Impact absorbing blade mounts for variable pitch blades
A variable pitch blade and blade mount are reported that are suitable for propellers, fans and the like and which have improved impact resistance. Composite fan blades and blade mounting arrangements permit the blades to pivot relative to a turbine hub about an axis generally parallel to the centerline of the engine upon impact of a large foreign object, such as a bird. Centrifugal force recovery becomes the principal energy absorbing mechanism and a blade having improved impact strength is obtained

A nacelle for use with a gas turbine engine is provided with an integral webbed structure resembling a spoked wheel for rigidly interconnecting the nacelle and engine. The nacelle is entirely supported in its spacial relationship with the engine by means of the webbed structure. The inner surface of the nacelle defines the outer limits of the engine motive fluid flow annulus, while the outer surface of the nacelle defines a streamlined envelope for the engine

Referencing and borrowing from other systems: the Hong Kong education reforms
BACKGROUND: This paper analyses the role of, and approach to, policy referencing and borrowing in Hong Kong’s recent reforms that culminated in the creation of its New Academic Structure and the Hong Kong Diploma of Secondary Education. MAIN ARGUMENT: It argues that Hong Kong has gone further than most jurisdictions not just in responding to global influences on education reform, but in taking explicit steps to internationally benchmark its curriculum and assessment, and in involving the global community at multiple levels in the process of education policy planning and implementation. SOURCES OF EVIDENCE AND METHOD: The paper is based on the documentary analysis of policy documents in Hong Kong, and 23 interviews with key stakeholders in the policy network, including policy-makers, practitioners and community leaders. DISCUSSION AND CONCLUSIONS: While policy referencing and borrowing in the Hong Kong context can, in part, be traced to a colonial legacy, the Special Administrative Region of China demonstrates a collaborative approach to education reform involving local and international engagement that may be relevant to other systems. Its approach was informed by a measured use of policy referencing that involved ‘horizon scanning’ of other systems’ policies and practices; international benchmarking; and engaging international expertise to facilitate implementation
Seeing statistics at the upgraded 3.8m UK infrared telescope (UKIRT)
From 1991 until 1997, the 3.8m UK Infrared Telescope (UKIRT) underwent a
programme of upgrades aimed at improving its intrinsic optical performance.
This resulted in images with a FWHM of 0."17 at 2.2 um in September 1998. To
understand and maintain the improvements to the delivered image quality since
the completion of the upgrades programme, we have regularly monitored the
overall atmospheric seeing, as measured by radial displacements of subaperture
images (i.e. seeing-generated focus fluctuations), and the delivered image
diameters. The latter have been measured and recorded automatically since the
beginning of 2001 whenever the facility imager UFTI (UKIRT Fast Track Imager)
has been in use.
In this paper we report the results of these measurements. We investigate the
relation between the delivered image diameter and the RMS atmospheric seeing
(as measured by focus fluctuations, mentioned above). We find that the best
seeing occurs in the second half of the night, generally after 2am HST and that
the best seeing occurs in the summer between the months of July and September.
We also find that the relationship between Zrms and delivered image diameter is
uncertain. As a result Zrms frequently predicts a larger FWHM than that
measured in the images.
Finally, we show that there is no correlation between near-infrared seeing
measured at UKIRT and sub-mm seeing measured at the Caltech Submillimetre

First observations of separated atmospheric ν_μ and ν̅ _μ events in the MINOS detector
The complete 5.4 kton MINOS far detector has been taking data since the beginning of August 2003 at a
depth of 2070 meters water-equivalent in the Soudan mine, Minnesota. This paper presents the first
MINOS observations of ν_μ and ν̅ _μ charged-current atmospheric neutrino interactions based on an
exposure of 418 days. The ratio of upward- to downward-going events in the data is compared to the
Monte Carlo expectation in the absence of neutrino oscillations, giving R^(data)_(up/down/R^(MC)_(up/down) =
0:62^(+0.19)_(0:14)(stat.) ± 0.02(sys.). An extended maximum likelihood analysis of the observed L/E distributions
excludes the null hypothesis of no neutrino oscillations at the 98% confidence level. Using the curvature of
the observed muons in the 1.3 T MINOS magnetic field ν_μ and ν̅ _μ interactions are separated. The ratio of
ν̅ _μ to ν_μ events in the data is compared to the Monte Carlo expectation assuming neutrinos and
antineutrinos oscillate in the same manner, giving R^(data)_(ν_μ/ν̅ _μ) / R^(MC)_(ν_μ/ν̅ _μ) = 0.96^(+0:38)_(0.27)(stat.) ± 0.15(sys.), where
the errors are the statistical and systematic uncertainties. Although the statistics are limited, this is the first
direct observation of atmospheric neutrino interactions separately for ν_μ and ν̅ _μ
Propeller/fan-pitch feathering apparatus
A pitch feathering system for a gas turbine driven aircraft propeller having multiple variable pitch blades utilizes a counter-weight linked to the blades. The weight is constrained to move, when effecting a pitch change, only in a radial plane and about an axis which rotates about the propeller axis. The system includes a linkage allowing the weight to move through a larger angle than the associated pitch change of the blade
Non-standard antineutrino interactions at Daya Bay
We study the prospects of pinning down the effects of non-standard
antineutrino interactions in the source and in the detector at the Daya Bay
neutrino facility. It is well known that if the non-standard interactions in
the detection process are of the same type as those in the production, their
net effect can be subsumed into a mere shift in the measured value of the
leptonic mixing angle theta_13. Relaxing this assumption, the ratio of the
antineutrino spectra measured by the Daya Bay far and near detectors is
distorted in a characteristic way, and good fits based on the standard
oscillation hypothesis are no longer viable. We show that, under certain
conditions, three years of Daya Bay running can be sufficient to provide a
