A two-level facility location and sizing problem for maximal coverage

This paper presents a two-stage hierarchical location problem for systems where the lower level facilities act as the first points contact for the customers while the upper level facilities act as suppliers of the lower level facilities that either serve them or provide advanced services to customers. Furthermore, more recent and realistic coverage constructs such as gradual and cooperative covering are included in our setting. Although our problem can be applicable in various settings, the most fitting application is in wireless telecommunication networks to determine the location of base stations and mobile switching centers. We have developed two competing formulations for the problem, each of which involve nonlinear components that are difficult to deal with. We then develop their respective linearizations and tested their performances. These formulations are solved by commercial optimizers for a set of reasonably large problem instances and it is found that majority of the problems can be solved within a maximum of 10% optimality gap within a short time

Kırsal Alanların Kalkınmasında Kırsal Turizmin Rolü: Niğde İli Örneği

Ekonomik gelişme tüm ülkelerin nihai hedefleri arasında yer almaktadır. Ülkeler ekonomik koşulları doğrultusunda ilerleme kaydetmekte, geleceklerini daha sağlam temellere konumlandırmaktadırlar. Bu konumlandırmada tarımın yeri ve önemi ise büyüktür. Ancak dünya nüfusunun büyük çoğunluğunun kentlere yönelmesi, kentlerin artan cazibesi ve iş olanakları, tarımsal faaliyetlerin yerini sanayi ve hizmet sektörüne bırakmasına, kır ve kent arasındaki uçurumun giderek daha da büyümesine neden olmaktadır. Kırdan kente göç dalgaları kent nüfusuna ciddi anlamda baskı uygularken, artan kirlilikle beraber yapılaşma faaliyetleri neticesinde her geçen gün yok olan yeşil alanlar, kentleri adeta yaşanmaz mekanlar haline getirmektedir. Oysa kırsal alanlarda yapılacak turizm faaliyetleri istihdamı destekleyerek hem ülke ekonomisine katkı sağlayabilecek, hem de kırsal kalkınmaya faydalı olabilecektir. Teorik olarak yürütülen bu çalışmada; tarih, kültür, dağcılık, kış sporları gibi yüksek turizm potansiyeli olan kırsal alanlara sahip bir il Niğde’de, kırsal turizmin kırsal alanların kalkınmasındaki rolü ve önemi üzerinde durulacaktır. Yapılan çalışma çerçevesinde, Niğde ilinin kırsal turizm potansiyelinin olmasına rağmen, bu potansiyelin yeterince değerlendirilemediği sonucuna ulaşılmıştır

Pretreatment Prediction of the Outcomes of Intranasal Steroid Sprays in Cases with Inferior Turbinate Hypertrophy

Objective:Intranasal steroid sprays (INSS) are frequently prescribed for treating inferior turbinate hypertrophy (ITH). Complications due to the long-term application of INSS such as crusting, epistaxis, nasal mucosa dryness, and septal perforation may occur. Predicting patients who would benefit from INSS early might lower treatment costs and complication rates. We examined the predictive value of nasal decongestant response rates for the outcomes of INSS in ITH.Methods:Fifty patients with bilateral ITH were included in two groups: patients benefiting from INSS and those not benefiting. Nasal airflow was assessed by peak nasal inspiratory flow (PNIF) measurement in all cases. Measurements were taken three times: before and after the application of nasal decongestant sprays and after the application of INSS.Results:In both groups, the nasal air flow rates significantly increased after the application of nasal decongestant sprays; however, the nasal decongestant response rates were higher in the group with patients benefiting from INSS. There was a strong correlation between the nasal air flow rates measured after the application of nasal decongestant sprays and after the application of INSS. The cut-off value for the relationship between increased nasal air flow rates after the application of nasal decongestant sprays and outcomes of INSS was 23%.Conclusion:Measurement of nasal airflow increase rate after the application of nasal decongestant sprays is a simple and easy method for the early prediction of the outcomes of INSS in ITH. A higher than 23% increase in nasal air flow rates after the application of nasal decongestant sprays indicates much better outcomes of INSS for patients

Analysis on Identification Level of Football Fans with Their Teams in Eastern and Southeastern Anatolia Region

Purpose: The purpose of this study is to analyze the identification level of football fans with their teams in Eastern and Southeastern Anatolia Region.Material and method: General screening model, which is one of the descriptive methods, was used in the research. The research contains 944 people being the fans of 7 football teams (Yeni Malatyaspor in the Super League, Büyükşehir Belediye Erzurumspor, Elazığspor, Gaziantepspor, Gazişehir Gaziantepspor in the 1st League and Amed sportif faaliyetler, Şanlıurfaspor in the 2nd League) in Eastern and Southeastern Anatolia Region playing in Super League, 1st League and 2nd League during 2017-2018 football season. As the data collection tool of the study, ‘Sports Fan Identification Scale’ developed by Wann and Branscompe (1993) and translated into Turkish by Günay and Tiryaki (2003) with validity and reliability studies performed was used. 0.88 value was found as the Cronbach Alpha coefficient of the Sports Fan Identification Scale. The significance level was adopted as α=0.05.Findings: It has been determined that there are significant differences between the variables of age, marital status and the teams supported and the mean scores on identification level of fans with their teams (p0.05).Conclusion: It has been concluded that mean scores of fans on their identification level with their teams playing in high leagues are high and the fans’ level of identification with the teams has decreased as the lower leagues are considered

Osmanlı modernleşmesinin en etkili padişahlarından II. Mahmuddevrinde yaklaşık beş yıl süreyle şeyhülislamlık yapan YâsincizâdeAbdülvehhâb Efendi’nin Hulâsatu’l-Burhan fî İtaati’s Sultan adlı risalesi döneminönemli eserlerinden birisidir. Çünkü bu risalede II. Mahmud’un yaptığııslahatlar dini delillerle desteklenmiştir. Bu meyanda Hz. Peygamber’den (sav)nakledilen yirmi beş hadis sultana itaat çerçevesinde bir bütünlük oluşturacakşekilde kırk hadis yazım geleneği içerisinde sunulmuştur. Çalışmada bu metninçevrimyazısı yapılarak Osmanlı modernleşme tarihi çalışmalarına katkısağlanması hedeflenmektedir. Risalede kaydedilen hadisler tahkik ve tahriçedilmiştir. Yâsincizâde’nin hadis tercümelerinde kullandığı üslubun tespiti içinhadis metinleri ile tercüme tarafımızdan eşleştirilmiştir. Ayrıca risaleninkaynakları ortaya konulmuş ve hadislerin muhtevaları da özetlenerek kısa birşekilde değerlendirilmiştir

Osteoma Originating from Mastoid Cortex

Mastoid osteomas are very rare and defined as benign masses growing gradually in size. Temporal bone computed tomography is the examination of choice for their diagnosis and differentiation. Surgical resection is used to treat mastoid osteomas causing cosmetic deformity. Prognosis is good in cosmetic and curative aspects, and recurrences are very rare. Bilateral Nasolabial Cyst as a Rare Case Report

The etiology, clinical features, and treatment of an extremely rare case of a bilateral nasolabial cyst have been evaluated in this report. A 60-year-old female presented to our clinic with a pain-free swelling above the upper lip for a year and obstruction of the left nasal cavity for two months. On undergoing a physical ENT examination, she showed bulging of both nasal fossae and effacement of the bilateral nasolabial groove with a fluctuating smooth mass. A paranasal sinus CT scan showed a smooth, ovoid mass of 20×13 mm at the right side and 26×22 mm at the left side occupying the floor of the nasal fossa and restricted to the soft parts of the premaxillary region, without any bony destruction. The patient underwent surgical excision under general anesthesia via sublabial approach. Histopathology confirmed the diagnosis of bilateral nasolabial cyst. The patient was asymptomatic during 18-month of postoperative follow-up. Bilateral nasolabial cysts should be considered in the differential diagnosis of cystic masses of the nasal vestibule and deformities of the premaxillary region. Although endonasal endoscopic cyst marsupialization is a relatively new treatment, surgical resection with the sublabial approach is the treatment of choice

Okul ve Sınıf Tabanlı Değerlendirmeye Dayalı Öğretmen Kapasitesinin Güçlendirilmesi: Fen Bilimleri Dersi Öğretmen Rehber Kitapçığı

Değerli fen bilimleri eğitimcileri, bildiğiniz üzere bilim ve teknolojideki gelişmeler ve toplumsal ihtiyaçlardaki değişimler ile eğitim alanında öğrenmeye yönelik kuram, öğretime ilişkin yaklaşım, model ve yöntem ile ilgili yenilikler öğretim programlarında yenileme çalışmaları yapılmasını zorunlu kılmaktadır. Yenilenen programların istenen düzeyde uygulanabilmesi için öğretmenlerin çeşitli çalışmalarla yeterliklerinin geliştirilmesi gerekmektedir. Yeterlik alanları içerisinde ölçme ve değerlendirme önemli bir yer tutmaktadır. Öğretmenlerimiz programda belirtilen sürelerinin üçte birinden fazlasını ölçme ve değerlendirme ile ilgili etkinliklere harcamaktadırlar. Ölçme ve değerlendirmede etkili ve verimli olabilmek için öğretmenlerin önemli değerlendirme becerilerine ihtiyacı vardır. Bu konularda çeşitli dönemlerde yapılan çalışmalar, sınıf içi değerlendirme konusunda öğretmenlerin kendilerini yeterli hissetmediklerini göstermektedir. Bu kapsamda, öğretmenlerin yeterliklerinin arttırılması için Millî Eğitim Bakanlığı Ölçme, Değerlendirme ve Sınav Hizmetleri Genel Müdürlüğü ve UNICEF Türkiye Temsilciliği arasında imzalanan bir protokol ile “Okul ve Sınıf Tabanlı Değerlendirmeye Dayalı Öğretmen Kapasitesinin Güçlendirilmesi” çalışması hayata geçirilmiştir. Bu çalışmanın temel amacı, öğretmenlerin mesleki gelişiminin desteklenmesi için alan bazlı ve etkinlik temelli uygulamalarla öğretmenlerimizin özellikle biçimlendirici değerlendirme kapasitelerini arttırmak ve dezavantajlı öğrenciler de dâhil olmak üzere bütün öğrencilerimizin gelişimlerine daha bütüncül destek olabilmektir. Bu amaç kapsamında, biçimlendirici değerlendirme konusunda öğretmenlerimize kılavuzluk/rehberlik edecek bir öğretmen rehber kitapçığı ortaya konulmuştur. Öğretmen rehber kitapçığı toplam dört ana bölümden oluşmaktadır. Birinci bölümde ölçme ve değerlendirmenin temel kavramlarına atıfta bulunulmaktadır. İkinci bölümde biçimlendirici değerlendirme amacıyla kullanılabilecek teknik ve araçlara yer verilmiştir. Üçüncü bölümde öğretim programıyla ilişkilendirilip tasarlanan etkinlik örnekleri yer almaktadır. Son bölümde ise biçimlendirici değerlendirme sürecinde paydaşlar ile etkileşimde dikkat edilmesi gereken hususlar açıklanmaktadır. Çocuklarımıza ve öğretmenlerimize faydalı olması dileğiyle..
