Integrating research, surveillance, and practice in environmental public health tracking.
The Centers for Disease Control and Prevention in the U.S. Department of Health and Human Services is working with selected state and local health departments, academic centers, and others to develop an environmental public health tracking initiative to improve geographic and temporal surveillance of environmental hazards, exposures, and related health outcomes. The objective is to support policy strategies and interventions for disease prevention by communities and environmental health agencies at the federal, state, and local levels. The first 3 years of the initiative focused on supporting states and cities in developing capacity, information technology infrastructure, and pilot projects to demonstrate electronic linkage of environmental hazard or exposure data and disease data. The next phase requires implementation across states. This transition could provide opportunities to further integrate research, surveillance, and practice through attention to four areas. The first is to develop a shared and transparent knowledge base that draws on environmental health research and substantiates decisions about what to track and the interpretation of results. The second is to identify and address information needs of policy and stakeholder audiences in environmental health. The third is to adopt mechanisms for coordination, decision making, and governance that can incorporate and support the major entities involved. The fourth is to promote disease prevention by systematically identifying and addressing population-level environmental determinants of health and disease
Social safety net and the poor during the transition : the case of Bulgaria
Using data from the 1992 Bulgarian household budget survey, the authors analyze the structure of income in Bulgaria, identifying who the poor are and how they are reached by the social safety net. Their main findings about household incomes: (a) Social transfers provide an extremely large component - 24 percent - of household income per capita. That is roughly on a par with the share in other Eastern European countries but more than 40 percent higher than the share of the Organization for Economic Cooperation and Development (OECD) countries. (b) Wage earnings have declined as a source of income, reflecting the counteraction of the state sector. Wage income in Bulgaria has declined to only half the OECD level. (c) Income from self-employment has increased, reflecting the surge in small-scale retail establishments. Income is considerably less concentrated in Bulgaria than in other lower-middle-income countries. The author's main findings about the poor (the bottom 20 percent in terms of household income): The head of household in a poor home tends to be older, a woman, poorly educated, and unemployed. Poor households are not necessarily larger households in Bulgaria, unlike in other developing countries. The sources of income in poor Bulgarian households reflect other findings: (a) The poor depend for more than half their income on social benefits (especially pensions), indicating the importance of the social safety net. (b) The social safety net is not well targeted. Most social benefits are pro-poor, in the sense that they improve income distribution, but many benefits accrue to better-off households. There is substantial scope for better distribution of income. The Electrosphere of Macroscopic "Quark Nuclei": A Source for Diffuse MeV Emissions from Dark Matter
Using a Thomas-Fermi model, we calculate the structure of the electrosphere
of the quark antimatter nuggets postulated to comprise much of the dark matter.
This provides a single self-consistent density profile from ultrarelativistic
densities to the nonrelativistic Boltzmann regime that use to present
microscopically justified calculations of several properties of the nuggets,
including their net charge, and the ratio of MeV to 511 keV emissions from
electron annihilation. We find that the calculated parameters agree with
previous phenomenological estimates based on the observational supposition that
the nuggets are a source of several unexplained diffuse emissions from the
Galaxy. As no phenomenological parameters are required to describe these
observations, the calculation provides another nontrivial verification of the
dark-matter proposal. The structure of the electrosphere is quite general and

Exploring the use of dynamic linear panel data models for evaluating energy/economy/environment models — an application for the transportation sector
This paper uses the RoSE transportation sector scenarios of the GCAM and REMIND energy-economy-models for the U.S. region to derive and compare these models’ intrinsic elasticities with those resulting from historical trends, estimates from the literature, and across each other. To estimate the model-intrinsic elasticities, we explore the use of dynamic linear panel data models. On the basis of 26 scenarios (panels) between 2010 and 2050, our analysis suggests that nearly all model-intrinsic elasticities with respect to final energy use are roughly comparable to each other, to those observed historically, and to those from other studies. The key difference is these models’ comparatively low intrinsic income elasticity of final energy use. This and other minor differences are interpreted through key assumptions underlying both energy-economy-models

The DiskMass Survey. X. Radio synthesis imaging of spiral galaxies
We present results from 21 cm radio synthesis imaging of 28 spiral galaxies
from the DiskMass Survey obtained with the VLA, WSRT, and GMRT facilities. We
detail the observations and data reduction procedures and present a brief
analysis of the radio data. We construct 21 cm continuum images, global HI
emission-line profiles, column-density maps, velocity fields, and
position-velocity diagrams. From these we determine star formation rates
(SFRs), HI line widths, total HI masses, rotation curves, and
azimuthally-averaged radial HI column-density profiles. All galaxies have an HI
disk that extends beyond the readily observable stellar disk, with an average
ratio and scatter of R_{HI}/R_{25}=1.35+/-0.22, and a majority of the galaxies
appear to have a warped HI disk. A tight correlation exists between total HI
mass and HI diameter, with the largest disks having a slightly lower average
column density. Galaxies with relatively large HI disks tend to exhibit an
enhanced stellar velocity dispersion at larger radii, suggesting the influence
of the gas disk on the stellar dynamics in the outer regions of disk galaxies.
We find a striking similarity among the radial HI surface density profiles,
where the average, normalized radial profile of the late-type spirals is
described surprisingly well with a Gaussian profile. These results can be used
to estimate HI surface density profiles in galaxies that only have a total HI
flux measurement. We compare our 21 cm radio continuum luminosities with 60
micron luminosities from IRAS observations for a subsample of 15 galaxies and
find that these follow a tight radio-infrared relation, with a hint of a
deviation from this relation at low luminosities. We also find a strong
correlation between the average SFR surface density and the K-band surface
