Adaptation to Sea-level Rise in the People’s Republic of China – Assessing the Institutional Dimension of Alternative Organisational Frameworks
Global sea-levels are rising due to global warming. Major impacts on the world’s coasts are sand beach erosion, salination of ground water, and inundation. Adaptation is the only option to address these future threats as the mitigation of CO2 emissions is not capable of preventing sea-level rise. There are several organisational frameworks existing that can incorporate adaptation measures. Integrated Coastal Zone Management is proposed most often. Alternative frameworks are disaster management and sectoral frameworks involved in prevention activities, such as the water management that often holds responsibility for dike building. However, the integration of adaptation into an organisation framework is further dependent on institutional capacity within a political system. In order to illustrate what approach is feasible for a hierarchical political system the People’s Republic of China is taken as an example. An analysis of various frameworks and institutional responsibilities shows that the institutional dimension of organisation is decisive when seeking for an adequate framework to include adaptation to sea-level rise in. This paper is based on empirical results from a series of interviews and the analysis of official publications on frameworks and institutional responsibilities. An analysis of the travel motivation of tourists from the People’s Republic of China
Since the Chinese economic reforms, the government’s policy towards travelling and tourism activity has changed. The population of the People’s Republic of China gained significant rights and possibilities to travel in their own country and conquer the international tourism market by package tours. However, the literature so far neglected the motivation of Chinese travellers in choosing their holiday destination. We compiled a new database of the preferences of Chinese tourists in domestic tourism and foreign tourists in China. The identification of the specific preferences of Chinese travellers helps to assess in how far tourists’ preferences for attractions and regions are similar. Another aspect of investigation is about the impact of tourism promotion in China on destination choice. The results of an analysis of Chinese marketing strategies are translated into recommendations for foreign travel promotion that targets at Chinese tourists.Tourism, China, travel motivation, pull factor, tourism promotion
Integrated Coastal Zone Management in the People’s Republic of China – An Assessment of Structural Impacts on Decision-making Processes
Integrated Coastal Zone Management (ICZM) forms a generally accepted concept to ensure sustainable development in the coastal zone. The implementation of the ICZM framework as formulated, e.g. by the World Coast Conference, is often constrained by the political system within which it should be applied. This is the case in the People’s Republic of China. This study takes a political science perspective based on approaches inherent in neo-institutional and administrative theories. This way the relevant political structures are explained and the impacts that the transformation of the socio-economic system had on institutions are located. This is extended by the reflection of related political power distribution. This part of the analysis mainly contains existing knowledge on (integrated) CZM in China but evaluates it from a so far neglected point of view. The second part of the paper is taking the successful local ICZM approach of Xiamen and a proposed approach for Shanghai as an example to show that the adaptation of a working approach to other parts of the country is impossible without modifications to the organizational structures of decision-making and implementation. So far the literature emphasizes mostly modifications in content. An important reason for structural elements being comparably important is the choice of ICZM issues and the local power distribution. It furthermore shows that these are also the determining factors obstructing the upscaling of a local approach to the national level, a fact which constrains the formulation of national guidelines in China and leaves only the bottom-up alternative of introducing ICZM to China – a hard task that leaves a disproportional responsibility to the local governmental level.Integrated Coastal Zone Management, People’s Republic of China, Political Structure, Power Distribution, Jurisdictional Overlaps
THE CHINESE ARE COMING – AN ANALYSIS OF THE PREFERENCES OF CHINESE HOLIDAY MAKERS AT HOME AND ABROAD
We analyse the destination choice of Chinese tourists in China and abroad. Abroad, Chinese tourists prefer to travel to large and rich countries, and are little deterred by distance. Climate, coast, culture and political stability are irrelevant. Chinese tourists travel disproportionally to “approved destinations”, but this is being eroded as more countries acquire this status. The model predicts that Southeast Asian countries are harmed most by the extension of the ADS system, while North America suffers most from being excluded. Domestically, Chinese tourists prefer rich and densely population areas, but dislike cities. They value easy access by road and rail, and are attracted by nature. Cultural attractions are less important, and may even reduce tourist numbers. Coralline algal Mg-O bond strength as a marine <i>p</i>CO<sub>2</sub> proxy
Past ocean acidification recorded in the geological record facilitates the understanding of rates and influences of contemporary <i>p</i>CO<sub>2</sub> enrichment. Most pH reconstructions are made using boron, however there is some uncertainty associated with vital effects and isotopic fractionation. Here we present a new structural proxy for carbonate chemistry; Mg-O bond strength in coralline algae. Coralline algae were incubated in control (380 μatm <i>p</i>CO<sub>2</sub>), moderate (750 μatm<i>p</i>CO<sub>2</sub>), and high (1000 μatm <i>p</i>CO<sub>2</sub>) acidification conditions for 24 months. Raman spectroscopy was used to determine skeletal Mg-O bond strength. There was a positive linear relationship between <i>p</i>CO<sub>2</sub> concentration and bond strength mediated by positional disorder in the calcite lattice when accounting for seasonal temperature. The structural preservation of the carbonate chemistry system in coralline algal high-Mg calcite represents an alternative approach to reconstructing marine carbonate chemistry. Significantly, it also provides an important mechanism for reconstructing historic atmospheric CO<sub>2</sub> concentrations
Temporal regularity effects on pre-attentive and attentive processing of deviance
Temporal regularity allows predicting the temporal locus of future information thereby potentially facilitating cognitive processing. We applied event-related brain potentials (ERPs) to investigate how temporal regularity impacts pre-attentive and attentive processing of deviance in the auditory modality. Participants listened to sequences of sinusoidal tones differing exclusively in pitch. The inter-stimulus interval (ISI) in these sequences was manipulated to convey either isochronous or random temporal structure. In the pre-attentive session, deviance processing was unaffected by the regularity manipulation as evidenced in three event-related-potentials (ERPs): mismatch negativity (MMN), P3a, and reorienting negativity (RON). In the attentive session, the P3b was smaller for deviant tones embedded in irregular temporal structure, while the N2b component remained unaffected. These findings confirm that temporal regularity can reinforce cognitive mechanisms associated with the attentive processing of deviance. Furthermore, they provide evidence for the dynamic allocation of attention in time and dissociable pre-attentive and attention-dependent temporal processing mechanisms
Why pitch sensitivity matters : event-related potential evidence of metric and syntactic violation detection among spanish late learners of german
Event-related potential (ERP) data in monolingual German speakers have shown that sentential metric expectancy violations elicit a biphasic ERP pattern consisting of an anterior negativity and a posterior positivity (P600). This pattern is comparable to that elicited by syntactic violations. However, proficient French late learners of German do not detect violations of metric expectancy in German. They also show qualitatively and quantitatively different ERP responses to metric and syntactic violations. We followed up the questions whether (1) latter evidence results from a potential pitch cue insensitivity in speech segmentation in French speakers, or (2) if the result is founded in rhythmic language differences. Therefore, we tested Spanish late learners of German, as Spanish, contrary to French, uses pitch as a segmentation cue even though the basic segmentation unit is the same in French and Spanish (i.e., the syllable). We report ERP responses showing that Spanish L2 learners are sensitive to syntactic as well as metric violations in German sentences independent of attention to task in a P600 response. Overall, the behavioral performance resembles that of German native speakers. The current data suggest that Spanish L2 learners are able to extract metric units (trochee) in their L2 (German) even though their basic segmentation unit in Spanish is the syllable. In addition Spanish in contrast to French L2 learners of German are sensitive to syntactic violations indicating a tight link between syntactic and metric competence. This finding emphasizes the relevant role of metric cues not only in L2 prosodic but also in syntactic processing
Adult autism policy: An analysis of current policy and legislation in the US
The topic of autism has been gradually emerging as a primary focus for research, education, charities, etc. Much of the attention has been centered on children; however, the subject of adults with autism has long been overlooked. Adults with autism need policy improvements to help gain as much independence in their daily lives as possible. It is the purpose of this thesis to identify deficiencies in service delivery and recommend policies to improve the quality of life of adults with autism. I will utilize a cross-sectional multiple case study design. Three private foundations are utilized as the case studies, along with interviews of elites associated in or around these organizations as well as in state government. Previous literature and policies will be reviewed and integrated into the research garnered from the case studies. Following, the information will be synthesized, using John Kingdon\u27s model of Multiple Streams, into viable policy recommendations
