    The article assesses the monograph by Sergey Baburin. The monograph is devoted to formation in the process of international integration supranational law, taking into account peculiarities of the synthesis of international and constitutional law. This problem is one of the most actual in the context of the constitutional reform in the Russian Federation. Taking into account certain discussion points, it is necessary to come to a conclusion about the high relevance of Sergey Baburin's scientific research.     Precise measurement of energy of the first excited state of 115Sn (Eexc = 497.3 keV)

    Single beta decay of 115In to the first excited level of 115Sn (Eexc = 497.3 keV) is known as beta decay with the lowest Q value. To determine the Q precisely, one has to measure very accurately the Eexc value. A sample of tin enriched in 115Sn to 50.7% was irradiated by proton beam at the U-120 accelerator of INR, Kyiv. The 115Sb radioactive isotope, created in 115Sn(p,n)115Sb reaction, decays with T1/2 = 32 min to 115Sn populating the 497 keV level with ~ 96% probability. The total statistics of ~ 10^5 counts collected in the 497 keV peak in series of measurements, exact description of the peak shape and precisely known calibration points around the 497 keV peak allowed to obtain the value Eexc = 497.342(3) keV, which is the most precise to-date. This leads to the following Q* value for the decay 115In to 115Sn*: Q* = 147 +- 10 eV.Comment: 6 pages, 3 figure

    Search for double Ξ²\beta decay of 136^{136}Ce and 138^{138}Ce was realized with 732 g of deeply purified cerium oxide sample measured over 1900 h with the help of an ultra-low background HPGe Ξ³\gamma detector with a volume of 465 cm3^3 at the STELLA facility of the Gran Sasso National Laboratories of the INFN (Italy). New improved half-life limits on double beta processes in the cerium isotopes were set at the level of lim⁑T1/2∼1017βˆ’1018\lim T_{1/2}\sim 10^{17}-10^{18}~yr; many of them are even two orders of magnitude larger than the best previous results.Comment: 21 pages, 6 figures, 3 tables; version accepted for publication on Nucl.     New limits on 2Ρ2\varepsilon, Ρβ+\varepsilon\beta^+ and 2β+2\beta^+ decay of 136^{136}Ce and 138^{138}Ce with deeply purified cerium sample

    A search for double electron capture (2Ξ΅2\varepsilon), electron capture with positron emission (Ρβ+\varepsilon\beta^+), and double positron emission 2Ξ²+2\beta^+) in 136^{136}Ce and 138^{138}Ce was realized with a 465 cm3^3 ultra-low background HP Ge Ξ³\gamma spectrometer over 2299 h at the Gran Sasso underground laboratory. A 627 g sample of cerium oxide deeply purified by liquid-liquid extraction method was used as a source of Ξ³\gamma quanta expected in double Ξ²\beta decay of the cerium isotopes. New improved half-life limits were set on different modes and channels of double Ξ²\beta decay of 136^{136}Ce and 138^{138}Ce at the level of T1/2>1017βˆ’1018T_{1/2}>10^{17}-10^{18} yr.Comment: 19 pages, 6 figures, 2 table

    Neutrinoless Double Beta Decay is a phenomenon of fundamental interest in particle physics. The decay rates of double beta decay transitions to the excited states can provide input for Nuclear Transition Matrix Element calculations for the relevant two neutrino double beta decay process. It can be useful as supplementary information for the calculation of Nuclear Transition Matrix Element for the neutrinoless double beta decay process. In the present work, double beta decay of 94^{94}Zr to the 21+2^{+}_{1} excited state of 94^{94}Mo at 871.1 keV is studied using a low background ∼\sim 230 cm3^3 HPGe detector. No evidence of this decay was found with a 232 g.y exposure of natural Zirconium. The lower half-life limit obtained for the double beta decay of 94Zr\rm^{94}Zr to the 21+2^{+}_{1} excited state of 94Mo\rm^{94}Mo is T1/2(0Ξ½+2Ξ½)>3.4Γ—1019T_{1/2} (0\nu + 2\nu)> 3.4 \times 10^{19} y at 90% C.L., an improvement by a factor of ∼\sim 4 over the existing experimental limit at 90\% C.L. The sensitivity is estimated to be T1/2(0Ξ½+2Ξ½)>2.0Γ—1019T_{1/2} (0\nu + 2\nu) > 2.0\times10^{19} y at 90% C.L. using the Feldman-Cousins method.Comment: 11 pages, 7 figures, Accepted in Eur. Phys.     First search for double-beta decay of 184Os and 192Os

    A search for double-beta decay of osmium has been realized for the first time with the help of an ultra-low background HPGe gamma detector at the underground Gran Sasso National Laboratories of the INFN (Italy). After 2741 h of data taking with a 173 g ultra-pure osmium sample limits on double-beta processes in 184Os have been established at the level of T_{1/2} about 10^{14}-10^{17} yr. Possible resonant double-electron captures in 184Os were searched for with a sensitivity T_{1/2} about 10^{16} yr. A half-life limit T_{1/2} > 5.3 10^{19} yr was set for the double-beta decay of 192Os to the first excited level of 192Pt. The radiopurity of the osmium sample has been investigated and radionuclides 137Cs, 185Os and 207Bi were detected in the sample, while activities of 40K, 60Co, 226Ra and 232Th were limited at the mBq/kg level.Comment: 12 pages, 7 figures, 2 table
