Wing surface-jet interaction characteristics of an upper-surface blown model with rectangular exhaust nozzles and a radius flap
The wing surface jet interaction characteristics of an upper surface blown transport configuration were investigated in the Langley V/STOL tunnel. Velocity profiles at the inboard engine center line were measured for several chordwise locations, and chordwise pressure distributions on the flap were obtained. The model represented a four engine arrangement having relatively high aspect ratio rectangular spread, exhaust nozzles and a simple trailing edge radius flap
CMS Use of a Data Federation
CMS is in the process of deploying an Xrootd based infrastructure to facilitate a global data federation. The services of the federation are available to export data from half the physical capacity and the majority of sites are configured to read data over the federation as a back-up. CMS began with a relatively modest set of use-cases for recovery of failed local file opens, debugging and visualization. CMS is finding that the data federation can be used to support small scale analysis and load balancing. Looking forward we see potential in using the federation to provide more flexibility in the location workflows are executed as the difference between local access and wide area access are diminished by optimization and improved networking. In this presentation we discuss the application development work and the facility deployment work, the use-cases currently in production, and the potential for the technology moving forward

Effects of network topology on the OpenAnswer’s Bayesian model of peer assessment
The paper investigates if and how the topology of the peer assessment network can affect the performance of the Bayesian model adopted in Ope
nAnswer. Performance is evaluated in terms of the comparison of predicted grades with actual teacher’s grades. The global network is built by interconnecting smaller subnetworks, one for each student, where intra subnetwork nodes represent student's characteristics, and peer assessment assignments make up inter subnetwork connections and determine evidence propagation. A possible subset of teacher graded answers is dynamically determined by suitable selec
tion and stop rules. The research questions addressed are: RQ1) “does the topology (diameter) of the network negatively influence the precision of predicted
grades?”̀ in the affirmative case, RQ2) “are we able to reduce the negative effects of high diameter networks through an appropriate choice of the subset of
students to be corrected by the teacher?” We show that RQ1) OpenAnswer is less effective on higher diameter topologies, RQ2) this can be avoided if the subset of corrected students is chosen considering the network topology
Quality Assessment of Linked Datasets using Probabilistic Approximation
With the increasing application of Linked Open Data, assessing the quality of
datasets by computing quality metrics becomes an issue of crucial importance.
For large and evolving datasets, an exact, deterministic computation of the
quality metrics is too time consuming or expensive. We employ probabilistic
techniques such as Reservoir Sampling, Bloom Filters and Clustering Coefficient
estimation for implementing a broad set of data quality metrics in an
approximate but sufficiently accurate way. Our implementation is integrated in
the comprehensive data quality assessment framework Luzzu. We evaluated its

Ocean Thermal Energy Conversion: The Codification of a Potential Technology
Rapid technological advancement has been the hallmark of post-industrial societies for more than a quarter of a century. This progress is forever disrupting our established legal systems. Nowhere is this tension more evident than in the discoveries of the developing energy industry. An exception to this process is the infant industry of ocean thermal energy conversion (OTEC). The United States Congress recently enacted legislation establishing the legal framework for the OTEC process, which has not yet been proven on a commercial scale.
OTEC is a form of solar energy that takes advantage of the vertical temperature differentials in those regions of the ocean generally between twenty degrees North latitude and twenty degrees South latitude. An OTEC system consists of a power plant, a floating platforms to house the plant, a surface-level seawater system, a deep water seawater system, and a method of transmitting or utilizing the energy produced. Warm surface water is pumped into a heat exchanger to vaporize a working fluid. A turbo-generator converts the resulting vapor\u27s thermal energy into mechanical and then electrical energy. The vapor leaving the turbine flows into a condenser where it is cooled by cold water pumped up from the deep ocean through a long pipe descending as much as 700 meters or deeper.
Although commercial facilities are not expected to be available prior to the late 1980\u27s, two types of OTEC systems are presently under consideration. The closed cycle system6 is closer to commercial realization. In this system, heat derived from surface waters evaporates a working fluid such as ammonia and forces the resulting vapor through a turbine. The turbine powers a generator to create electricity. The vapor returns to liquid form after being chilled with cold water from the ocean depths. The second system is the open cycle system. In this process, warm surface seawater is evaporated in a vacuum. The resulting steam powers a turbine and is then condensed with cold seawater drawn from the ocean depths.
OTEC has the potential to fulfill the energy needs of oil-dependent communities. Because OTEC\u27s energy source is solar, it is renewable. Unlike other solar technologies, however, OTEC can operate twenty-four hours a day, year-round due to the ocean\u27s immense solar-collection properties. Yet OTEC will be used for much more than electrical power generation. It has the potential for ammonia production, which presently requires nearly three percent of the total United States output of natural gas. OTEC can be used to process and refine minerals and produce other energy-intensive products such as aluminum. OTEC power can be used to produce fuel for fuel cells that can be transported and used for electricity elsewhere. Considering all these potential uses, OTEC will be a promising area of renewable energy technology if it evolves in a cost-effective and environmentally acceptable manner
Virtue and austerity
Virtue ethics is often proposed as a third way in health-care ethics, that while consequentialism and deontology focus on action guidelines, virtue focuses on character; all three aim to help agents discern morally right action although virtue seems to have least to contribute to political issues, such as austerity. I claim: (1) This is a bad way to characterize virtue ethics. The 20th century renaissance of virtue ethics was first proposed as a response to the difficulty of making sense of ‘moral rightness’ outside a religious context. For Aristotle the right action is that which is practically best; that means best for the agent in order to live a flourishing life.There are no moral considerations besides this. (2) Properly characterized, virtue ethics can contribute to discussion of austerity.
A criticism of virtue ethics is that fixed characteristics seem a bad idea in ever-changing environments; perhaps we should be generous in prosperity, selfish in austerity. Furthermore, empirical evidence suggests that people indeed do change with their environment. However, I argue that
virtues concern fixed values not fixed behaviour; the values underlying virtue allow for different behaviour in different circumstances: in austerity, virtues still give the agent the best chance of flourishing. Two questions
arise. (a) In austere environments might not injustice help an individual flourish by, say, obtaining material goods? No, because unjust acts undermine the type of society the agent needs for flourishing. (b) What good is virtue to those lacking the other means to flourish? The notion of degrees of flourishing shows that most people would benefit
somewhat from virtue. However, in extreme circumstances virtue might harm rather than benefit the agent: such circumstances are to be avoided; virtue ethics thus has a political agenda to enable flourishing.
This requires justice, a fortiori when in austerity
The host of the SN-less GRB 060505 in high resolution
The spiral host galaxy of GRB 060505 at z=0.089 was the site of a puzzling
long duration burst without an accompanying supernova. Studies of the burst
environment by Th\"one et al. (2008) suggested that this GRB came from the
collapse of a massive star and that the GRB site was a region with properties
different from the rest of the galaxy. We reobserved the galaxy in high spatial
resolution using the VIMOS integral-field unit (IFU) at the VLT with a spaxel
size of 0.67 arcsec. Furthermore, we use long slit high resolution data from
HIRES/Keck at two different slit positions covering the GRB site, the center of
the galaxy and an HII region next to the GRB region. We compare the properties
of different HII regions in the galaxy with the GRB site and study the global
and local kinematic properties of this galaxy. The resolved data show that the
GRB site has the lowest metallicity in the galaxy with around 1/3 Z_solar, but
its specific SFR (SSFR) of 7.4 M_solar/yr/L/L* and age (determined by the
Halpha EW) are similar to other HII regions in the host. The galaxy shows a
gradient in metallicity and SSFR from the bulge to the outskirts as it is
common for spiral galaxies. This gives further support to the theory that GRBs
prefer regions of higher star-formation and lower metallicity, which, in S-type
galaxies, are more easily found in the spiral arms than in the centre.
Kinematic measurements of the galaxy do not show evidence for large
perturbations but a minor merger in the past cannot be excluded. This study
confirms the collapsar origin of GRB060505 but reveals that the properties of
the HII region surrounding the GRB were not unique to that galaxy. Spatially
resolved observations are key to know the implications and interpretations of
unresolved GRB hosts observations at higher redshifts.Comment: 15 pages, 16 figures, 6 tables; resubmitted to MNRAS after minor

Investigating the KNDy hypothesis in humans by co-administration of kisspeptin, neurokinin B and naltrexone in men
Context: A subpopulation of hypothalamic neurons co-localise three neuropeptides namely kisspeptin, neurokinin B (NKB) and dynorphin collectively termed KNDy neurons. Animal studies suggest they interact to affect pulsatile GnRH release (KNDy hypothesis); kisspeptin stimulates, NKB modulates and dynorphin (an opioid) inhibits. Objective: To investigate the KNDy hypothesis in humans, we assessed for the first time the effects of co-administration of kisspeptin-54, NKB and an opioid receptor antagonist, naltrexone on LH pulsatility (surrogate marker for GnRH pulsatility) and gonadotropin release. Design, setting and participants: Ethically approved prospective, single-blinded placebo-controlled study. Healthy male volunteers (n=5/group) attended our research facility for 8 study visits. Intervention and main outcome measure: After 1h baseline blood sampling, participants received a different intervention at each visit: oral 50mg naltrexone (NAL), 8h intravenous infusions of vehicle, 2.56nmol/kg/h NKB (NKB), 0.1nmol/kg/h kissspeptin-54 (KP) alone and in combination. Frequent blood sampling to measure plasma gonadotropins and sex steroids was conducted and LH pulsatility was determined using blinded deconvolution analysis. Results: All kisspeptin and naltrexone containing groups potently increased LH and LH pulsatility (p<0.001 vs vehicle). NKB alone did not affect gonadotropins. NKB+KP had significantly lower increases in gonadotropins compared with kisspeptin alone (p<0.01). NAL+KP was the only group to significantly increase LH pulse amplitude (p<0.001 vs vehicle). Conclusions: Our results suggest significant interactions between the KNDy neuropeptides on LH pulsatility and gonadotropin release in humans. This has important implications for improving our understanding of GnRH pulse generation in humans
