Moments of cubic L-functions over function fields
Abstract: I will talk about some recent work with Chantal David and Matilde Lalin about the mean value of L-functions associated to cubic characters over F_q[t] when q=1 (mod 3). I will explain how to obtain an asymptotic formula which relies on obtaining cancellation in averages of cubic Gauss sums over functions fields. I will also talk about the corresponding non-Kummer case when q=2 (mod 3) and I will explain why this setting is somewhat easier to handle than the Kummer case, which allows us to prove some better results

The global crisis has effected all the spheres of human activity and not only. Environment seems to be more vulnerable than expected and the climate responds through changes that appear to get out of our hands. That is why we need coherent and well defined policies than can be implemented as soon as possible without any setbacks. The present paper outlines the existing situation of climate changes and the context in which they appeared, pointing out the activities deployed by the European Commission, shows what has been done so far, bringing into discussion the case of Romania, emphasizes the impact on different aspects that Man depends on and underlines the future plans of the ones responsible to deal with such problems.climate change, policy, structural funds, best practices.
A methodology for mapping co-benefits of climate adaptation. Participatory GIS in consultancy
This thesis seeks to broaden the research of Geographic Information Systems (GIS) in the context of citizen engagement and co-benefit mapping, by bringing forth consultancy perspectives and demands towards the uptake of new methods. The process is anchored in the Action Research methodology, as the empirical material is produced through a collaboration with the Ramboll consultancy. The thesis follows the process of creating a methodology for the spatial delineation of co-benefits within climate adaptation. It investigates how an otherwise analogue methodology can be enhanced by using digital tools based on GIS. The pinnacle of this process is the testing of the method, which could form the basis for co-benefit assessments, in two cases situated in a Western European context. The thesis discusses both the consultancy considerations for the adoption of a new participatory method, as well as the implications of using citizen knowledge in this process. One of the main research findings is the missing link between the concepts of place values, ecosystem services and co-benefits of climate adaptation, which is closely tied to the timing of the assessment, prior to or after climate adaptation measures. Local circumstances and project requirements dictate the introduction of a new digital method that is based on participatory GIS (PGIS), and partly the team’s resources. Integrating citizen knowledge in co-benefit assessments carried out in GIS is strongly related to the main difficulties of co-benefit assessments, such as overlapping and conflicting values. a conjecture of Gonek on negative moments of the Riemann zeta-function, and
