    An Internal Control System of Value to the Driving Licence Testing Centre of the Madibeng Local Municipality

    The purpose of this article is to assess the critical components of an internal control system that need to be considered when designing an internal control system at the local sphere of government. This article argues that internal control is deeply rooted in the processes set to provide reasonable assurances that the needs of society will be met effectively while complying with applicable laws. Further, this article maintains that an internal control system comprises of the control environment, risk assessment, control mechanisms, information and communication, and monitoring. To comprehend the importance of an internal control system at the local sphere of government, the Driving Licence Testing Centre of the Madibeng Local Municipality is used as the case under study and specifically the issuing of driving licences. However, the problem is that despite the importance of the components of an internal control system, the effective and efficient application thereof is lacking at the Driving Licence Testing Centre of the Madibeng Local Municipality. A qualitative research design was followed and mixed data gathering instruments were used to answer the research question: ‘Which components need to be considered when designing an internal control system for the Driving Licence Testing Centre of the Madibeng Local Municipality?’. In addition to the literature review, the empirical findings validated the components needed to be considered. The article concludes that although the existing internal control system of the Driving Licence Testing Centre of the Madibeng Local Municipality has benefits, it is often faced with challenges and features that may affect it negatively.Public Administration and Managemen

    The development and implementation of methods and procedures of issuing drivers licences in the Madibeng Municipality

    This study investigated the development and implementation of methods and procedures as generic administrative function, with specific reference to issuing drivers licences in the Driving Licence Testing Centre of the Madibeng Municipality. The contribution of the study to the discipline, Public Administration, is found in the basic framework for the development of standard operating procedures. Furthermore, a set of standard operating procedures to issue drivers licences was developed. In essence, the systems theory inspired the design of the basic framework for the development of standard operating procedures, while the phases of the ADDIE instructional design model simplified the drafting of the standardised procedures to issue drivers licences. Although the empirical data collection commenced with a quantitative research methodology, a qualitative dimension was required to fully understand the problem why the Driving Licence Testing Centre at the Madibeng Municipality lacks contemporary and relevant standard operating procedures to issue drivers licences. A mixed methods research design was eventually adopted to explore the phenomenon because a second research method was needed to strengthen the primary research method. Data was initially collected through a questionnaire, and follow-up personal interviews were conducted to clarify issues that were not responded to or unclear from the self-administered questionnaires. This conforms to pragmatism - the research philosophy adopted for this study because predetermined research questions dictated the path towards realising the research objectives. Since this study utilised a mixture of qualitative and quantitative research designs, the research methodology was shaped by various strategies, techniques and data collection instruments, such as literature reviews, document analyses to draft the standardised procedures, case study (Driving Licence Testing Centre of the Madibeng Municipality), a structured questionnaire and semi-structured personal interviews. In this study, the administrative generic function of determining and revision of methods and procedures was referred to as ‘methods and procedures’. Within the context of Public Administration, the study revealed that methods and procedures specify the sequence, processes and techniques necessary to execute certain actions and operations during service delivery. Moreover, it states how tasks must be exercised within the public sector, as well as indicate who must take action. Consequently, methods and procedures are built into all public service activities, regardless whether these are administrative, functional or auxiliary activities. It was concluded that methods and procedures form an indispensable part of any public institution’s activities. However, the study focused on methods and procedures to issue drivers licences at the Driving Licence Testing Centre of the Madibeng Municipality. The study realised its overall aim when recommendations were made to the Driving Licence Testing Centre of the Madibeng Municipality of how to develop and implement standard operating procedures to issue drivers licences. In essence, it was recommended that the basic framework for the development of standard operating procedures be applied when updating and/or developing methods and procedures. Moreover, it was recommended that the set of newly developed standard operating procedures be adopted and implemented. It was also suggested, amongst other proposals, that the management and the staff at the Centre engage from the initial stages in the procedure development process, that clear steps and instructions of how to reach organisational short-term objectives, be specified, and caution be taken by the Madibeng Municipality against the implementation of an overly multifaceted internal control system at its Driving Licence Testing Centre.Department of Public Administration and ManagementD.Admin.     ‘Practice makes perfect’ – The significance of standardised methods and procedures in Public Administration: A Case of the Madibeng Municipality

    Even though research on the determining and revision of methods and procedures as generic administrative functions matured in the late 1990s, there is a shortage of research on the significance of standard operating procedures in public administration in present-day local government. As a result, there is lack of knowledge of what the determining and revision of methods and procedures entail and the exact nature of standard operating procedures that municipalities implement. More often, researchers fail to adequately interpret the scope of methods and procedures, identify types of procedures, and recognise the significance of standardised methods and procedures at operational level in local governments. Consequently, the development and implementation of standard operating procedures are often reduced in practice to red tape or the excessive use of inflexible rules and regulations. The significance of methods and procedures is unfortunately underestimated and at times poorly expressed in public administration literature. With regard to the Driving Licence Testing Centre of the Madibeng Municipality, the lack of standardised methods and procedures results in unjustifiable delays in the issuing of driving licences and lengthy queues is a familiar sight. Also, staff of the Driving Licence Testing Centre can often not be held accountable for not upholding directive documents and guidelines. By implementing standardised methods and procedures, the Driving Licence Testing Centre of the Madibeng Municipality, fulfil its duties in terms of what is required to ensure driver fitness. This paper uses quantitative and qualitative data as well as document analysis of a specific case, the Madibeng Municipality, to explore the importance, nature and scope of the determining and revision of methods and procedures in public administration. It analyses and interprets responses to five statements posted to the respondents as well as dialogues from the follow-up interviews.     In my thesis, Proof, I have included a critical introduction exploring my development as a writer and the people and classes and life events that have shaped my writing thus far. Also, I have included three short stories, The Lombard, Proof\u27 and Persephone. In these stories, I have attempted to write modern works using some of the classic tropes of American Gothic literature. The most prominent of these tropes perhaps are the perverse and the return of the repressed. The Lombard explores suspense, the sentience of non-living things, particularly an old building, perversity, the return of the repressed, the creation of an overall mood, and an overall questioning of reason. Proof\u27 explores a more dialogue-driven narrative, and while it does contain perversity and repression, it is slightly more influenced by the absurdist writers of the mid-twentieth century in that it carries an overall air of futility, and thus, it, in its own way, also questions reason. Finally, Persephone, examines the ways in which addiction, emotional or substance based, erode reason and overcome it. While Persephone still highlights the perverse and the return of the repressed, its primary focus is the effects of these tropes upon reason

    As previously mentioned, the ARPA program is divided into three parts. The major part devoted to defect characterization will be discussed tomorrow. The other parts are the subject of today\u27s program and involve some major NOT problems that are not directly associated with defect characterization in a solid. They have to do with the problem of adhesive bonds, the problem of measuring residual stress and some new techniques that show great ·promise for failure prediction. The solution of these problems not only requires improvements in our understanding of the physical phenomena involved but they also require translation into a device for use in the field. During today\u27s program, we will cover the four distinct areas of: 1) adhesives and composites, 2) new measurements and techniques, 3) internal stress, and 4) acoustic emission. I will begin by going over the program, pointing out the connections between each of the talks and introducing some of the ideas that tie the subjects together
