    Measurements of g_1 at low x and low Q^2 are expected to provide a sensitive probe of the transition from Regge to perturbative QCD dynamics, offering a new testing ground for models of small x physics. We discuss the potential of polarized ep colliders (Polarized HERA and eRHIC) to investigate this physics --- varying Q^2 between 0.01 and 1 GeV^2 --- and to constrain the high-energy part of the Drell-Hearn-Gerasimov sum-rule for polarized photoproduction.Comment: 18 pages, 2 figure

    A Role for the prefrontal cortex in supporting singular demonstrative reference

    One of the most pressing questions concerning singular demonstrative mental contents is what makes their content singular: that is to say, what makes it the case that individual objects are the representata of these mental states. Many philosophers have required sophisticated intellectual capacities for singular content to be possible, such as the possession of an elaborate scheme of space and time. A more recent reaction to this strategy proposes to account for singular content solely on the basis of empirical models of visual processing. We believe both sides make good points, and offer an intermediate way of looking into singular content. Our suggestion is that singular content may be traced to psychological capacities to form flexible, abstract representations in the prefrontal cortex. This allows them to be sustained for increasingly longer periods of time and extrapolated beyond the context of perception, thus going beyond lowlevel sensory representations while also falling short of more sophisticated intellectual abilities

    Physics Motivations for Future CERN Accelerators

    We summarize the physics motivations for future accelerators at CERN. We argue that (a) a luminosity upgrade for the LHC could provide good physics return for a relatively modest capital investment, (b) CLIC would provide excellent long-term perspectives within many speculative scenarios for physics beyond the Standard Model, (c) a Very Large Hadron Collider could provide the first opportunity to explore the energy range up to about 30 TeV, (d) a neutrino factory based on a muon storage ring would provide an exciting and complementary scientific programme and a muon collider could be an interesting later option.Comment: 14 pages, 1 figure, Prepared for the CERN Scientific Policy Committee in September 2001, and presented to the CERN Council in December 200

    This paper addresses the discussion about the desirability of international trade. It starts out from the stylized observation that trade economists and ‘anti-globalists’ not only reject each others conclusions, but also the validity of the reference frame in which the other side makes its arguments. We mend for this problem, constructing a rational dialogue between the various parties by making differences in criteria and modes of analysis explicit. Instead of seeking to develop a comprehensive common framework, we adopt a ‘pluralist’ position, in which we only create a common structure in so far as necessary for meaningful dialogue. We judge the effects of trade as they follow from both the analytical models used by proponents and opponents and from the perspectives of both the criteria used by proponents and opponents. Applying different criteria to both standard and poverty-sensitive trade models, we find that both camps have valid cases, but also that diagonally opposite positions do not necessarily lead to different judgements regarding the desirability of trade. Once differences in preconceptions and criteria are cleared, a fruitful debate is therefore possible. We conclude that the debate about free trade cannot be settled by economics and should in the end take place in the moral and political arena.international trade, globalization,

    Analyzing inter-organizational systems from a power and interest perspective

    Inter-organizational systems (IOS) are ICT-based systems that enable organizations to share information and to electronically conduct business across organizational boundaries. Especially since the increasing availability of the Internet, there have been less technological barriers to implement IOS. However, that does not imply that IOS-possibilities are implemented successfully in all occasions: other barriers may remain. Innovation is not only a technical process of ?solving problems?, it also involves economic and political processes in which interests are articulated, alliances are built and outcomes are struggled over. To explore this observation, this paper presents a model that helps to describe and analyze IOS from a power and interest perspective of multiple parties. To illustrate this model, eight case studies of IOS are discussed, of which two in more depth. After that, we will put the findings of the analysis in a broader perspective.
