    Modelo Genérico de Relacionamentos na Organização da Informação Legislativa e Jurídica

    In most of the time information does not work in an isolate form and it always belongs to one context, making relationships with other entities. Legislative and legal information, in a certain way, is characterized by their high degree of relationships. Laws, bills, legal cases and doctrine are connected by several forms, creating a rich network of information. Efforts done for the organization of information generate artificial models that try to represent the real world, creating systems and schemes of concepts used in the classification processes and indexing of information resources. This research had the main objective of proposing a Generic Model of Relationship (GMR), based in a simple constructs which permitted the establishment of relationships between concepts and information units. In the conception of GMR were used Ingetraut Dahlberg’s Theory of Concept and the models CIDOC CRM (ISO 21.117:2006), FRBROO and Topic Maps (ISO 13.250:1999). The identification of relationship and the characteristics of information units in a legal domain were collected in the project "Coletânea Brasileira de Normas e Julgados de Telecomunicações", using the methodology of Action Research. Besides the development of GMR and its application in the legislative and legal information domains, the research also contributed with the definitions of one identification system of documents versions and a new meaning for the term “information unit”

    Tese (doutorado)—Universidade de Brasília, Faculdade de Educação, Programa de Pós-Graduação em Educação, 2017.Durante séculos, o livro e a escrita representaram a forma mais importante da organização dos pensamentos, de ideias e do conhecimento para a cultura ocidental. O conhecimento escolástico do Ocidente tem o livro como seu sustentáculo; a organização alfabética se mostrou uma tecnologia profundamente eficaz no que concerne à ordenação, à evolução, à memória e à reprodução da escrita. Entretanto, esse objeto que sustenta e que sustentou os conhecimentos nas escolas e nas universidades está sofrendo uma grande modificação. Pretendo com esta pesquisa entender se as mudanças no modo da leitura escolástica representam um aspecto de uma crise na educação, e entender se de fato as imagens técnicas sobrepujam o espaço da leitura escolástica e estabelecem com ela uma relação diferenciada, nos aspectos de língua, livro e tradição. Escolhemos analisar certas câmaras de eco das imagens técnicas representadas pelas redes sociais. Fizemos dois estudos de caso, o primeiro foi o projeto Leitura de Bolso, no qual verificamos a práxis de designers em meio à transformação das imagens técnicas: buscamos entender o modo de leitura e de interpretação de tais imagens. O segundo trata da utilização de grupos de whatsapp em sala de aula, nesse caso analisamos a relação entre as imagens técnicas e o ambiente escolar. Depreendemos daí transformações profundas no que tange aos atos de ler e de interpretar, ao livro e à escola. Transformações cujas consequências ainda são incertas.For centuries, the book, as well as writing, represented the most important way of organizing thoughts, ideas, and knowledge in Western culture. Western scholastic culture has the book as a mainstay; the alphabetical organization has proved itself a profoundly efficient technology concerning the ordination, evolution, memory and replication of writing. However, this object that has held knowledge in schools and universities is suffering a significant change. With this research, I intend to understand if the shifts in scholastic reading represent an aspect of a crisis in education, and also if in fact technical images overshadow the role of scholastic reading and establish a different relationship with it as concerning language, book, and tradition. We chose to analyze particular echo chambers of technical images represented by social networks. We conducted two case studies; the first was the Leitura de Bolso Project, in which we observed designers’ praxis amidst the transformation of technical images: we sought to understand the method of reading and interpreting such images. The second deals with the use of Whatsapp groups in the classroom. Here we analyzed the relationship between technical images and school environment. We were then able to realize the profound transformations regarding the acts of reading and interpreting, the book and the school. The consequences of these changes are still uncertain.Pendant des siècles, le livre et l’écriture ont représenté la façon la plus importante de l’organisation de la pensée, des idées et de la connaissance pour la culture occidentale. La connsaissance scolastique de l’Occident rencontre chez le livre son appui; l’organisation alphabétique s’est montrée une technologie profondement efficace en ce qui concerne l’ordonnation, l’évolution, la mémoire et la reproduction de l’ecrit. Cependant, cet objet qui soutient et qui a soutenu les connaissances dans les écoles et dans les universités subit une grande modification. On a l’intention, dans cette recherche, de comprendre si les modifications dans le mode de lecture scolastique represente un aspect d’une crise dans l’éducation, et comprendre si, em fait, les images techniques surmontent l’espace de la lecture scolastique et si elles établissent un rapport différenciel avec des aspects de la langue, du livre et de la tradition. On a choisit d’analyser certaines chambres d’echo des images techniques représentées par les reseaux sociaux chez l’internet. On a fait deux études de cas, le premier a été sur um projet appelé Lecture de Poche, dans lequel on a vérifié chez des designers sa praxis pami les transformations issues des images techniques: on a cherché comprendre la façon de lecture et de l’interprétation de telles images. Le deuxième s’agit de l’utilisation des groupes de whatsapp dans les salles de classe, dan ce cas, on a anilysé ler apport entre les images techiniques et l’ambiance scolaire. On a pu voir ressortir des transformations profondes en ce qui concerne les actions de lire et d’interpréter, le livre et l’école. Des transformations dont les consequences sont encore incertaines

    Perspectives on The Teaching Career Beginning in Basic Education: A Case Study

    This article presents an analysis of the teaching career beginning in Basic Education using the beginning teacher as a reference. The study is based on the theoretical discussions of Gonçalves (2000), Huberman (2000), Guarnieri (2005), Tardif (2008), Darling-Hammond (2014), among others. For methodological development, we used qualitative research (BRASILEIRO, 2013), type case study (MEKSENAS, 2011) with input in ethnomethodology (COULON, 1995). The research was carried out in a public school and had as participants a teacher whose teaching time is less than two years, a principal and a pedagogical coordinator. The data collection techniques were observation, questionnaire, interview and field diary. Data analysis was performed based on Bardin (1977), and interpretation in accordance with Hermeneutics-Dialectics also discussed through Minayo\u27s reflections (1998). The results indicate elements that facilitate the beginning of the teaching profession, such as commitment, respect, profile, self-confidence, among other principles. They also point out difficult elements, such as shyness and practical fragility. They also show the different challenges encountered by the teacher, especially the process of overcoming the dichotomy between training (theory) and professional practice. In general, the research findings show that the entry of the beginner teacher into the school results from a university education based on teaching and research. And, that the beginning of the teaching career explains a context of learning knowledge, characterized by the availability and proactivity inherent in pedagogical work, by the experiences of social relations between students and school professionals that converge to the construction of the teaching professional identity. Therefore, the study expands the reflection on the teaching profession from the perspective of the beginning teacher collaborating to expand this field of knowledge

    Projeto ‘Suslegis’: Consolidação de normas infralegais do Sistema Único de Saúde (SUS)

    Propósito – O artigo tem a finalidade de apresentar os pressupostos para o planejamento e as fases de execução do projeto ‘Suslegis’, que consolidou portarias exaradas pelo Gabinete do Ministro da Saúde, entre 1990 e 2017, aplicáveis ao Sistema Único de Saúde (SUS). Metodologia/abordagem/design – Trata-se de artigo descritivo, elaborado a partir das técnicas de pesquisa bibliográfica e documental, utilizadas com a finalidade de promover a correlação dos pressupostos e fases de execução do projeto mencionado. O artigo apresenta noções gerais sobre o direito à saúde e sua legislação, com ênfase nos agentes legiferantes e a regulação infralegal para o SUS e seu processo de consolidação. Resultados – Demonstra-se como os pressupostos e sua correlação com as fases de execução do projeto ‘Suslegis’ são tão relevantes quanto os resultados alcançados, inscritos em seis portarias de consolidação, especialmente por tratar-se de projeto inédito, que pode vir a ser avaliado de forma a fixar-se como modelo regulatório para a consolidação de normas infralegais

    Public Policies for Food Security in Countries with Different Development Levels

    The aim of this article is to analyze public policy for food security adopted in countries with different development levels. For this purpose, a review was made in available previous studies. We used the country income to establish the levels of development, according to the World Bank methodology. The high-income countries selected were United States, Australia, New Zealand and Canada; with upper middle-income, Brazil, South Africa and Malaysia; with lower-middle income, China, India and Ecuador and with low income, Ethiopia, Nigeria and Vietnam. The results show that income inequality between countries and within each nation are determinants of food (in)security. Therefore, public policies must have a specific approach in each context
