Modernization of legal technologies in the field of personal and information security

Objective: The article reveals the problems of personal and information security in the context of changing interstate relations, the globalization of international life. The special importance of ensuring personal and information security as an object of legal protection protected by international and national law is noted. Methods: The correlation of the norms in international and national law emphasizes the need to modernize and adopt new normative legal acts of universal and regional significance which can guide the participating countries in updating the national system of law. Results: The priority role is given to the improvement of international and national legal policies aimed at modernizing national legal systems focused on the prevention, counteraction to crimes and offenses that infringe on personal and information security. An effective mechanism of legal regulation for the objects in legal protection is of fundamental importance to ensure personal and information security. Conclusions: Particular attention is focused on solving the issues of detection, disclosure and accurate legal assessment of crimes and offenses that infringe on the interests of individuals, society and the state. The importance of the international community to establish universal standards to ensure personal and information security is emphasized

INFORMATION SPACE AND SOCIETY: EXPLORING NEGATIVE TRENDS, IDEOLOGICAL INFLUENCE, AND STRATEGIES FOR SUSTAINABLE DEVELOPMENT

Objective: The study aimed to identify ways to establish a secure environment that fosters the circulation of reliable information. This objective was pursued through enhancing the protection of the existing information infrastructure and ensuring its sustainable functioning, while also taking into account the impact of information confrontation on the escalation of interstate and intrastate conflicts. Methods: The study employs a comprehensive analysis of societal trends to understand the negative effects of information space on the development of destabilizing ideologies. By utilizing general scientific methods, including philosophical approaches and logical reasoning, the study aims to examine the problems of modern informatization in society and the activities of states and society in achieving sustainable development. Results: The study highlights the influence of information space on establishing conditions for public safety, personal security, and the security of critical sectors such as fuel and energy. It identifies the challenges involved in creating a secure information space and presents a viewpoint on the necessity of developing a unified information space that facilitates both educational and supervisory functions. Conclusion: The study's final conclusions emphasize the importance of mass information sources in providing quality information to individuals in social interactions. These sources play a crucial role in promoting socially beneficial behavior and establishing criteria for progressive development in societies and states. It also stresses the importance of increasing protection against potential threats that can harm individuals' lives, health, property, and personal data, as well as the social and psychological rehabilitation of those affected by modern threats

Подход к локализации источника эпидемии COVID-19 в России на основе математического моделирования

В статье описаны результаты обработки статистических данных из открытых источников по развитию эпидемии COVID-19 и выполненного исследования по определению места и времени начала ее в России. В интересах предлагаемого исследования дан обзор существующих моделей процессов развития эпидемии и методов решения прямых и обратных задач его анализа. Предложена модель развития эпидемии COVID-19 в сети из девяти городов России: Москва, Санкт-Петербург, Нижний Новгород, Ростов-на-Дону, Краснодар, Екатеринбург, Новосибирск, Хабаровск, Владивосток. Города выбраны как по географическому положению, так и по количеству населения в них. Модель состоит из двадцати семи дифференциальных уравнений. Разработан алгоритм обратного анализа модели эпидемии. В качестве исходных данных для решения задачи выступали сведения по численности населения городов, интенсивности переходов процесса из одних состояний в другие, а также данные по инфицированности населения на заданные моменты времени. В статье также приводятся результаты детального анализа подходов решения к моделированию развития эпидемий по видам моделей (базовая модель SEIR, модель SIRD, адаптивная поведенческая модель, модифицированные SEIR-модели), и по странам (в Польше, во Франции, Испании, Греции и других), а также обзор прикладных задач, которые можно решить, используя моделирование распространения эпидемий. Рассматриваются дополнительные параметры среды, которые влияют на моделирование распространения эпидемий и могут учитываться для повышения точности результатов. По результатам моделирования установлены наиболее вероятные города-источники начала эпидемии в России, а также момент ее начала. Достоверность полученных оценок во многом определяется достоверностью использованных статистических данных по развитию COVID-19, находящихся в открытом доступе

Рекуррентные нейронные сети с непрерывным обучением в задачах многофункциональной обработки новостных потоков

Главной задачей использования нейронных сетей является оперативное и точное решение различных творческих задач, таких как анализ и синтез новостных потоков при сохранении непрерывности обучения. Результатом такой обработки могут быть дайджесты, новостные потоки, прошедшие фильтрацию, а также прогнозы событий, позволяющих обеспечивать проактивность в управленческих решениях Известные методы обработки новостей нейронными сетями и реализующие их технические решения не в полной мере обеспечивают решение возникающих в этой области задач. Необходимо расширить их функциональные возможности, совершенствовать пространственно-временное связывание сигналов в рекуррентных нейронных сетях. При обработке новостных потоков одновременно с непрерывным обучением рекуррентных нейронных сетей следует осуществлять селекцию, распознавание, восстановление, прогнозирование и синтез новостей. Для снижения остроты проблемы предлагается перспективный метод многофункциональной обработки новостных потоков с применением рекуррентных нейронных сетей с логической организацией слоев и непрерывным обучением. Метод основан на развитии ассоциативной обработки текстовой информации в потоковых рекуррентных нейронных сетях с управляемыми элементами. Ключевыми особенностями этого метода являются многофункциональная обработка информационных потоков с изменяющимися законами появления новостей. Метод предусматривает оперативный отбор, распознавание, восстановление, прогнозирование и синтез новостей на основе глубокой ассоциативной непрерывной обработки связей между текстовыми элементами. Реализующая предлагаемый метод нейросетевая система отличается от известных решений новыми элементами, связями между ними, а также выполняемыми функциями. По результатам экспериментов подтверждена расширенная функциональность метода. Выявлены новые особенности обработки новостных текстов потоковыми РНС. Предлагаемые решения могут найти применение при создании интеллектуальных систем нового поколения не только для обработки текстов, но и других видов информации

The Blackholic energy and the canonical Gamma-Ray Burst IV: the "long", "genuine short" and "fake - disguised short" GRBs

(Shortened) [...] After recalling the basic features of the "fireshell model", we emphasize the following novel results: 1) the interpretation of the X-ray flares in GRB afterglows as due to the interaction of the optically thin fireshell with isolated clouds in the CircumBurst Medium (CBM); 2) an interpretation as "fake - disguised" short GRBs of the GRBs belonging to the class identified by Norris & Bonnell [...] consistent with an origin from the final coalescence of a binary system in the halo of their host galaxies with particularly low CBM density [...]; 3) the first attempt to study a genuine short GRB with the analysis of GRB 050509B, that reveals indeed still an open question; 4) the interpretation of the GRB-SN association in the case of GRB 060218 via the "induced gravitational collapse" process; 5) a first attempt to understand the nature of the "Amati relation", a phenomenological correlation between the isotropic-equivalent radiated energy of the prompt emission E_{iso} with the cosmological rest-frame \nu F_{\nu} spectrum peak energy E_{p,i}. In addition, recent progress on the thermalization of the electron-positron plasma close to their formation phase, as well as the structure of the electrodynamics of Kerr-Newman Black Holes are presented. An outlook for possible explanation of high-energy phenomena in GRBs to be expected from the AGILE and the Fermi satellites are discussed. As an example of high energy process, the work by Enrico Fermi dealing with ultrarelativistic collisions is examined. It is clear that all the GRB physics points to the existence of overcritical electrodynamical fields. It is important that in determining the delictual capacity of an individual, his guilt and the nature of mental attitude to the deed, which can be expressed in the form of intent and negligence, should be taken into account. This requires the establishment of three signs, including awareness by a person of unlawfulness of committed actions, anticipation by a person of the onset in socially harmful (socially dangerous) consequences and a person's attitude to the consequences that have occurred. It should be taken into account that during the reform of the criminal law, close attention should be focused on the presence of a person's motivation for unlawful behavior and the factors that determine it. Among such factors it is proposed to include biological features of personality, including sex, age, state of physical and mental health, state of nervous system, reaction to external stimuli, the presence of pathological deviations, character traits, temperament, level of emotional perception, intellectual and mental abilities
