    Labour Market Effects of Parental Leave: A European Perspective

    We investigate the aggregate-level effects of parental leave legislation on various labour market outcomes of women in 16 European countries for the period since 1970. The paper updates and extends previous findings in the literature. Results show increases in participation rates that diminish with length and generosity of leave schemes. While pure participation numbers may not increase as dramatically as hoped, there is strong evidence of increases in weekly working hours. On the flipside, decreases in wages for high-skilled workers and amplified occupational segregation are likely results of generous leave schemes. We conclude with a discussion of recent debates over extending minimum maternity and parental leave rights on the European level.Parental leave, gender gap, labour force participation, wages

    Child Care Prices and Female Labour Force Participation: A Meta-Analysis

    The empirical findings for the labour force participation elasticity with regards to child prices are varied. While some estimates imply substantial participation gains from child care subsidies, others find insignificant effects from child care prices on participation decisions. This paper analyzes the elasticity sizes using estimates from 37 peer-reviewed articles and working papers in the literature. Using meta-analysis tools, we attempt to provide a weighted elasticity estimate and variation between countries and over time. The results suggest that the elasticity size has a positive inverse U-shaped relationship with aggregate labour force participation, and decreases with higher rates of part-time work and social spending. The findings imply that the impact of changes in child care prices and success of child care subsidy policies are correlated with aggregate level factors.Child care, female labour force participation, meta-analysis

    "Who'll take the chair?" Maternal employment effects of a Polish (pre)school reform

    This study examines the impact of preschool availability on the employment of mothers of preschool-aged children. We exploit a transitional phase of a 2009 Polish education reform that simultaneously lowered the primary school age from 7 to 6 and provided a statutory right to preschool to 5-year-olds. As a significant share of 6-year-old children moved into primary schools a year earlier, their preschool seats effectively became available for younger children. The reform thereby led to a substantial rise in the number of available preschool seats for 3- to 5-year-olds. Using regional variation in the degree of preschool expansion, we estimate the impact of the increased availability of preschool seats on maternal employment. Our results indicate a significant and sizable employment effect: a 10% points increase in the ratio of preschool seats to preschool-aged children increases maternal employment by around 4.2% points. The effect seems to be concentrated among highly educated mothers and mothers with a youngest child of age three

    We analyze how the Syrian refugee inflows into Turkey affected firm entry and performance. To estimate the causal effects, we use instrumental variables, difference-in-differences, and synthetic control methodologies. The results suggest that hosting refugees is favorable for firms. Total firm entry does not seem to be significantly affected. However, there is a substantial increase in the number of new foreign-owned firms. In line with the increase in new foreign-owned firms, there is some indication of growth in gross profits and net sales
