Food policy is an element of the implementation of the mechanism of strategic management of food security and the development of the national food supply system. It involves a set of coordinated measures aimed at changing the productive capacity of the agri-food sector of the national economy in accordance with the resource capabilities and market needs. The purpose of this study is to analyze the factors that have the greatest impact on food security in various countries. The study has allowed the authors to identify the factors that have the greatest impact on ensuring food security. The restrictive impact of these factors on ensuring national economic security has been analyzed. Financial and non-financial measures to support agro-industrial production in the context of import substitution policies have been highlighted. In this paper, the authors have used a methodological approach to the development of proposals for the development of agri-food policy, based on the integrated improvement of the production structure of the regional food supply system.La política alimentaria como un elemento de la implementación del mecanismo de gestión estratégica de la seguridad alimentaria y el desarrollo del sistema nacional de suministro de alimentos implica un conjunto de medidas coordinadas destinadas a cambiar la capacidad productiva del sector agroalimentario de la economía nacional de acuerdo con las capacidades de recursos y las necesidades del mercado. El propósito de este estudio es analizar los factores que tienen el mayor impacto en la seguridad alimentaria en varios países. El estudio permitió identificar los factores que tienen el mayor impacto para garantizar la seguridad alimentaria y se analizó el impacto restrictivo de estos factores para garantizar la seguridad económica nacional. Se destacan las medidas financieras y no financieras para apoyar la producción agroindustrial en el contexto de las políticas de sustitución de importaciones. En este documento, utilizamos un enfoque metódico para el desarrollo de propuestas para el desarrollo de políticas agroalimentarias, basadas en la mejora integrada de la estructura de producción del sistema regional de suministro de alimentos.Продовольственная политика как элемент реализации механизма стратегического управления продовольственной безопасностью и развитием национальной системы продовольственного обеспечения предполагает совокупность скоординированных мер, направленных на целевое изменение производственных возможностей агропродовольственного сектора национальной экономики в соответствии с ресурсными возможностями и потребностями рынка. Целью данного исследования является анализ факторов, оказывающих наибольшее воздействие на обеспечение продовольственной безопасности в различных странах. Исследование позволило выделить факторы, оказывающие наибольшее воздействие на обеспечение продовольственной безопасности проанализировано ограничительное влияние этих факторов на обеспечение национальной экономической безопасности. Выделены финансовые и нефинансовые меры поддержки агропромышленного производства в условиях политики импортозамещения. В данной работе использован методический подход к разработке предложений по развитию агропродовольственной политики, основанный на комплексном совершенствовании производственной структуры региональной системы продовольственного обеспечения

Estimation of factors and projected growth of the metallurgical branch of Russia under unstable market conditions

The results of the performed analysis of the development indexes of the Russian metallurgical industry, the production dynamics and export tendencies of the largest exporters were represented. The estimation of the specific factors of price formation in the market of steel products of the Russian Federation, the record of the growth of prices for ore and coal in the world, together with the analysis of the main financial values of the activity of the largest metallurgical companies allowed calculating the projected indexes basing upon their activity for 2017-2018. On the base of these projected indexes of the companies’ activity and worldwide trends of demand for steel products, the estimations of the products demand were given taking into account the determining factors of the branch development

Resonant spin-dependent electron coupling in a III-V/II-VI heterovalent double quantum well

We report on design, fabrication, and magnetooptical studies of a III-V/II-VI hybrid structure containing a GaAs/AlGaAs/ZnSe/ZnCdMnSe double quantum well (QW). The structure design allows one to tune the QW levels into the resonance, thus facilitating penetration of the electron wave function from the diluted magnetic semiconductor ZnCdMnSe QW into the nonmagnetic GaAs QW and vice versa. Magneto-photoluminescence studies demonstrate level anticrossing and strong intermixing resulting in a drastic renormalization of the electron effective g factor, in perfect agreement with the energy level calculations.Comment: 4 pages, 5 Postscript figures, uses revtex

Отслеживание доступности показателей по ЦУР 9.1 по транспортной инфраструктуре на примере стран-участников G20

The increased interest in implementation of the sustainable development agenda requires an objective assessment of the success of progress towards the set sustainable development goals and objectives.The objective of the study described in the article is to consider the availability of transport indicators for SDG 9.1 («Develop high-quality, reliable, sustainable and resilient infrastructure, including regional and cross-border infrastructure, in order to support economic development and human well­being, with particular attention to ensuring affordable and equitable access for all») on the example of G20 countries, as well as to assess the completeness of the data provided by the countries. The information and empirical base of the study is based on data from the United Nations Economic Commission for Europe and Federal State Statistics Service of the Russian Federation. The study used general scientific methods of analysis, synthesis, and classification.The result of data processing is an assessment of data availability and calculation of the data completeness index for G20 countries. The authors proposed additions to the monitored indicators in terms of the volume of passenger and cargo transportation by modes of transport, and also substantiated the need to introduce a new indicator «volume of investment in infrastructure by mode of transport».В связи с возросшим интересом к реализации повестки устойчивого развития необходима объективная оценка успешности продвижения по поставленным целям устойчи­вого развития и задачам.Цель статьи - рассмотреть доступность показате­лей транспорта по ЦУР 9.1 («Развивать качественную, надёжную, устойчивую и стойкую инфраструктуру, включая региональную и трансграничную инфраструктуру, в целях поддержки экономического развития и благополучия людей, уделяя особое внимание обеспечению недорогого и равно­правного доступа для всех») на примере стран-участников G20, а также оценить полноту данных, предоставляемых странами. Информационно-эмпирическая база исследования основана на данных Европейской экономической комиссии ООН и Росстата. При проведении исследования использо­ваны общенаучные методы анализа, синтеза и классифи­кации.Результатом обработки данных является оценка до­ступности данных и расчёт индекса полноты данных для стран G20. Авторами предложены дополнения по отслежи­ваемым показателям по объёму пассажирских и грузовых перевозок по видам транспорта, а также обоснована необ­ходимость введения нового показателя «объём инвестиций в инфраструктуру по видам транспорта»

ECONOMIC AND LEGAL ASPECT OF THE NEGATIVE IMPACT OF OIL AND GAS WELLS ON THE ENVIRONMENT

The negative impact on the environment is carried out from almost all oil and gas facilities. One of such objects are wells of any purpose. The causes of negative impacts on the environment from plugged and abandoned wells were identified in the course of the study. Existing methods and technologies of well liquidation and conservation have been analyzed in the article. Existing problems in the legal regulation of the issue of environmental safety of abandoned wells have been investigated. Hedge Euphemisms as Tools of Economic Discourse

An attempt is made to analyze euphemized and non-euphemized versions of statements using the example of headings of short exchange messages. The relevance of the study is due to the need to study the causes and situations of the appearance of hedge euphemisms in the German language, as well as their functioning in economic discourse. The definitions, classifications and functional features of euphemisms and hedging tools in linguistics are considered. Particular attention is paid to the camouflaging function of euphemisms. The authors of the article designate euphemized statements that perform a camouflaging function with the term hedge euphemisms. The authors have collected messages (IndexCheck) of the Stuttgart Stock Exchange for investors and traders about changes in quotations from January to July 2021. It has been established that hedge euphemisms are found primarily in reports of a decline in the index. It is shown that message headers are classified depending on the presence of a component with a euphemistic coloration in them. It is noted that the ratio of euphemized and noneuphemized statements is approximately 2 : 1. It is argued that the authors of hedge euphemisms modify negative situations by resorting to the denomination process in order to mask the lexemes denoting negative situations from the point of view of investors
