Democratic Model of Public Policy Accountability. Case Study on Implementation of Street Vendors Empowerment Policy in Makassar City
Policy accountability is a form of manifestation of public officials responsible to the people. One form of policy accountability that is discussed here is street vendors policy accountability, because they are a group of citizens who have the economic activities in public spaces. The existence of this policy how-ever, the number of street vendors from year to year increase in Makassar City. Therefore, this study seeks to uncover and explain the democratic policy ac-countability through the street vendors responses and expectations to the implementation of street ven-dors empowerment policy in Makassar City; and to uncover and explain the democratic policy account-ability through the stakeholders responses and ex-pectations to the implementation of street vendors empowerment policy in Makassar City. To achieve these objectives, the study uses democracy theory, in which this theory focuses on togetherness in dis-cussing solutions to the various problems of street vendors and in the policy implementation as well.This study used a qualitative design and case studies strat-egy. Data collection techniques used was observa-tion, interview, and documentation. Data were ana-lyzed with case description its settings. The results of this study pointed out that the interests and needs of the street vendors are not met through the empow-erment policies vendors. This is caused by the ab-sence of accountability forum as a place of togeth-erness all of street vendors empowerment stakehold-ers. Kapal ikan yang beroperasi pada saat ini dituntut untuk meningkatkan availability-nya. Salah satu cara untuk meningkatkan availability kapal adalah dengan meningkatkan keandalannya melalui USAha perawatan terutama pada sistem yang kritis dalam sistem pendukung mesin induk diantaranya sistem bahan bakar. Apabila sistem bahan bakar mengalami kerusakan maka akan mengurangi availability motor induk. Reliability Centered Maintenance (RCM) merupakan sebuah manajemen perawatan yang terencana dan lebih bersifat proaktif dalam mencegah terjadinya kegagalan fungsional sistem. Sehingga diharapkan dengan menggunakan metode RCM dapat diperoleh kegiatan perawatan sistem bahan bakar mesin induk kapal yang optimum ditinjau dari segi keandalan system. Pengaruh Semangat Kerja Pegawai terhadap Keefektifan Organisasi Unit Program BelajarJarak Jauh Universitas Terbuka Makassar
The effectiveness of organization at a certain institution is exactly determined by the morale of the employeesof such organization. The better the morale of the employees is the more effective the organization inachieving and realizing its goals and objectives. The research aims to identify the influence of morale towardsthe effectiveness of Unit Program Belajar Jarak Jauh Universitas Terbuka (UPBJJ-UT) or so calledDistance Learning Program Unit of Open University Makassar. The research was carried out at UPBJJ-UTMakassar. The method applied was explanatory-survey involving UPBJJ-UT Makassar employees as researchsample. The results show that there was significant influences of morale towards the effectiveness ofUPBJJ-UT Makassar with a correlation coefficient of X and Y respectively 0.94 and 0.92 with a regressionequation Y = 1,88 + 0,550x. Any increase in scores on employee morale (X) by 1 unit will be followed by anincrease in the effectiveness of the organization (Y) amounted to 0,550 units in the positive direction witha constant of 1.88. Sikap Dan Persepsi Siswa Dan Guru SMA Kota Jambi Terhadap E-Learning Dalam Pembelajaran IPA
This is a study of the attitudes and perceptions of students and teachers towards e-learning in some schools in the city of Jambi. Information in the form of knowledge attitudes and perceptions of students and teachers towards e-learning becomes an input for teachers in a lesson plan. With the approach combined methods of research sequential-explanatory model of the phase I study design using quantitative methods to answer the problem formulation, and phase II testing hypotheses using qualitative methods to establish, expand and deepen the results of quantitative research methods. The total population of 1,661 people, and 175 students are samples obtained by random and representative for purposive quantitative methods to qualitative methods, and teachers sampled 37 of the 48 people.Quantitative data collected through filling questionnaire and qualitative data by interview and observation, descriptive analysis results obtained variable values Student Attitudes (SS) = 78.3%, variables Student Perceptions (PS) = 78.4% and variable E-learning (EL) = 78.3% and each variable in both categories. For teacher sample of from descriptive analysis values variable Teacher Attitudes (SG) = 79.4%, variable Teacher Perceptions (PG) = 79.8% and variable EL = 78.7% and each variable in both categories. Pelayanan Kesehatan Pasien Rawat Jalan di Poliklinik Bedah RSU Haji Makassar
In order to health care management can reach desired target then must fulfill various of requirements, for example : available, appropriate, continue, acceptable, accesible, affordable, quality. All the requirement is referred same the importance and at recently effort upgrade service growing gets larger ones attention, easy to understand this condition because if certifiable health care can to carry out, not only will improve health care effectivity, but also also will be able to improve health care efficiency (Aditama, 2002). This research bent on for getting the information of outpatient health care in polyclinic of Hospital surgical operation Haji Makassar Tahun 2008 that evaluated from some aspects namely : Service pattern that given the party of hospital and service standard that expect patient. Method as used in research this is the research qualitative. Data is collected with method indepth interview, observation, and document study. Base research focus, amount infoman 13 where 6 on ones part RS one who are assumed competent and control aspect of outpatient health care management and 7 people on ones part patient. From research result obtained information about outpatient health care in surgical operation polyclinic RSU Haji Makassar in 2008 namely: 1) pattern of outpatient health care that given RS Haji specially in surgical operation polyclinic according to the party of service hospital that they give that have been good and in accordance with patient expectation, 2) Standard that defined by outpatient in surgical operation polyclinic RSU Haji Makassar, where patient does not find its expectation satisfaction to service that given RS, 3) By see conclusion of both variable above then two and two make four seen that the happening of difference between what given the party of hospital by what expect patient, where RS have not yet can give desired service the party of patient so its proves existence of weak service pattern. Service pattern in RS Haji specially in surgical operation polyclinic show existence of difference between RS as [the] provider and patient as user where RS have not yet can realize what expect patient start from registration process where lack of facilities and basic facilities makes patient kick ones heelses to get service either on counter or in pharmacy and time of doctor inspection that quick. Situation is referred show weak service pattern. Standard Nothing that defined by patient, where patient does not find its expectation satisfaction to service that given RS for no standard applied, specially in surgical operation polyclinic RS Haji.Key Words : Service Pattern and Service Standard
