    The preparation and evaluation of zinc orthotitanate and of several new pigments and the environmental testing and evaluation of these pigments and of coatings made from them constitute the bulk of the work accomplished. New pigments were prepared and EPR spectra of pigments and their precursor compounds studied. Results of extensive testing of commercially-available, strippable, protective coatings are reported; Owens-Illinois 650 glass resin has been stabilized against progressive mechanical failures; and definite improvements have been noted. A zinc oxide pigmented lithium silicate paint has demonstrated very good ultraviolet stability

    Exploiting Opportunities for Pollution Prevention in EPA Enforcement Agreements

    Two relatively new EPA policies encourage the inclusion of pollution prevention in regulatory enforcement settlements. The advantages to a firm include reduction or elimination of environmental problems at the source (thus decreasing reliance on end-of-pipe controls), enhanced prospects for future compliance, and a potential for a reduction in the assessed penalty. We discuss the factors that influence both EPA and firms to include pollution prevention in enforcement settlements, characterize the process in a few exemplary cases, and recommend ways to enhance and expand these activities.     Otolith chemistry reflects frontal systems in the Antarctic Circumpolar Current

    Pronounced environmental trends across fronts suggest that the otolith chemistry of oceanic fish can resolve zones on either side, promoting application to population questions at similar spatial scales. Trace and minor elements laid down immediately prior to capture - along the edges of otoliths from Patagonian toothfish Dissostichus eleginoides - discriminated frontal zones in the Antarctic Circumpolar Current in the Southwestern Atlantic Ocean. Mean values differentiated sampling areas by up to 2.6 standard deviations, suggesting: (1) otolith Mg/Ca enrichment related to fish activity around the Burdwood Bank; (2) Mn/Ca enrichment associated with South America; (3) Sr/Ca linked to the presence of Circumpolar Deep Water; and (4) Ba/Ca to nutrient production and mixing. In the Polar Frontal Zone, meanders or eddies may account for affinities with neighbouring sampling areas, bringing water from the Subantarctic and Antarctic Zones onto the North Scotia Ridge. Moreover, fish age showed a significant relationship with depth and improved cross-validation by 14%, giving 85% classification rates to South American and Antarctic regions, and 57 to 83% to areas along the Patagonian Shelf. These results indicate that otolith chemistry reflects hydrography, detecting oceanic gradients across the slope of continental shelves and between zones separated by strong trends like fronts

    Full-Scale Lateral Load Testing of Deep Foundations Using Blast-Induced Liquefaction

    To improve our understanding of the lateral load behavior of deep foundations in liquefied soil, a series of full-scale lateral load tests have been performed at the National Geotechnical Experimentation Site (NGES) at Treasure Island in San Francisco, California. The ground around the test piles was liquefied using explosives prior to lateral load testing. The goal of the project is to develop load-displacement relationships for bored and driven piles and pile groups in liquefied sand under full-scale conditions for improved and non-improved ground. The results of this investigation confirmed that controlled blasting techniques could successfully be used to induce liquefaction in a well-defined, limited area for field-testing purposes. Excess pore pressure ratios greater than 0.8 were typically maintained for 4 to 10 minutes after blasting. Data were collected showing the behavior of laterally loaded piles before and after liquefaction in non-improved ground. Following liquefaction, the stiffness of the soil-foundation system typically decreased by 70 to 80% of its pre-liquefaction value non-improved ground. Ground improvement with stone columns was then performed prior to an additional series of tests. Lateral load tests were again conducted before and after blasting to induce liquefaction. Cone penetration testing following the installation of stone columns found that the density was improved significantly. As a result, the stiffness of the foundation system following blasting was 2.9 to 3.6 times that in the liquefied soil. Subsequent tests involving more than twice as many piles or 50% larger piles provided less than 50% of the increased resistance produced by stone column treatment alone. This study provides some of the first full-scale quantitative results on the improvement of foundation performance due to ground improvement in a liquefiable deposit

    Voice Flows To And Around Leaders: Understanding When Units Are Helped Or Hurt By Employee Voice

    In two studies, we develop and test theory about the relationship between speaking up, one type of organizational citizenship behavior, and unit performance by accounting for where employee voice is flowing. Results from a qualitative study of managers and professionals across a variety of industries suggest that voice to targets at different formal power levels (peers or superiors) and locations in the organization (inside or outside a focal unit) differs systematically in terms of its usefulness in generating actions to a unit's benefit on the issues raised and in the likely information value of the ideas expressed. We then theorize how distinct voice flows should be differentially related to unit performance based on these core characteristics and test our hypotheses using time-lagged field data from 801 employees and their managers in 93 units across nine North American credit unions. Results demonstrate that voice flows are positively related to a unit's effectiveness when they are targeted at the focal leader of that unitwho should be able to take actionwhether from that leader's own subordinates or those in other units, and negatively related to a unit's effectiveness when they are targeted at coworkers who have little power to effect change. Together, these studies provide a structural framework for studying the nature and impact of multiple voice flows, some along formal reporting lines and others that reflect the informal communication structure within organizations. This research demonstrates that understanding the potential performance benefits and costs of voice for leaders and their units requires attention to the structure and complexity of multiple voice flows rather than to an undifferentiated amount of voice.Business Administratio
