Wyner-Ziv side information generation using a higher order piecewise trajectory temporal interpolation algorithm
Distributed video coding (DVC) reverses the traditional coding paradigm of complex encoders allied with basic decoding, to one where the computational cost is largely incurred by the decoder. This enables low-cost, resource-poor sensors to be used at the transmitter in various applications including multi-sensor surveillance. A key constraint governing DVC performance is the quality of side information (SI), a coarse representation of original video frames which are not available at the decoder. Techniques to generate SI have generally been based on linear temporal interpolation, though these do not always produce satisfactory SI quality especially in sequences exhibiting asymmetric (non-linear) motion. This paper presents a higher-order piecewise trajectory temporal interpolation (HOPTTI) algorithm for SI generation that quantitatively and perceptually affords better SI quality in comparison to existing temporal interpolation-based approaches
PERFORMANCE EVALUATION OF FORMULATED AND COMMERCIALLY AVAILABLE DE-EMULSIFIERS
The de-emulsification of water-in-oil emulsion of Ogharefe crude oil samples was studied
by using formulated polyester based de-emulsifier sample A and a commercially available
de-emulsifier sample C. The bottle test method was used to screen the de-emulsifier
samples. The performance of the de-emulsifiers was expressed in terms of percentage of
water separated from 100 ml samples of emulsions.
For both the formulated and commercial de-emulsifiers, the performance increased
with increased concentration of the de-emulsifiers, separation time and operating
temperature. The effect of the operating temperature was much higher and there was a
linear between performance and temperature. The performance of the best of the formulated
de-emulsifiers, sample A, was better than that of the commercial de-emulsifier under all the
conditions of this study- the volume of water expelled by sample A was 5 times that of the
commercial one at 30oC. At 70oC, this ratio increased to 14
Evaluation of Procurement Methods for Sustainable Environmental Development in Nigeria
Sustainable environmental development connote or entails meeting the economic needs of people without destroying the resources that will be needed by persons in the future based on long range planning and the recognition of the finite nature of natural resources. However, the dart of uncompleted and abandoned projects that littered the environment calls to mind the procurement method employed to deliver such projects. This paper seeks to appraise the contributory effects of procurement methods on abandoned projects. The population considered was developmental projects that have been developed to construction stage. This was stratified on the basis of project facility types. Primary data were obtained through structured questionnaire on procurement methods employed, factors that influence the choice of the procurement methods and the effects of selected procurement methods on project delivery. Data collected was analyzed using mean-score item, Chi-square and Spearman rank-order correlation coefficient. The results revealed among other things that projects were procured on traditional method of design-bid-construct which is not proactive in meeting project objectives. The paper concludes that there is need to adopt proactive modern procurement techniques that could match client’s objectives with project delivery. THE IMPACT OF MENTORING ON COMPETENCY, CAREER GROWTH AND LEADERSHIP DEVELOPMENT OF LIBRARY AND INFORMATION PROFESSIONALS IN ACADEMIC LIBRARIES IN OSUN AND ONDO STATES NIGERIA
Mentoring is one of the approaches of training and developing people, where a more experienced persons (mentors) share their vast accumulated understanding and experience with the less experienced persons (mentees, protégés). Mentoring is crucial to the success, competency, leadership development and accomplishment of a career in librarianship in contemporary era. This paper aims to investigate the impact of mentoring on skill competency, career growth and leadership development of library and information science professionals and the challenges besetting mentoring in librarianship with specific focus on acaademic libraries in Osun and Ondo States, Nigeria. This study affirms that through mentoring librarians can meet their job demands. Mentoring should therefore be stimulated to boost the professional and administrative skills of librarians. Four objectives and four research questions guided this study. The population for the study comprises librarians cum library officers totaling 750 from academic libraries in Osun and Ondo States, Nigeria. Three hundred respondents from the population with more than six years work experience irrespective of gender were selected using the simple random probability sampling technique. The collection of data was through a questionnaire – “Mentoring, An essential tool for skill acquisition, leadership development and career growth in library and information science profession”. The instrument’s reliability coefficient was 0.87 using Cronbach Alpha. The data was analyzed using tables, simple percentages and mean. The results indicate that one-on-one mentoring and role model are the most popular methods that are used to mentor newly recruited library staff. The study establishes that through mentoring young graduate librarians acquire competency, career growth, job satisfaction, leadership qualities and promotes the image of the profession. The problems facing mentoring include compatibility of mentors and mentees, mentees’ insubordination, and reluctance of the old experienced workforce to groom the younger ones and their inadvertently attitude of taking undue advantage of the mentees. The study recommend that mentors should be patient with the mentees and the mentees to develop positive attitude towards mentoring in order to have a successful and fulfilling career

MENTORING TECHNIQUE: A REFLECTIVE WARNINGS ON DYSFUNCTIONAL MENTORING ON DEVELOPING LEADERS IN LIBRARY AND INFORMATION SCIENCE PROFESSION
The review of literature shows that one of the finest methods to groom the latent leadership quality in new librarians and other information science professionals is by mentoring. Mentors take significant share in the development and moulding of new entrants into any profession as tutors and role models. However good, the use of mentoring looks in the leadership development of new librarians and other information professionals, there exist combinations of putative crucial aspects in mentoring, which have adverse consequence on the neophyte. These antithetical aspects include mentors diminution of the mentees, usurping the duties of mentees, personality brawl, illicit relationship, sexual nuisance, exploitation, verbal insults, and enviousness or mentors handling the mentees like gofers. This paper looks at the implications of dysfunctional mentoring affiliations and how these grave destructive occurrences can be circumvented. This paper therefore scrutinizes the jeopardies in mentoring as a process of building emerging young librarians and other information professionals and suggests ways of reinvigorating mentoring association to make it a greater beneficial instrument for mounting the future library and information professionals. The time is ripe to seriously and exhaustively look in details at mentoring affairs for the benefits of the triple parties - the mentors, the mentees and the library and information profession as an entity
