    Development expenditures and the local financing constraint

    Focusing on the local financing constraint sheds new light on issues of aid, fiscal reform, and the management of public spending. The fungibility of aid need not translate into resource flows to fill the local financing gap. Indeed, project aid can widen the local financing gap. To augment direct local financing of development, aid must be nonproject aid that can generate local currency. In the longer term, project aid's effect on local financing lies in its impact on growth and on expanding the base for tax revenues, seigniorage, and borrowing. When inadequate local financing limits project implementation and effective use of aid, local currency funds are more valuable than project aid, at the margin--and it becomes important to reallocate local funds, to leverage project aid, and to raise the quality of investment projects. A persistent gap in local financing complicates programs of fiscal reform. For such programs to be effective, the local financing gap has to be confronted directly by matching planned local fund expenditures against expected local fund receipts.     Life Satisfaction: Measurement Invariance and Correlations with Adolescent Adjustment

    Background Low life satisfaction during adolescence has been associated with adjustment problems. There are few well-validated measures available to assess adolescents’ life-satisfaction. The purpose of this study was to investigate the structure of the Life Satisfaction Scale, evaluate its measurement invariance across sex and race/ethnicity, and investigate its associations with related constructs. Methods Participants were 3,340 adolescents from rural middle schools in Florida. Half the participants were female, 51% were White, 15% were Black, and 22% were Latinx. Adolescents completed the Life Satisfaction Scale, the Children’s Report of Exposure to Violence scale, and the Problem Behavior Frequency Scale. Results Confirmatory factor analysis found support for a single factor representing overall life satisfaction, and strong measurement invariance across race, but not across sex. There were significant differences in item thresholds such that girls at the same level of life satisfaction as boys, were more likely to endorse higher responses to items assessing satisfaction with school, with themselves, and with their friendships. Life satisfaction had significant negative correlations with violence exposure, problem behavior, and peer pressure for drug use. Conclusion Findings suggest that the Life Satisfaction Scale may be suitable for assessing life satisfaction across different groups of adolescents. Examining sex differences must be done cautiously as life satisfaction may have different meanings to boys and girls. The inverse correlations between life satisfaction, violence exposure and problem behavior across groups highlights the importance of developing sound measures to assess this important construct and determine how it relates to youth adjustment.https://scholarscompass.vcu.edu/gradposters/1076/thumbnail.jp

    A Tight Lower Bound to the Outage Probability of Discrete-Input Block-Fading Channels

    In this correspondence, we propose a tight lower bound to the outage probability of discrete-input Nakagami-m block-fading channels. The approach permits an efficient method for numerical evaluation of the bound, providing an additional tool for system design. The optimal rate-diversity trade-off for the Nakagami-m block-fading channel is also derived and a tight upper bound is obtained for the optimal coding gain constant.Comment: 22 pages, 4 figures.     In this manuscript, the authors describe the benefits and theoretical connections the Junior Model United Nations (JMUN) program has with middle school classrooms. The lens used to view the JMUN program is informed by literature on the needs of young adolescents, inquiry learning, and global citizenship. Findings from this literature illuminate nuances in the interaction between inquiry learning through the C3 Framework and active learning participation. Implications for middle school students, in-service teachers, and teacher candidates are discussed

    X-ray Localization of the Globular Cluster G1 with XMM-Newton

    We present an accurate X-ray position of the massive globular cluster G1 by using XMM-Newton and the Hubble Space Telescope (HST). The X-ray emission of G1 has been detected recently with XMM-Newton. There are two possibilities for the origin of the X-ray emission. It can be either due to accretion of the central intermediate-mass black hole, or by ordinary low-mass X-ray binaries. The precise location of the X-ray emission might distinguish between these two scenarios. By refining the astrometry of the XMM-Newton and HST data, we reduced the XMM-Newton error circle to 1.5". Despite the smaller error circle, the precision is not sufficient to distinguish an intermediate-mass black hole and luminous low-mass X-ray binaries.     A comparative analysis of XV-15 tiltrotor hover test data and WOPWOP predictions incorporating the fountain effect

    Acoustic measurements from a hovering full scale XV-15 tilt rotor with the advanced technology blades are presented which show the directionality of fountain effect noise. Predicted acoustic directivity results are also presented which show agreement with the measured data. The aeroacoustic code, WOPWOP, was used in conjunction with a mathematical model which simulated the fountain recirculation aerodynamic effect on the rotor blade surface pressures. The predictions were used to identify the spike character in the measured data as fountain effect associated noise. The directivity of the fountain effect noise was observed to be dominant at the rear of the aircraft with increased intensities 45 degrees below the rotor disk planes
