    Security governance and networks: New theoretical perspectives in transatlantic security

    The end of the Cold War has not only witnessed the rise of new transnational threats such as terrorism, crime, proliferation and civil war; it has also seen the growing role of non-state actors in the provision of security in Europe and North America. Two concepts in particular have been used to describe these transformations: security governance and networks. However, the differences and potential theoretical utility of these two concepts for the study of contemporary security have so far been under-examined. This article seeks to address this gap. It proposes that security governance can help to explain the transformation of Cold War security structures, whereas network analysis is particularly useful for understanding the relations and interactions between public and private actors in the making and implementation of national and international security policies

    Values and Ethics of Global Civil Society Actors: Insights from a Survey and Content Analyses

The publisher version is available on its site.This study examines values, ethics, and principles of conduct that underlie activities of global civil society organizations. It uses an international web-based survey, and a content analysis of the codes of conduct for exploring views of global civil society actors active on global issues and participating in global civil society events. The findings of this analysis highlight many similarities in the ways global civil society organizations of different forms and origins define their goals, values, ethical standards, and responsibilities. The normative consensus discerned in this research is limited in scope, however. It revolves around a particular, liberal, view of civil society. The study discusses results of the survey and content analyses in light of the current debates on the nature of global civil society and its relation to the system of states and the global market

    Introducing Jus ante Bellum as a cosmopolitan approach to humanitarian intervention

    Cosmopolitans often argue that the international community has a humanitarian responsibility to intervene militarily in order to protect vulnerable individuals from violent threats and to pursue the establishment of a condition of cosmopolitan justice based on the notion of a ‘global rule of law’. The purpose of this article is to argue that many of these cosmopolitan claims are incomplete and untenable on cosmopolitan grounds because they ignore the systemic and chronic structural factors that underwrite the root causes of these humanitarian threats. By way of examining cosmopolitan arguments for humanitarian military intervention and how systemic problems are further ignored in iterations of the Responsibility to Protect, this article suggests that many contemporary cosmopolitan arguments are guilty of focusing too narrowly on justifying a responsibility to respond to the symptoms of crisis versus demanding a similarly robust justification for a responsibility to alleviate persistent structural causes. Although this article recognizes that immediate principles of humanitarian intervention will, at times, be necessary, the article seeks to draw attention to what we are calling principles of Jus ante Bellum (right before war) and to stress that current cosmopolitan arguments about humanitarian intervention will remain insufficient without the incorporation of robust principles of distributive global justice that can provide secure foundations for a more thoroughgoing cosmopolitan condition of public right

    Repurposing NGO data for better research outcomes: A scoping review of the use and secondary analysis of NGO data in health policy and systems research

    Background Non-government organisations (NGOs) collect and generate vast amounts of potentially rich data, most of which are not used for research purposes. Secondary analysis of NGO data (their use and analysis in a study for which they were not originally collected) presents an important but largely unrealised opportunity to provide new research insights in critical areas including the evaluation of health policy and programmes. Methods A scoping review of the published literature was performed to identify the extent to which secondary analysis of NGO data has been used in health policy and systems research (HPSR). A tiered analytic approach provided a comprehensive overview and descriptive analyses of the studies which: 1) used data produced or collected by or about NGOs; 2) performed secondary analysis of the NGO data (beyond use of an NGO report as a supporting reference); 3) used NGO-collected clinical data. Results Of the 156 studies which performed secondary analysis of NGO-produced or collected data, 64% (n=100) used NGO-produced reports (e.g. to critique NGO activities and as a contextual reference) and 8% (n=13) analysed NGO-collected clinical data.. Of the studies, 55% investigated service delivery research topics, with 48% undertaken in developing countries and 17% in both developing and developed. NGO-collected clinical data enabled HPSR within marginalised groups (e.g. migrants, people in conflict-affected areas), with some limitations such as inconsistencies and missing data. Conclusion We found evidence that NGO-collected and produced data are most commonly perceived as a source of supporting evidence for HPSR and not as primary source data. However, these data can facilitate research in under-researched marginalised groups and in contexts that are hard to reach by academics, such as conflict-affected areas. NGO–academic collaboration could help address issues of NGO data quality to facilitate their more widespread use in research. Their use could enable relevant and timely research in the areas of health policy, programme evaluation and advocacy to improve health and reduce health inequalities, especially in marginalised groups and developing countries

    NGO Influence in International Environmental Negotiations: A Framework for Analysis

    Current literature on global environmental politics largely considers NGO influence implicit and unproblematic. Responding to several weaknesses in the literature, we propose a coherent research framework for assessing NGO influence in international environmental negotiations. We contend that influence can be said to have occurred when NGOs intentionally transmit information that alters the behavior of negotiators, and call for collecting and analyzing evidence of NGO influence in a more systematic fashion. Our framework, which relies on the use of multiple data types, sources, and methods, controls for over-determination and allows researchers to identify, with a sound degree of confidence, instances of NGO influence in international environmental negotiations. The resulting comparability provides a basis for analysis of NGO influence across cases, and ultimately contributes to better understanding of the variation of NGO influence in global environmental politics.     The UN Commission on Sustainable Development: Which Mechanisms Explain Its Accomplishments?

    The UN Commission on Sustainable Development (CSD) has been criticized for lack of effectiveness since its establishment in 1993. The main objective of this article is to describe and explain the mechanisms that affect the work of the CSD, in order to understand how it would be possible to enhance the potential for effectiveness. The study aims to apply the perspectives of "distribution of capabilities" and "institutional design" to evaluate the CSD's accomplishments during its fırst ten-year period. I conclude that the CSD has achieved some results in monitoring and reviewing the process on the implementation of Agenda 21 and promoting dialogue and building partnerships for sustainable development, due to the role of the secretariat and nongovernmental organizations. However, the member states' positions and interests have contributed to the CSD's low goal attainment, especially in the area of policy guidance.
