    Mobile satellite service in the United States

    Mobile satellite service (MSS) has been under development in the United States for more than two decades. The service will soon be provided on a commercial basis by a consortium of eight U.S. companies called the American Mobile Satellite Consortium (AMSC). AMSC will build a three-satellite MSS system that will offer superior performance, reliability and cost effectiveness for organizations requiring mobile communications across the U.S. The development and operation of MSS in North America is being coordinated with Telesat Canada and Mexico. AMSC expects NASA to provide launch services in exchange for capacity on the first AMSC satellite for MSAT-X activities and for government demonstrations

    Outcome of hospitalization for COVID-19 in patients with interstitial lung disease. An international multicenter study

    Rationale: The impact of coronavirus disease (COVID-19) on patients with interstitial lung disease (ILD) has not been established. Objectives: To assess outcomes in patients with ILD hospitalized for COVID-19 versus those without ILD in a contemporaneous age-, sex-, and comorbidity-matched population. Methods: An international multicenter audit of patients with a prior diagnosis of ILD admitted to the hospital with COVID-19 between March 1 and May 1, 2020, was undertaken and compared with patients without ILD, obtained from the ISARIC4C (International Severe Acute Respiratory and Emerging Infection Consortium Coronavirus Clinical Characterisation Consortium) cohort, admitted with COVID-19 over the same period. The primary outcome was survival. Secondary analysis distinguished idiopathic pulmonary fibrosis from non–idiopathic pulmonary fibrosis ILD and used lung function to determine the greatest risks of death. Measurements and Main Results: Data from 349 patients with ILD across Europe were included, of whom 161 were admitted to the hospital with laboratory or clinical evidence of COVID-19 and eligible for propensity score matching. Overall mortality was 49% (79/161) in patients with ILD with COVID-19. After matching, patients with ILD with COVID-19 had significantly poorer survival (hazard ratio [HR], 1.60; confidence interval, 1.17–2.18; P = 0.003) than age-, sex-, and comorbidity-matched controls without ILD. Patients with an FVC of <80% had an increased risk of death versus patients with FVC ≥80% (HR, 1.72; 1.05–2.83). Furthermore, obese patients with ILD had an elevated risk of death (HR, 2.27; 1.39−3.71). Conclusions: Patients with ILD are at increased risk of death from COVID-19, particularly those with poor lung function and obesity. Stringent precautions should be taken to avoid COVID-19 in patients with ILD

    Proximal Decision Analysis with Imperfect Information

    In proximal decision analysis the value of a decision depends on a vector of state variables s and a vector of decision variables d in a quadratic fashion. Suppose some data, represented by a vector x, can be obtained. This paper describes a technique for using the data and develops an expression for the value of the information conveyed by the data. Because the value model is quadratic the data processing procedure uses a linear minimum-variance estimate of the conditional mean of s which depends only on the prior moments of the state vector and the noise associated with the measurement.

    Alternative radio licensing arrangements : A case study of the multipoint distribution service

    Currently, the FCC assigns radio licences after making a determination of the public interest. Conflicting licence applications are resolved through comparative hearings. This mechanism is cumbersome and unreliable. This article analyses three alternatives: Increasing the available spectrum; an auction; or, lottery of radio licences. The analysis deals specifically with the Multipoint Distribution Service (MDS). The analysis suggests that increasing the spectrum allocation will create more assignments than will be demanded by MDS. Rough calculations suggest that auctions offer a more efficient selection mechanism. Lotteries with resale of the license are better than hearings, but not as good as auctions.Radio licensing Economics MDS

    Disentangling the Relationship Between Social Ties, Prison Visitation, and Recidivism

    Studies find inmates who receive visits while incarcerated are less likely to recidivate upon release, especially when visits are from spouses and occur frequently throughout incarceration. Absent from these studies is measurement of the quality of an inmate’s relationships prior to incarceration, which may play a more significant role in criminal desistance than visitation itself. Longitudinal data from 205 incarcerated male and female adult offenders were used to test the mediating effects of visitation for offenders with varying levels of preincarceration relationships on recidivism. Findings indicate that quality of an inmate’s preincarceration relationships is more important in reducing the odds of recidivism than visitation. When quality of relationships was taken into account, visitation became nonsignificant in predicting the odds of recidivism. Most critical, a strong maternal relationship prior to incarceration was associated with a reduction in recidivism subsequent to a period of incarceration
