Political Dimension of Policy Implementation in Rufus Giwa Polytechnic, Owo, Ondo State, Nigeria
Despite the importance of higher education and the role it plays in national development, higher education is experiencing downward trends in Ondo State, Nigeria. This perhaps explains the proliferation of literature on higher education subsector but there has to date been little systematic evaluation of the consequences of political influence on policy implementation in Rufus Giwa Polytechnic, Owo. This article assesses the political context of policy implementation in Rufus Giwa Polytechnic, Owo. Using qualitative method, this article finds evidence of political interference in the implementation of recruitment and funding policies of the polytechnic as the major factor responsible for the low performance in the polytechnic. The findings are relevant both for understanding the political context of policy implementation and also for providing the necessary strategies for effective policy implementation in the polytechnic in particular and higher education subsector in Ondo State, Nigeria in general

Atomic physics and synchrotron radiation: The production and accumulation of highly charged ions
Synchrotron radiation can be used to produce highly-charged ions, and to study photoexcitation and photoionization for ions of virtually any element in the periodic table. To date, with few exceptions, atomic physics studies have been limited to rare gases and a few metal vapors, and to photoexcitation energies in the VUV region of the electromagnetic spectrum. These limitations can now be overcome using photons produced by high-brightness synchrotron storage rings, such as the x-ray ring at the National Synchrotron Light Source (NSLS) at Brookhaven. Furthermore, calculations indicate that irradiation of an ion trap with an intense energetic photon beam will result in a viable source of highly-charged ions that can be given the name PHOBIS: the PHOton Beam Ion Source. Promising results, which encourage the wider systematic use of synchrotron radiation in atomic physics research, have been obtained in recent experiments on VUV photoemission and the production and storage of multiply-charged ions. 26 refs., 4 figs., 1 tab

Measurement of plasma production and neutralization in gas neutralizers
In order to satisfy the need of experimental data for the designing of gas neutralizers we have started a project aimed at measuring all relevant cross sections for the charge exchange of H/sup -/, H/sup 0/ and H/sup +/ projectiles, as well as the cross sections for the production of ions in the target. The expected results of these latter measurements are shown schematically
Evaluation of hydrochemical characteristics and flow directions of groundwater quality in Udi Local Government Area Enugu State, Nigeria
A hydrogeological study was conducted at the Udi Local Government Area in south-eastern region of Nigeria to examine the hydrochemical constituent of groundwater and determine the quality for drinking and agricultural purposes. Results show that groundwater in the area is slightly acidic to slightly basic, soft and potable, when compared with the World Health Organisation standards for drinking water, and is suitable for agricultural purposes. The groundwater flow direction was determined to establish the implications of pollution from any water contamination. Twenty-one groundwater samples from existing boreholes were collected and analysed for various physicochemical parameters using standard field and laboratory techniques. Distribution of major ions was plotted on a Trilinear Piper diagram. Ajali Sandstone, known as major aquiferous layer in the area, outcrops predominately in sandy bed with medium to coarse-grained sediments. The aquifers are unconfined, semi-confined and with hydraulic conductivity values ranging from 9.0 x 10(-2) to 8.5 x 10(-2) m/day indicating medium transmissivity of groundwater in some areas and a flow net south to northward groundwater flow towards the coast. This explains why the aquifer does not appear to be very permeable and only provides a medium yield of good quality water in some regions of the study area
