Major trends in efficiency upgrading of the economic activity in the Arctic zone of Russian Federation
Organization of efficient economic activity in the Arctic zone requires development of human potential, transport infrastructure, exploitation of natural resources under the conditions of greatest possible environmental safety. In order to choose preferable trends of economic development and to provide efficiency of operations in the Arctic zone it is crucial to perform research in the areas of industrial efficiency upgrading and rational use of fuel, energy, mineral, chemical and biological resources of the Ocean and littoral areas of Russian Arctic.The paper analyzes major trends in the research on increasing economic efficiency of operations aimed at territory development in the Arctic zone. The authors justify the need to examine economic problems of rational resource use in the Arctic zone of Russia based on the proposed system of resource-estimation indicators and their application in establishing a mechanism of rational resource use with a due regard to protection of the marine environment. The paper also focuses on methodological problems of the target programme approach to complex development of the Arctic zone, creation of target programmes, industrial development and rational use of natural resources. The authors give rationale for the key task in this area β development of methodological principles of forming federal and regional target programmes, aimed at exploration, exploitation and rational use of natural resources in the Arctic zone of Russian Federation. An analysis is provided that focuses on the problems of creating a scientifically justified hierarchical system of programmes and regional regulations, creation of a scientific information data bank and other methodological issues
Infiornativity lacrimal fluid interleukins in diagnostics and development of angle-closure glaucoma in elderly subjects
An increased percentage of the elderly subjects in pattern of contemporary society, along with other causes and risk factors, is accompanied by rise in the incidence of glaucoma. By 2020, according to international studies it is expected that prevalence of glaucoma patients in the world would increase up to 80 million subjects. Among the elderly, glaucoma is a common pathology, which development is associated with local disturbances in interleukin profile. However, the features of the latter in patients with primary closed-angle glaucoma in the elderly were poorly examined. Studies of local interleukin status were conducted mainly in patients with suspected or initial manifestations of primary open-angle glaucoma. The features of lacrimal fluid interleukin shift in a target group of elderly patients suffering from stage II primary closed-angle glaucoma virtually gained no attention. In addition, a limited range of local interleukins in patients with such pathology in previous studies was examined. In addition, informativity of lacrimal fluid interleukins in elderly glaucoma patients was not assessed too based on objective methods. The aim of the current study was to outline features and informativity of local interleukin profile indicators in 58 elderly patients with primary closed-angle glaucoma stage II, aged 60β74 years (main group) and 27 age-matched elderly subjects lacking such pathology. The level of interleukins in the lacrimal fluid was determined with the enzyme immunoassay βMultiscanβ analyzer (Finland) by using sandwich ELISA (R&D Diagnostic Inc., USA). Informativity of measuring various interleukins was calculated according to the generally accepted formula. It was found that local interleukin profile in elderly patients with primary closed-angle glaucoma was mainly featured with increased amount of IL-2, IL-17, IL-8, but decreased IL-10. Hence, such local interleukins displayed peak informativity. The data obtained should be used in the diagnostics and treatment of such pathology, as well as of applied importance to unveil novel mechanisms behind development, diagnostics and corroboration for selective immuno-tropic therapy of primary closed-angle glaucoma
Applying Financial Information to Manage Corporate Risks from the COVIDβ19 Pandemic
The COVID-19 pandemic has had a significant impact on the economy at all levels, from global markets to micro-enterprises. At the same time, the pandemic and its consequences have left a wide digital footprint. Its study seems to be extremely relevant, since approaches to the analysis of the digital footprint of a pandemic and the use of its results for risk management can be successfully applied in the event of similar threats. The relevance of the problem is also recognized by economists who note the significant impact of the pandemic on the economy and economic theory in general. The aim of the study is to develop approaches to the rapid quantitative assessment of the impact of the pandemic on the university based on the data of accounting financial systems, their testing and generation of proposals for minimizing the risks of financial and economic activities. The scientific hypothesis of the study is that based on the analysis of data transmitted to the social insurance fund on the disability of employees, the effectiveness of risk management of financial and economic activities in a pandemic at the university level can be improved. Growth in efficiency is ensured by adjusting plans to minimize risks, taking into account the heterogeneity of the impact of the pandemic on employees depending on age, gender, and belonging to the category of personnel. For data integration and analysis, the authors used Data Science approaches. Using the data of Ural Federal University as an example, the information content of the analyzed data is shown and what management decisions to minimize risks can be made on their basis. An approach to the quantitative analysis of the impact of the pandemic on employees of a legal entity is proposed. The effectiveness of using distance learning to counter the pandemic, the vulnerability to the pandemic of certain categories of employees, the gender structure of disability are demonstrated. The theoretical significance of the work lies in the development of approaches to the use of financial information to improve risk management. Single-Stage Extracranial and Intracranial Stenting of the Internal Carotid Artery in a Patient with Open Circle of Willis and Associated Renovascular Hypertension
We describe a case of 72-year-old patient with recurrent transient ischemic attacks in the right internal carotid artery (ICA) territory associated with uncontrolled hypertension. Duplex ultrasonography und carotid angiography showed a 60% stenosis with signs of a vulnerable plaque in the cervical segment, as well as a 90% stenosis in the cavernous segment of the right ICA. After further examination the patient was diagnosed with an 80% renal artery stenosis. First, the patient had a single-stage stenting for extracranial and intracranial stenoses of the right ICA, then left renal artery stenting. No intraoperative and postoperative complications were observed. These results show that this surgical treatment is minimally invasive, safe, and effective in symptomatic patients and may be considered for the disease

Breast cancer is the most common cancer in women worldwide. However, the allostatic load in breast cancer patients has not been sufficiently studied. Objective: to study the allostatic load in middle-aged and elderly patients with breast cancer. Material and methods. The study included 65 middle-aged and 60 elderly patients with histologically confirmed breast cancer and 45 people aged 60-74 years, who had no breast cancer. The allostatic load was studied in these three groups according to the level: systolic and diastolic blood pressure, total cholesterol, triglycerides, high and low density lipoproteins, glucose, albumins and waist circumference. Results. The allostatic load score was significantly higher in elderly breast cancer patients than in middle-aged breast cancer patients (4.3 Β± 0.3 points versus 2.9 Β± 0.2 points, p<0.01). In addition, the allostatic load score in the middle-aged patients with breast cancer was significantly higher (2.7 Β± 0.2 points) than in people of the same age, who had no breast cancer (1.6 Β± 0.1 points). In elderly patients, the allostatic load score was also significantly higher in patients with breast cancer than in people without breast cancer (4.3 Β± 0.3 points and 2.9 Β± 0.2 points, respectively; p<0.001). Significant differences in the allostatic load parameters, such as the levels of total cholesterol (5.8 Β± 1.3 mmol/l versus 4.0 Β± 0.8 mmol/l), and albumin (45.1 Β± 7.4 % versus 61.4 Β± 7.6 %) were found between breast cancer patients aged 60-74 years and people of an identical age, who had no breast cancer. statistically significant differences in allostatic load biomarkers, such as systolic blood pressure, diastolic blood pressure, blood levels of triglycerides and glucose, and waist circumference were found between elderly patients with breast cancer and age controls (without breast cancer). The content of triglycerides in the blood of patients aged 60-74 years with breast cancer was 1.8 times higher than that in patients of the same age with no breast cancer (p<0.001). The blood glucose level was significantly higher in patients with breast cancer than in the age controls (5.8 Β± 1.2 g/l versus 4.4 Β± 1.1 g/l, p<0.01). Conclusion. The problems in the formation of the habitat of fisheries
Habitat as a combination of political, economic, social and environmental conditions of human activity plays an important role in raising productivity and efficiency of the national economy. On the basis of actual data the essence of problems of formation and management of the fishery complex habitat has been revealed. The authors consider the working conditions of the crews of fishing vessels as an important component of habitat, the influence of climatic conditions and inadequate social infrastructure on turnover of out-migration from the northern regions, the low level of training that generally has a negative impact on results of the fishing industry activity. The state government fishery development programme does not contain measures to shape habitats: improving the quality of life of fishermen and their families, promoting social and environmental infrastructure. On the basis of researches some practical recommendations allowing solve the problems in formation and development of the fishery habitat have been proposed. There are the following recommendations: improving the working conditions of the crews of fishing vessels, economically advantageous working conditions for shipowners, efforts to combat poaching, training of highly qualified personnel, the development of programme of staff motivation and its interest in the work on the internal market, the development of social programmes for the protection of seafarers and their families.
