Misreporting Fundraising: How do Nonprofit Organizations Account for Telemarketing Campaigns?
The purpose of this study is to examine the frequency, determinants and implications of misreporting fundraising activities. We compare state telemarketing campaign reports with the associated information from nonprofits annual Form 990 filings to directly test nonprofits revenue and expense recognition policies. Our study indicates that smaller nonprofits, and those with less accounting sophistication, are more likely to inappropriately report telemarketing costs as a component of net revenues rather than as expenses. In addition, less monitored firms are more likely to report telemarketing campaign revenues net of expenses. Additionally, among those firms that do report telemarketing costs as expenses, we find that smaller firms, and those with relatively less officer compensation, are more likely to allocate telemarketing expenses to non-fundraising expense categories.This publication is Hauser Center Working Paper No. 37. Models and frameworks for assessing the value of disaster research
Funders, governments, stakeholders and end-users expect to see tangible evidence that an investment in research is a worthy use of resources. Research has impact if it makes a demonstrable contribution to the economy, society, culture, public policy, health, the environment, or quality of life, beyond academia.
This paper reviews frameworks that assess the impact of research and considers their usefulness in the conceptualisation and measurement of research impact in the disaster domain. Frameworks demonstrate impact through attribution, measurement and quantification of academic, social, and economic impacts in the short, medium and long term. While there is no specific framework in the hazard domain, adaptation of the “pathways to research impact” tool created by Cruz Rivera et al. (2017) provides a well-considered basis for assessing disaster research impact
Relativistic calculations of angular dependent photoemission time delay
Angular dependence of photoemission time delay for the valence and
subshells of Ar, Kr and Xe is studied in the dipole relativistic
random phase approximation. Strong angular anisotropy of the time delay is
reproduced near respective Cooper minima while the spin-orbit splitting affects
the time delay near threshold
Confinement and electron correlation effects in photoionization of atoms in endohedral anions: Ne@C60^{z-}
Trends in resonances, termed confinement resonances, in photoionization of
atoms A in endohedral fullerene anions A@C60^{z-} are theoretically studied and
exemplified by the photoionization of Ne in Ne@C{60}^{z-}. Remarkably, above a
particular nl ionization threshold of Ne in neutral Ne@C60 (I_{nl}^{z=0}),
confinement resonances in corresponding partial photoionization cross sections
sigma_{nl} of Ne in any charged Ne@C60^{z-} remain almost intact by a charge z
on the carbon cage, as a general phenomenon. At lower photon energies, omega <
I_{nl}^{z=0}, the corresponding photoionization cross sections develop
additional, strong, z-dependent resonances, termed Coulomb confinement
resonances, as a general occurrence. Furthermore, near the innermost 1s
ionization threshold, the 2p photoionization cross section sigma_{2p} of the
outermost 2p subshell of thus confined Ne is found to inherit the confinement
resonance structure of the 1s photoionization spectrum, via interchannel
coupling. As a result, new confinement resonances emerge in the 2p
photoionization cross section of the confined Ne atom at photoelectron energies
which exceed the 2p threshold by about a thousand eV, i.e., far above where
conventional wisdom said they would exist. Thus, the general possibility for
confinement resonances to resurrect in photoionization spectra of encapsulated
atoms far above thresholds is revealed, as an interesting novel general

From event analysis to global lessons: disaster forensics for building resilience
With unprecedented growth in disaster risk, there is an urgent need for enhanced learning about and understanding disasters, particularly in relation to the trends in the drivers of increasing risk. Building on the disaster forensics field, we introduce the Post Event Review Capability (PERC) methodology for systematically and holistically analyzing disaster events, and identifying actionable recommendations. PERC responds to a need for learning about the successes and failures in disaster risk management and resilience, and uncovers the underlying drivers of increasing risk. We draw generalizable insights identified from seven applications of the methodology to date, where we find that across the globe policy makers and practitioners in disaster risk management face strikingly similar challenges despite variations in context, indicating encouraging potential for mutual learning. These lessons highlight the importance of integrated risk reduction strategies. We invite others to utilize the freely available PERC approach and contribute to building a repository of learnings on disaster risk management and resilience.

Universal quantum signature of mixed dynamics in antidot lattices
We investigate phase coherent ballistic transport through antidot lattices in
the generic case where the classical phase space has both regular and chaotic
components. It is shown that the conductivity fluctuations have a non-Gaussian
distribution, and that their moments have a power-law dependence on a
semiclassical parameter, with fractional exponents. These exponents are
obtained from bifurcating periodic orbits in the semiclassical approximation.
They are universal in situations where sufficiently long orbits contribute.Comment: 7 page
