Mitigating the effects of atmospheric distortion using DT-CWT fusion
This paper describes a new method for mitigating the effects of atmospheric distortion on observed images, particularly airborne turbulence which degrades a region of interest (ROI). In order to provide accurate detail from objects behind the dis-torting layer, a simple and efficient frame selection method is proposed to pick informative ROIs from only good-quality frames. We solve the space-variant distortion problem using region-based fusion based on the Dual Tree Complex Wavelet Transform (DT-CWT). We also propose an object alignment method for pre-processing the ROI since this can exhibit sig-nificant offsets and distortions between frames. Simple haze removal is used as the final step. The proposed method per-forms very well with atmospherically distorted videos and outperforms other existing methods. Index Terms — Image restoration, fusion, DT-CWT 1
SVM-based texture classification in optical coherence tomography
This paper describes a new method for automated texture classification for glaucoma detection using high resolution retinal Optical Coherence Tomography (OCT). OCT is a non-invasive technique that produces cross-sectional imagery of ocular tissue. Here, we exploit information from OCT im-ages, specifically the inner retinal layer thickness and speckle patterns, to detect glaucoma. The proposed method relies on support vector machines (SVM), while principal component analysis (PCA) is also employed to improve classification performance. Results show that texture features can improve classification accuracy over what is achieved using only layer thickness as existing methods currently do. Current induced rotational torques in the skyrmion lattice phase of chiral magnets
In chiral magnets without inversion symmetry, the magnetic structure can form
a lattice of magnetic whirl lines, a two-dimensional skyrmion lattice,
stabilized by spin-orbit interactions in a small range of temperatures and
magnetic fields. The twist of the magnetization within this phase gives rise to
an efficient coupling of macroscopic magnetic domains to spin currents. We
analyze the resulting spin-transfer effects, and, in particular, focus on the
current induced rotation of the magnetic texture by an angle. Such a rotation
can arise from macroscopic temperature gradients in the system as has recently
been shown experimentally and theoretically. Here we investigate an alternative
mechanism, where small distortions of the skyrmion lattice and the transfer of
angular momentum to the underlying atomic lattice play the key role. We employ
the Landau-Lifshitz-Gilbert equation and adapt the Thiele method to derive an
effective equation of motion for the rotational degree of freedom. We discuss
the dependence of the rotation angle on the orientation of the applied magnetic

The Stückelberg-Kibble model as an example of quantized symplectic reduction
Recently, it has been observed that a certain class of classical theories with constraints can be quantized by a mathematical procedure known as Rieffel induction. After a short exposition of this idea, we apply the new quantization theory to the Stueckelberg-Kibble model. We explicitly construct the physical state space {\cal H}_{phys}, which carries a massive representation of the Poincar\'e group. The longitudinal one-particle component arises from a particular Bogoliubov transformation of the five (unphysical) degrees of freedom one has started with. Our discussion exhibits the particular features of the proposed constrained quantization theory in great clarity
Polarized Spectroscopy Studies of Single Molecules of Porphycenes
Using ambient atmosphere instead of pure nitrogen environment enabled efficient recording of room temperature fluorescence from single molecules of porphycenes, chromophores with a high triplet formation efficiency. Double hydrogen transfer between two chemically identical trans tautomers has been demonstrated for parent porphycene and three alkyl derivatives by the analysis of spatial patterns of the emission obtained after raster scanning the sample excited with an appropriately polarized laser beam. Because of tautomerization, fluorescence in porphycenes is due to two nearly orthogonal transition dipole moments. This property allows the spatial orientation of the single molecule chromophores to be determined using radially and azimuthally polarized laser beams as excitation sources
Corporate governance in Romanian metallurgy industry
In this paper we propose to assess the quality of the corporate governance of the metallurgy industry operating in the Romanian capital market. The results are compared with the averages recorded in companies listed on Bucharest Stock Exchange. The study highlights that companies listed on Bucharest Stock Exchange which activate in the metallurgical sector have successfully managed to adapt to the requirements of the globalization of the capital market involving the adoption of the best practices of corporate governance
Atmospheric turbulence mitigation for sequences with moving objects using recursive image fusion
This paper describes a new method for mitigating the effects of atmospheric
distortion on observed sequences that include large moving objects. In order to
provide accurate detail from objects behind the distorting layer, we solve the
space-variant distortion problem using recursive image fusion based on the Dual
Tree Complex Wavelet Transform (DT-CWT). The moving objects are detected and
tracked using the improved Gaussian mixture models (GMM) and Kalman filtering.
New fusion rules are introduced which work on the magnitudes and angles of the
DT-CWT coefficients independently to achieve a sharp image and to reduce
atmospheric distortion, respectively. The subjective results show that the
proposed method achieves better video quality than other existing methods with

Relating high-energy lepton-hadron, proton-nucleus and nucleus-nucleus collisions through geometric scaling
A characteristic feature of small-x lepton-proton data from HERA is geometric
scaling -- the fact that over a wide range of x and Q^2 all data can be
described by a single variable , with all x-dependence
encoded in the so-called saturation momentum . Here, we observe
that the same scaling ansatz accounts for nuclear photoabsorption cross
sections and favors the nuclear dependence , . We then make the empirical finding
that the same A-dependence accounts for the centrality evolution of the
multiplicities measured in Au+Au collisions at RHIC. It also allows to
parametrize the high-p_t particle suppression in d+Au collisions at forward
rapidities. If these geometric scaling properties have a common dynamical
origin, then this A-dependence of should emerge as a consequence
