Heterogeneity in the labor market: unemployment and non-participation in Brazil
O trabalho tem como objetivo analisar a validade dos métodos correntes de distinção entre o desemprego e a inatividade. Para isso, aplica-se uma abordagem empÃrica baseada no comportamento de uma categoria dos inativos denominados marginalmente ativos, isto é, indivÃduos que não estão ocupados e não procuram trabalho, porém têm o desejo de trabalhar. Buscou-se testar se os fluxos entre os estados de atividade e inatividade dos marginalmente ativos são comportamentalmente idênticos aos dos desempregados ou "realmente" inativos. Como resultado, verificou-se que as pessoas inativas que desejam trabalhar têm claramente um comportamento distinto daqueles que não procuram e nem desejam trabalhar, estando mais próximas do estado de desemprego.This article examines the criteria for classification between unemployment and non-participation in the labor force.We analyze the behavior of anon-employed subgroup, called marginally attached to the labor market (those who are not working or searching for a job in the reference week, but are willing to work), to test whether the transitions are similar to either the unemployed or to those non attached to the labor market.We observed that this group is behaviorally distinct and could be considered an intermediate state between the unemployed and those non-participating in the labor force, although closer to the unemployed
Participação feminina na força de trabalho metropolitano: o papel do status socioeconômico das famÃlias
Este trabalho analisa o comportamento das mulheres cônjuges como participantes no mercado de trabalho metropolitano. Procurou-se mostrar que o entorno familiar em que a mulher se encontra influi sobre a sua decisão de fazer parte da força de trabalho e também afeta a importância relativa dos determinantes tradicionais. As evidências levantadas indicam que, de fato, famÃlias consideradas potencialmente pobres têm uma probabilidade mais alta de ter a mulher na força de trabalho. Esse diferencial, contudo, é substancialmente reduzido, e mesmo revertido, quando elas possuem filhos em idade pré-escolar. Daà a importância de polÃtica públicas que facilitem o acesso dessas mulheres ao mercado de trabalho, como a oferta de creches, de modo a possibilitar o resgate de suas famÃlias da pobreza.This study has analyzed the participation of married women in Brazilian metropolitan labor force. Specifically, we tried to show that the family environment in which the woman is has influence on their decision to join the workforce and affects the relative importance of traditional determinants. The evidence raised indicates that handicapped families have a higher probability to have women in the workforce, but the gap is substantially reduced, and even reversed, if they have children of preschool age. Thus the implementation of public policies that make it easier for these women to join the labor force, such as access to childcare, will prove useful to help to rescue their families from poverty
