    Towards an Intellectual Property Rights Strategy for Innovation in Europe

    On October 13, 2009 the Science and Technology Options Assessment Panel (STOA) together with Knowledge4Innovation/The Lisbon Forum, supported by Technopolis Consulting Group and TNO, organised a half-day workshop entitled ‘Towards an Intellectual Property Rights Strategy for Innovation in Europe’. This workshop was part of the 1st European Innovation Summit at the European Parliament which took place on 13 October and 14 October 2009. It addressed the topics of the evolution and current issues concerning the European Patent System as well as International Protection and Enforcement of IPR (with special consideration of issues pertaining to IP enforcement in the Digital Environment). Conclusions drawn point to the benefits of a comprehensive European IPR strategy, covering a broad range of IP instruments and topics

    The most striking feature of an onomastic study of the Rimas, Gustavo Adolfo Becquer\u27s major poetic creation, is the extreme paucity of given names.1 Only four such names appear in all of the Rimas (Ofelia, Minerva, Lazaro, Dante), but even these few must be qualified for the purpose of this study. They are not properly given names, actually identifying characters or people addressed by the poet in his lyrics. All four have connotative and/or metaphorical functions as employed in their respective poems.2 In point of fact, then, there are no personal names at all uttered in the seventy-nine poems that constitute this significant body of verse

    The function of remote sensing in support of environmental policy

    Limited awareness of environmental remote sensing’s potential ability to support environmental policy development constrains the technology’s utilization. This paper reviews the potential of earth observation from the perspective of environmental policy. A literature review of “remote sensing and policy” revealed that while the number of publications in this field increased almost twice as rapidly as that of remote sensing literature as a whole (15.3 versus 8.8% yr−1), there is apparently little academic interest in the societal contribution of environmental remote sensing. This is because none of the more than 300 peer reviewed papers described actual policy support. This paper describes and discusses the potential, actual support, and limitations of earth observation with respect to supporting the various stages of environmental policy development. Examples are given of the use of remote sensing in problem identification and policy formulation, policy implementation, and policy control and evaluation. While initially, remote sensing contributed primarily to the identification of environmental problems and policy implementation, more recently, interest expanded to applications in policy control and evaluation. The paper concludes that the potential of earth observation to control and evaluate, and thus assess the efficiency and effectiveness of policy, offers the possibility of strengthening governance

    Weakness of F_{3^{6*1429}} and F_{2^{4*3041}} for Discrete Logarithm Cryptography

    In 2013, Joux and then Barbulsecu et al. presented new algorithms for computing discrete logarithms in finite fields of small characteristic. Shortly thereafter, Adj et al. presented a concrete analysis showing that, when combined with some steps from classical algorithms, the new algorithms render the finite field F_{3^{6*509}} weak for pairing-based cryptography. Granger and Zumbragel then presented a modification of the new algorithms that extends their effectiveness to a wider range of fields. In this paper, we study the effectiveness of the new algorithms combined with a carefully crafted descent strategy for the fields F_{3^{6*1429}} and F_{2^{4*3041}}. The intractability of the discrete logarithm problem in these fields is necessary for the security of pairings derived from supersingular curves with embedding degree 6 and 4 defined, respectively, over F_{3^{1429}} and F_{2^{3041}}; these curves were believed to enjoy a security level of 192 bits against attacks by Coppersmith\u27s algorithm. Our analysis shows that these pairings offer security levels of at most 96 and 129 bits, respectively, leading us to conclude that they are dead for pairing-based cryptography

    La presente Investigación tuvo como objetivo General Determinar en que medida se relaciona la Inteligencia Emocional y la Satisfacción Laboral de los trabajadores de Almer Chemicals SA. La investigación fue de tipo Correlacional Descriptivo, cuya población estuvo conformada por un total de 25 colaboradores, asimismo, la muestra utilizada fue de tipo censal. La técnica aplicada para la recolección de la información fue la encuesta, junto a sus instrumentos, El cuestionario. Para la Variable Inteligencia Emocional se utilizó el cuestionario diseñado por Naresh (2008) el cual consto de un total de 65 ítems, mientras que para la variable Satisfacción laboral se utilizó el cuestionario diseñado por Palma (1999). El análisis de la información permitió concluir en que Existe relación positiva entre ambas variables, pues se obtuvo un coeficiente de relación de 0.349
