    The Effectiveness of Development Planning of Civil Servants Apparatus in Improving Competence in 2019

    This study examines the effectiveness of the development planning of the state civil apparatus in increasing competence. The research objective is to understand how the planning for the development of the state civil apparatus in increasing competence by the Bener Meriah District Education and Training Personnel Board. The theoretical perspectives used are public administration theory, planning effectiveness theory, state civil servant resource management theory, and competency development. The research method used is qualitative. The results showed that planning for the development of the state civil apparatus in increasing competence by BKPP Bener Meriah Regency is still not effective, this can be seen from the indicators of planning effectiveness according to Cambel JP, including program success, target success, satisfaction with the program, levels of input and output and achievement of goals. all of which are still ineffective. Internal obstacles are due to the lack of budget for the education and training program so that they cannot provide competency development training for ASNs, and external obstacles are due to the lack of interest in ASNs to improve competence due to high training costs and lack of commitment from SKPK leaders in Bener Meriah Regency in motivating ASNs to improve their competence

    Partisipasi Pria dalam Program Keluarga Berencana di Kecamatan Banda Sakti Kota Lhokseumawe

    Participation rate of men in the use of contraceptionon in Banda Sakti district Kota Lhokseumawe is still very low, at only 0,005%, it’s under the national target of 5%. The purpose of this study was to determine the factors associated with men's participation in family planning in the working area of Banda Sakti District. This type of research was observational with a cross-sectional approach in 20 juli 2020 - 8 Agustus 2020, using a questionnaire on 66 respondents.This research was using simple random sampling technic.The result showed that there were 27,3% of respondents who participated in family planning (25,8% condoms and 1,5% vasectomy) and 72,7% of respondents not participated in family planning. Based on the result of this research, there was significant correlation between quality of service (p value = 0,003, OR = 11,200), knowledge (p value = 0,009, OR =14,385) and social culture (p = 0,000, RO= 13,300) with male participation in family planning. there was no correlation between Sosio Demografi (Education, Income and Number Children ) and  Access to Family Planning services with male participation in family planning.It is recommended for managers of family planning program in district Banda Sakti to able to provide more intensive counseling, increasing socialization of equality, so the participation of men in the Family Planning Program is no longer considered something which is taboo or embarrassing and improving cooperation across sector.ABSTRAKPartisipasi pria dalam program keluarga berencana khususnya penggunaan kontrasepsi di Kecamatan Banda Sakti Kota Lhokseumawe masih sangat rendah yaitu 0,005%, hal ini masih jauh dari target nasional sebesar 5%. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi partisipasi pria dalam mengikuti Keluarga Berencana (akseptor kondom dan MOP) di Kecamatan Banda Sakti Kota Lhokseumawe. Jenis penelitian ini berupa observasional dengan metode pendekatan cross-sectional yang dilaksanakan tanggal 20 juli 2020 sampai 8 Agustus 2020, menggunakan kuesioner pada 66 responden, dengan teknik simple random sampling. Hasil penelitian ini menunjukkkan bahwa ada 27,3% responden yang ikutserta dalam keluarga Berencana dimana 25,8% menggunakan kontrasepsi kondom dan 1,5% menggunakan kontrasepsi vasektomi/MOP, sedangkan responden yang tidak menggunakan kontrasepsi sebanyak 72,7%, serta adanya hubungan yang bermakna antara faktor kualitas pelayanan (p value = 0,003, OR = 11,200), pengetahuan (p value = 0,009, OR =14,385) dan budaya (p = 0,000, RO= 13,300) dengan keikutsertaan pria dalam keluarga berencana. Tidak ada hubungan bermakna antara sosio demografi (pendidikan, pendapatan dan jumlah anak ) dan akses pelayanan dengan keikutsertaan pria dalam ber-KB di Kecamatan Banda Sakti Kota lhokseumawe.Disarankan untuk pengelola KB di Kecamatan Banda Sakti Kota Lhokseumawe untuk memberikan penyuluhan yang lebih intensif, meningkatkan sosialisasi tentang kesetaraan, sehingga keikutsertaan laki-laki dalam Program KB  tidak lagi dianggap sebagai sesuatu yang tabu atau memalukan dan meningkatkan kerjasama lintas sekto

    Heat Transfer Characteristics of Paraffin in Staggered Fins Heat Exchanger for the Cooling Process to Room Cooling Applications

The night air temperature which is below or equal to the temperature of human thermal comfort is very potential to be used to help reduce the thermal load of the room. This utilization can help minimize the electrical energy consumption of air conditioning systems. Phase change material (PCM) can be used to utilize the potential of cold air at night as latent heat thermal energy storage (LHTES). One model of the application of PCM is the heat exchanger. PCM fills one part of the heat exchanger. The characteristics of heat transfer need to be known so that it can know the cooling rate and the time required in the process. The variable used in this study is the inlet air velocity. In this research, a staggered fins-type heat exchanger which contains PCM with paraffin material is used in the cooling process. The results showed that an increase in speed would accelerate the cooling rate. At a velocity of 3 m.s-1, the average cooling rate of the PCM mass unity was 6.4 °C.hr'.kg-1. With this rate of cooling, the potential for cold night air for about two to three hours can be utilized for the PCM freezing process

    The Role of Imum Mukim in Gampong Governance in Paya Bakong District of North Aceh Regency

    The purpose of this study is to explain how the role of Imum Mukim in Paya Bakong Sub-District in carrying out duties according to Law No. 11 of 2006 on The Government of Aceh and Qanun Aceh Number 04 of 2003 concerning Mukim government the Acehnese traditional governmental institution. It describes the Role of Imum Mukim in Gampong (Village) governance. The method used is descriptive qualitative. The data were collected through interviews, observations, literature studies, documentation, and field studies. The findings of the study showed that Mukim in Paya Bakong subdistrict has a role to play in the governance of Gampong but it has not been effectively carried out as stipulated in the Laws. The roles of Imum Mukim covers not only fostering people's lives in carrying out Islamic sharia, socialization of Islamic sharia, but also formulating policies concerning Gampong’s affaires. Withstanding that, theser role have not been carried out effectively, due to several reasons. Firstly, is the line of coordination between the Keuchik (Head of the Village) on the Gampong governance has not been authoriotatively imposed on the latter by the laws. For there is a sub district government that directly coordinated with the Keuchik based on Indonesian Governmental Laws. This has made the Mukim lost its political influence and implicitly implied that the Mukim is merely an accommodation of cultural valued, which is politically has no authority in the Gampong political and developmental affairs. Consequently, the Keuchik and its apparatus often left them uninform about the political and development of the Gampong

    Modeling of series-connected photovoltaic cells

    © 2016 IEEE. This paper proposes a new model for series-connected photovoltaic (PV) cells, using a modified one-diode equivalent-circuit model. The PV modules comprise many series-connected cells to generate more electrical power. This modified model starts with the conventional one-diode equivalent-circuit (parallel-connected current source with a diode and a shunt resistance which are connected in series with a series resistance and a load) of PV cells and then proposes a new way of connecting the aforementioned circuit elements. The advantage of the presented modified model, is that it can model the series-connected PV cells by a new representation of one-diode equivalent-circuit. To validate the results of the modified model, similar input variables are applied to the conventional and the presented models. The current/voltage (I/V) characteristics are then calculated from both models and compared. The results show that the difference between the calculated I/V characteristics using the two models is much less than 1 percent. The presented approach can thus, be very useful for researchers or engineers to quickly and easily determine the performance of PV modules

    Impact of Heat Pump Load on Distribution Networks

If the electricity supply contains a significant amount of renewable generation, a move from fossil fuel heating to heat pumps can reduce greenhouse gas emissions. The inherent thermal storage of heat pump installations can also provide the electricity supplier with valuable flexibility. The increase in heat pump installations in the UK and Europe in the last few years poses a challenge for low-voltage networks, because of the use of induction motors to drive the pump compressors. The induction motor load tends to depress voltage, especially on starting. The study includes experimental results, dynamic load modelling, comparison of experimental results and simulation results for various levels of heat pump deployment. The simulations are based on a generic test network designed to capture the main characteristics of UK distribution system practice. The simulations employ DIgSlILENT Power Factory to facilitate dynamic simulations that focus on starting current, voltage variations, active power, reactive power and switching transients

    Studi ini mengkaji pengembangan Kawasan Minapolitan Aceh Timur, Pemerintah Kabupaten Aceh Timur telah menyusun 2 (dua) dokumen pendukung yaitu RZWP3K (Rencana Zonasi Wilayah Pengembangan Pesisir dan Pulau-pulau Kecil) dan Master Plan Minapolitan Aceh Timur (Peraturan Bupati Aceh Timur Nomor 9 Tahun 2022). Kebijakan Minapolitan merupakan salah satu intervensi yang dilakukan Pemerintah dalam meningkatkan produktifitas kelautan dan perikanan melalui program Kementrian Kelautan dan Perikanan (KKP).Penelitian ini menggunakan pendekatan kualitatif dengan metode pendekatan deskriptif yaitu pendekatan yang digunakan untuk meneliti pada kondisi objek yang alamiah. Hasil penelitian menyampaikan bahwa kelembagaan kawasan minapolitan di dalam kolaborasi bahwa Dinas Perikanan dan Kelautan sebagai leading sektor, sebagai pendukung BPBAP dalam melaksanakan riset, sebagai anggota kolaborasi dan Kelompok Pembudidaya Ikan (Pokdakan), serta dukungan masyarakat Desa Matang Rayeuk berada di lingkungan kawasan minapolitan belum berjalan dengan baik. Diantara 7 Kecamatan yang mempunyai tambak terintegrasi Hanya di kawasan Desa Matang Rayeuk yang sudah melakukan pengembangan klaster tambak udang vaname seharusnya sesuai dengan ketetapan yang berlaku kawasan minapolitan yang taerintegrasi tambak bias dikembangkan menjadi klaster tambak berkelanjutan namun anggaran belum memadai. Pemerintah harus lebih banyak mensosialisasikan tentang program klaster ini kepada masyarakat setempat agar masyarakat lebih yakin untuk memberikan surat tanah dan memenuhi kebutuhan lahan tambak untuk program klaster ini, dan bias memenuhi sarana dan prasaran yang dibutuhkan seperti instalasi pengolahan air limbah (IPAL) dan tandon air

    AUTOMATIC FISHPOND IRRIGATION DOOR CONTROL SYSTEM BASED ON ATMEGA16 MICROCONTROLLER AND SMS GATEWAY

    The process of controlling irrigation doors in fishponds is still mostly done manually, this results in the performance of farmers being less effective and efficient. Current technological developments, especially in the field of IoT, can be used to design a simulation that is able to control irrigation gates automatically. Based on the results of the tests that have been carried out, it can be concluded that the ATmega16-based automatic irrigation gate simulation tool can work well according to the designed working principle. If the condition of fishpond water is less than the ideal height of the fishpond and the condition of river water is more than the height of the fishpond, the motor will move to "open" the irrigation door to fill fishpond water. If the fishpond water condition is more than the ideal height and the river water condition is less than the fishpond height, the motor will move to "open" the irrigation door to discharge fishpond water and if the river water condition is the same as the fishpond water condition, the motor will move "close” the irrigation door so that the ideal height of the fishpond can be achieved. There are certain conditions to control the door manually using the SMS Gateway. Information about the maximum or minimum fishpond water level will be displayed on the LCD to determine the maximum or minimum fishpond height using Keypad
