitian ini adalah untuk mengetahui mengetahui bagaimana Strategi Dinas Perdagangan, Koperasi, dan UKM Kabupaten Sukabumi dalam pengembangan sektor Usaha Mikro dan Kecil. Metode penelitian yang digunakan untuk memecahkan masalah yang akan dan sedang diteliti. Metode penelitian adalah suatu cara untuk mencari kebenaran secara ilmiah berdasarkan data yang sesuai dan dapat dipertanggungjawabkan kebenarannya. Dalam penelitian ini menggunakan jenis penelitian kualitatif. Penelitian ini menggunakan ketiga triangulasi tersebut, yaitu triangulasi sumber, triangulasi teknik dan triangulasi waktu agar dalam penelitian ini didapatkan validitas yang akurat. Validitas merupakan derajat ketepatan antara data yang terjadi pada objek penelitian dengan daya yang dapat dilaporkan oleh peneliti. Dari penelitian diperoleh kesimpulan bahwa target yang ingin dicapai organisasi/perusahaan, dalam hal ini para pelaku usaha mikro dan kecil untuk mendapatkan legalitas usaha yaitu Izin Usaha Mikro Kecil (IUMK) Dinas memberikan pelayanan publik dalam bentuk administrasi sesuai dengan Perbup Nomor 78 Tahun 2017, namun dalam pelaksanaannya masih saja ada para UMK yang belum mempunyai IUMK.Kata Kunci: Strategi; Perdagangan;  Usaha Mikro & Keci

The Effectiveness of the Disaster Resilient Village Program by the Local Disaster Management Agency

Disaster Resilient Village is a manifestation of the government's responsibility to provide protection to the community from the threat of disaster. The purpose of this research is to find out how effective the Disaster Resilient Village program by the Sukabumi City Regional Disaster Management Agency is. This research uses Duncan's theory. This research method uses qualitative research methods. Data collection techniques used observation, interviewing, and documentation techniques. Data validation methods used were source triangulation, technique triangulation, and time triangulation. The data analysis used is from Miles and Huberman, using data reduction, data presentation, and drawing conclusions and verification. The results of this study indicate that the Disaster Resilient Village program has been running in accordance with the established regulatory guidelines, but its implementation is still not running effectively, as there should be empowerment for the village to upgrade the criteria class of the village as stated in the Regulation of the Head of the National Disaster Management Agency Number 2 of 2012 regarding the implementation of the Disaster Resilient Village program, and the facilities and infrastructure are also not enough to maximize the workforce in supporting the Disaster Resilient Village program

Evaluation of Policies for the Implementation of Social Welfare for Women in Socio-Economic Vulnerabilities in Sukabumi City

The purpose of this study is to describe and find out about the Evaluation of Policies for the Implementation of Social Welfare for Socio-Economic Vulnerable Women in Sukabumi City. In this study, the research method used was a qualitative method with a descriptive approach. The analytical techniques in this study were data reduction, data presentation, and analysis. conclusion. The results showed that on the Context Evaluation dimension, the welfare goals for WRSE can be said to be good, it's just that the existing budget constraints make the implementation not run properly. In the Input Evaluation dimension, the increase in the social welfare of people with WRSE has not been significant. In the Process Evaluation dimension, the obstacles experienced by KUBE members who are WRSE sufferers, are overall due to the lack of attention and thoroughness from the policy implementers towards the KUBE they foster. In the Product Evaluation dimension, the existence of this empowerment program will have a positive impact on the lives of themselves and other WRSE sufferers, but there are still improvements from the Sukabumi City Social Service as policy implementers and decision makers in every KUBE activity

IMPLEMENTATION OF POLICY ON EARLY MARRIAGE IN SUKABUMI CITY

Young marriages still occur a lot in urban areas, especially in Sukabumi City and are a threat to the young generation who will be the nation's future. The purpose of this study is to find out how the implementation of policies on special early marriages in the city of Sukabumi. This study uses a quantitative method with an analytical descriptive approach. The population in this study are teenagers in the city of Sukabumi. Researchers use Cluster Random Sampling. From the calculation results, a total sample of 100 adolescents in Sukabumi City was obtained. The data to be used in this study in terms of data sources are divided into two, namely secondary and primary data. Secondary data comes from related agency documents and literature studies. Meanwhile, the primary data was obtained from respondents, namely teenagers in the city of Sukabumi. Test the hypothesis in this study using a descriptive quantitative approach. Based on the results of the discussion and research described earlier, it can be concluded that the implementation of policies on special early marriages in Sukabumi City is included in the effective scale and classification, which is equal to 65.12%

SUPERVISORY FUNCTION OF THE TOURISM OFFICE IN THE DEVELOPMENT OF THE GUNUNG SITU SUSPENSION BRIDGE AREA

This study aims to determine the management of the Sukabumi Regency Tourism Office in the function of supervising the development of The Situ Gunung Suspension Bridge tourist area in the implementation of tourism implementation in Sukabumi Regency carried out by the Sukabumi Regency Regional Government through the Tourism Office has been regulated in the Peraturan Bupati Sukabumi Nomor 105 Tahun 2018 concerning the organizational structure and, communities and people around the area. Research using Terry and Rue theory (2019). The research method uses descriptive method with qualitative approach. Data collection using observation techniques, interviews, documentation, and combined/triangulation. Validation data using triangulation techniques and data analysis using data reduction, data presentation, and drawing conclusions. The results of this study show that the supervisory function carried out by the department in the development of The Situ Gunung Suspension Bridge tourist destination area is running well looking at the theoretical dimensions of Planning, Organizing, Staffing, Motivating, and Controlling according to Terry and Rue (2019)

THE EFFECTIVENESS OF POLICY PROHIBITION OF THROWING WASTE INTO THE RIVER IN BABAKANPARI VILLAGE, CIDAHU DISTRICT, SUKABUMI REGENCY

In the Peraturan Daerah Kabupaten Sukabumi Nomor 13 Tahun 2016 concerning Waste Management and Retribution for Waste/Hygiene Services Subsection 26 Verse f regarding the prohibition of throwing waste into the river, it turns out that it is still violated by several communities in Babakanpari Village, Cidahu District, Sukabumi Regency. The purpose of this study was to determine the effectiveness of the policy of banning waste into the river in Babakanpari Village, Cidahu District, Sukabumi Regency. To find out the effectiveness of the policy of prohibiting waste disposal in Babakanpari Village, Cidahu District, researcher uses a theory from Richard E. Matland which stated "four appropriate" that must be met in terms of policy effectiveness, that are policy accuracy, implementation accuracy, target accuracy, and environmental accuracy. The results showed that the policy of prohibiting throwing waste into the river in Babakanpari Village, Cidahu District, Sukabumi Regency, was appropriate, the government has also tried to give an appeal to the community not to throw waste into the river. However, in its implementation, the sanctions given to people who violate the policy cannot be in accordance with what is in the Regional Regulation
