    Educational Migration of Applicants Among Regions of the Russian Federation as a Data Source for Planning the Higher Education System Development

    The scientific problem of the study is related to the identification of educational migration for university admission against the background of youth migration. The practical problems of the study are focused on the creation of analytical conditions for decision-making and planning for the education system development: the distribution of enrollment targets, financing and resource supporting the infrastructure development, and the development of the human resources potential of Russian universities. The object of the study is interregional youth educational migration for university admission. Federal universities data is described as the object of present study. Sources: official state statistics data of 2017-2021, “big data” is the results of passing the Unified State Examinations (USE) and the choice of university and direction of study by students for 2020. The research methodology is connected with the analysis of official statistics, the Russian regions typology according to the characteristics of youth migration: recipient regions, donor regions, regions of a mixed or “transit” type (leaving graduates are replaced by newcomers), closed (low intensity of migration processes). Educational migration was identified by analyzing and comparing databases on the results of the USE and the results of university admission. Stable patterns of migration processes, migration trends and directions have been identified as a result of the study

    On Improving the Efficiency of the System of Competitions, Grants and Olympiads for Russian Students as an Element of Extracurricular Activities

    The article addresses the issues regarding the formation of tools and methods to evaluate the achievements of Russian students in the olympiads, championships and competitions. These tools may improve the efficiency of higher education management system in the Russian Federation. The research methodology is connected with the empirical analysis of student survey data (N=2300) in several dimensions: in the context of periods of study and areas of training. The findings are supplemented with an analysis of the results of comparable studies and works of Russian authors. The article addresses the practical problems related to the need to compensate for the limitations on international academic mobility for Russian students, which are covered by the sanctions and other restrictions. The thesis of leveling the negative effects due to the quantitative and qualitative growth of the competition and olympiad movement in the Russian Federation is formulated. The authors have identified the main problems such as the low level of involvement of Russian students in extracurricular activities in comparison with their foreign colleagues; ineffective informational and organizational support of competitions and olympiads, directive, inflexible formation of the agenda and the lack of transparency in decision-making. The article formulates the proposals to improve the quality of extracurricular work at universities, to reform the system of competitions, grants and Olympiads for Russian students

    Online Learning as e-Learning: The Quality and Results (Critical Analysis)

    This article critically examines the result obtained by researchers at the Higher School of Economics in relation to the results of the experiment to assess the quality of online learning. It is noted that the thesis about the possibility of “complete replacement of traditional forms of education with online education without loss of quality” is distorted in the media, and the conclusions are based on insufficient data. To clarify the conditions of the transition and implementation of online technologies, it is proposed to hold a large-scale experiment with a randomly selection mechanisms for participants of training courses, instructors, disciplines (modules). The article focuses on the fact that while the impact of online education on the psychology and physiology of students has not been sufficiently studied, there is a risk of deteriorating health, as well as a drop in the quality of education. It is proposed to develop temporary standards limiting the maximum time of work online for different categories of students and teachers.The risks of «financial bubbles» in the online education market due to the rush demand after the COVID-19 pandemic for government agencies and private businesses has been identified. The conclusion is made about the priority development of short-term online courses related to the development of rather narrow and applied competencies in demand by the modern information society, about the possible success of online technologies in case of obtaining a “second higher” education and improving qualifications. High-quality online systems in the field of higher education require serious investments in research and development in the field of psychology and pedagogy of education, the use of medical control tools. In the medium term, the benefits of this research, conducted by medical scientists, educators and psychologists, will be used by organizations on the “second wave” of interest to online learning. From an organizational point of view, the correct “rotation” of the contingent of students, when part of the time they study full-time, and part of the time they learn online with computers / tablets and high-quality Internet access, will not lead to a deterioration in the quality of education, but will significantly reduce the spread of the pandemic

    The influence of cardanol content on the molecular-weight distribution and curing kinetics of phenol-cardanol-formaldehyde novolac oligomers is investigated.     Influence of technological factors on properties of chipboards based on a cardanol-containing polyurethane binder

    To study the influence of technological factors upon physico-mechanical characteristics of chipboards containing a cardanol-containing polyurethane adhesive as a binder, a five-factor experiment was carried out twice in accordance with the Box-Wilson central composite design.
