    Transportation and Distribution of Strategic National Stockpile Supplies in a Public Health Emergency

    In the event of a public health emergency in the United States, it is important that public authorities are equipped to distribute medical supplies to every person in need as quickly as possible. Federal guidelines state that all persons in an area affected by a public health emergency should receive their medical countermeasures within 48 hours of the emergency’s declaration. While the CDC has determined a general dispensing plan for each state and county to follow, it is ultimately up to the state and county to formalize and implement detailed plans. A body of academic literature focuses on optimizing the placement and operation of Points of Dispensing (PODs), which are mass dispensing locations the public visits to receive countermeasures. However, very few papers have considered the logistics associated with moving countermeasures from state receiving areas to county-level PODs. This research addresses this gap through service network design and transportation modeling. Specifically, the feasibility of a multi-tiered distribution model is evaluated for a case study region representative of a US state comprised of a mix of urban and rural areas

    Observations of the upper troposphere and lower stratosphere using the urbana coherent-scatter radar

    The Urbana coherent-scatter radar was used to observe the upper troposphere and lower stratosphere, and 134 hours of data were collected. Horizontal wind measurements show good agreement with balloon-measured winds. Gravity waves were frequently observed, and were enhanced during convective activity. Updrafts and downdrafts were observed within thunderstorms. Power returns are related to hydrostatic stability, and changes in echo specularity are shown

    Continuing education: The 1998 survey of the Royal Australasian College of Dental Surgeons

In the last decade, CE has been actively pursued by the medical profession in Australia and abroad. However, the uptake of CE in dentistry has been much slower and there is minimal Australian data on dental CE. Methods: To determine the level of CE activity, in 1998, postal questionnaires were sent to all fellows of the Royal Australasian College of Dental Surgeons. The responses were analysed. Results: There was a high reponse rate (90 per cent) but a moderate usable rate (54 per cent). The results show a biphasic distribution between high and low CE activity. The average amount of activity of those involved in CE was 116 hours per year, above the usually accepted minimum of 100 hours/year. Some groups, particularly members of the specialist divisions of oral and maxillofacial surgeons (215 hours) and periodontists (205 hours), have high levels of CE. However, approximately 25 per cent of college fellows reported little or no CE activity. The survey revealed that inactive fellows are more likely to be older and in general practice. Inactive fellows were also tardy in replying to the questionnaire. Conclusion: The high activity CE group needs to be recognised and encouraged to continue. Specific plans to help the low CE activity group should be developed. METHODS: All registered oral and maxillofacial surgeons in Australia were surveyed in 1990 and 2000 using mailed self-complete questionnaires. RESULTS: Data were available from 79 surgeons from 1990 (response rate = 73.8%) and 116 surgeons from 2000 (response rate = 65.1%). The rate of provision of services per visit changed over time with increased rates observed overall (from 1.43 ± 0.05 services per visit in 1990 to 1.66 ± 0.06 services per visit in 2000), reflecting increases in pathology and reconstructive surgery. No change over time was observed in the provision of services per year (4,521 ± 286 services per year in 1990 and 4,503 ± 367 services per year in 2000). Time devoted to work showed no significant change over time (1,682 ± 75 hours per year in 1990 and 1,681 ± 94 hours per year in 2000), while the number of visits per week declined (70 ± 4 visits per week in 1990 to 58 ± 4 visits per week in 2000).     OH Maser sources in W49N: probing differential anisotropic scattering with Zeeman pairs

    Our analysis of a VLBA 12-hour synthesis observations of the OH masers in W49N has provided detailed high angular-resolution images of the maser sources, at 1612, 1665 and 1667 MHz. The images, of several dozens of spots, reveal anisotropic scatter broadening; with typical sizes of a few tens of milli-arc-seconds and axial ratios between 1.5 to 3. The image position angles oriented perpendicular to the galactic plane are interpreted in terms of elongation of electron-density irregularities parallel to the galactic plane, due to a similarly aligned local magnetic field. However, we find the apparent angular sizes on the average a factor of 2.5 less than those reported by Desai et al., indicating significantly less scattering than inferred earlier. The average position angle of the scattered broadened images is also seen to deviate significantly (by about 10 degrees) from that implied by the magnetic field in the Galactic plane. More intriguingly, for a few Zeeman pairs in our set, we find significant differences in the scatter broadened images for the two hands of polarization, even when apparent velocity separation is less than 0.1 km/s. Here we present the details of our observations and analysis, and discuss the interesting implications of our results for the intervening anisotropic magneto-ionic medium, as well as a comparison with the expectations based on earlier work.Comment: 5 pages, 3 figures, submitted to the Proceedings of the IAU Symposium 287: "Cosmic masers - from OH to H0
