    This paper reviews the purpose and potential of commodity exchanges in Africa. Drawing from the existing literature and using indicative empirics, it examines the conditions that enable successful exchanges, highlights the special challenges to setting up exchanges in Africa, and reviews alternatives to domestic exchanges. We argue that many critical preconditions for the successful establishment of commodity exchanges in Africa remain binding in the short to medium term. The development of commodity exchanges in the region is impeded by the relatively small size of domestic commodity markets, the weak physical and communication infrastructure, a lack of supportive legal and regulatory environments, and the likelihood of policy interventions, particularly in the staple cereals market. Meanwhile, the demand for a domestic commodity exchange for export crops may be limited due to the availability of well-established exchanges abroad and functioning auction floors. The paper highlights three points: (a) efforts to launch exchanges in Africa should realistically assess whether basic conditions for success can be met, (b) if the pre-conditions cannot be met, the use of existing exchanges abroad or the development of regional exchanges may be more feasible than the establishment of national commodity exchanges, and (c) the goals of risk management and reduced transaction costs might be achieved more effectively by improving market fundamentals through investments in transportation, information services, or other financial institutions.commodity exchanges, Risk management, Market development,

    Physical lumping methods for developing linear reduced models for high speed propulsion systems

    In gasdynamic systems, information travels in one direction for supersonic flow and in both directions for subsonic flow. A shock occurs at the transition from supersonic to subsonic flow. Thus, to simulate these systems, any simulation method implemented for the quasi-one-dimensional Euler equations must have the ability to capture the shock. In this paper, a technique combining both backward and central differencing is presented. The equations are subsequently linearized about an operating point and formulated into a linear state space model. After proper implementation of the boundary conditions, the model order is reduced from 123 to less than 10 using the Schur method of balancing. Simulations comparing frequency and step response of the reduced order model and the original system models are presented

    Inferring Mechanisms for Global Constitutional Progress

    Constitutions help define domestic political orders, but are known to be influenced by two international mechanisms: one that reflects global temporal trends in legal development, and another that reflects international network dynamics such as shared colonial history. We introduce the provision space; the growing set of all legal provisions existing in the world's constitutions over time. Through this we uncover a third mechanism influencing constitutional change: hierarchical dependencies between legal provisions, under which the adoption of essential, fundamental provisions precedes more advanced provisions. This third mechanism appears to play an especially important role in the emergence of new political rights, and may therefore provide a useful roadmap for advocates of those rights. We further characterise each legal provision in terms of the strength of these mechanisms
