    Adalah hak setiap warga negara mendapatkan hak politiknya sesuai yang diamanatkan oleh Konstitusi kita, dan pesta demokrasi pemilihan umum kepala daerah merupakan salah satu moment penting dalam pelaksanaan hak politik tersebut karena pada saat itulah seluruh warga negara di daerah pemilihan menjalankan hak memilih dan hak dipilihnya. Namun menjadi menarik ketika Mahkamah Konstitusi No 56/PUU-XVII/2019 menyatakan adanya rentang waktu tunggu selama 5 tahun bagi mantan terpidana untuk ikut konstentasi tersebut.  Tulisan ini berupaya membahas putusan Mahkamah Konstitusi No 56/PUU-XVII/2019 dari sisi pidana utamanya berkaitan dengan tujuan pemidanaan. Penulisan ini ini mengunakan metode penelitian yuridis normatif dengan menganalisis putusan Mahkamah Konstitusi  dan perundang-undangan  yang berkaitan dengan hak politik mantan terpidana dalam mengikuti pilkada,  kemudian dianalisis dengan pendapat-pendapat para ahli hukum atau doktrin, serta peraturan perundang-undangan yang berkaitan dengan isu hukum yang dibahas dan diambil kesimpulan.Konsekuensi Hukum  Putusan Mahkamah Konstitusi  No 56/PUU-XVII/2019 tentang Norma Hak Politik Mantan Terpidana adalah, mantan terpidana yang akan mengikuti konstentasi pemilihan kepala daerah harus telah melewati jangka waktu 5 (lima) tahun setelah mantan terpidana selesai menjalani pidana penjara berdasarkan putusan pengadilan yang telah mempunyai kekuatan hukum tetap dan secara jujur atau terbuka mengumumkan mengenai latar belakang jati dirinya sebagai mantan terpidana. Putusan tentang rentang waktu tunggu selama 5 (lima) tahun bagi mantan terpidana setelah melaksanakan hukuman pidana, pada dasarnya tidak selaras dengan konsep pemidanaan saat ini dan dengan sistem pemasyarakatan berdasarkan UU No. 12 Tahun 1995 tentang Sistem Pemasyarakatan, yang bertujuan membentuk warga binaan/terpidana menjadi warga negara yang baik yang sama derajat, hak, kewajiban  dan perilakunya dengan warga negara lain

    Flow Direction Prediction of Ball Movement for Humanoid Robot Soccer Goalkeeper

    In Robocup, The most important sensor on humanoid robot soccer is a camera. The camera serves as the eyes of the robot as well as in humans. This camera is used by the robot to detect the ball. The task of Humanoid Robot Soccer as a Goalkeeper is to keep the goal and must be able to block a ball that came directly to the goal from many directions so the ball is not got into the goal. As already been known, the results of the camera image captured is always later than the pictures that has been taken, moreover if the shooting process is added with image processing such as adjusting contrast, brightness, etc. then the delay in image capture will be even greater. This causes late in reaction to the Humanoid Robot Soccer Goalkeeper when it’s blocking the ball that coming from any direction. Therefore we need a computer vision technique to estimate the direction of movement of the ball so there is no delay in reaction to the robot in blocking the ball. In this paper is discussed the flow direction prediction of the ball movement for Humanoid Robot Soccer Goalkeeper. The processing of ball movement prediction is obtained by comparing the previous ball data detection and the latest data detection to get the direction of the ball movement. This robot is a second generation of humanoid robot called EFuRIO soccer (Fußball EEPIS Robot IO)

    Impact Analysis of Malware Based on Call Network API with Heuristic Detection Method

    Malware is a program that has a negative influence on computer systems that don\u27t have user permissions. The purpose of making malware by hackers is to get profits in an illegal way. Therefore, we need a malware analysis. Malware analysis aims to determine the specifics of malware so that security can be built to protect computer devices. One method for analyzing malware is heuristic detection. Heuristic detection is an analytical method that allows finding new types of malware in a file or application. Many malwares are made to attack through the internet because of technological advancements. Based on these conditions, the malware analysis is carried out using the API call network with the heuristic detection method. This aims to identify the behavior of malware that attacks the network. The results of the analysis carried out are that most malware is spyware, which is lurking user activity and retrieving user data without the user\u27s knowledge. In addition, there is also malware that is adware, which displays advertisements through pop-up windows on computer devices that interfaces with user activity. So that with these results, it can also be identified actions that can be taken by the user to protect his computer device, such as by installing antivirus or antimalware, not downloading unauthorized applications and not accessing unsafe websites. &nbsp

    Environmental Technology Transfer in a FDI Regime A Developing Country Perspective

    The environmental impact of Foreign Direct Investment is still to be explored totally. It is often argued that investment may come to a region or country where environment protection norms are less strict. Investors may be induced to outsource their pollution-intensive production where the expected cost of pollution abatement is significantly less. This gave birth to the much debated idea of 'pollution havens', parallel to low-wage havens. Developing countries are more vulnerable to such cases since the environmental legislation and monitoring is not rigorous over there. Again, many have debated that such 'pollution havens' does not typically exist or at the best, transient in nature. Over the last decade, as a result of its policy towards opening up of the economy to the global markets, the extent of multinational activities and their share in trade and industrial production have risen steadily in India. Viewing this development, this paper primarily attempt to show the very existence of such a pollution haven in Indian scenario, analysing time series data for industrial production and international trade of identified pollution intensive industries in the country. Then it argues that, even if of transient nature, the phasing out of such a pollution haven regime is typically dependent upon the active institutional intervention. One important factor, this paper identifies, is of making of state-of-the-art knowledge base of impact analysis and alternative production possibilities that help design prudent environmental policy regime. Also it searches for the right kind of institutional interface at the international, national and industry level; and endeavours to find the implications thereof.FDI, Environment, Technology Transfer, Developing Country

    No one noticed, no one heard: a study of disclosures of childhood abuse

    ReportThis report describes the childhood experiences of abuse of 60 young men and women and how they disclosed this abuse and sought help. These young people experienced high levels and different kinds of violence, including sexual abuse and family violence. It is often asserted that young people who experience abuse do not talk about it. The face to face interviews for this study show that a majority of young people did attempt to disclose their abuse to at least one person although this information was not identified in the surveys for this study. Eighty per cent – 48 of the 60 young people we spoke to – attempted to disclose the abuse before they were 18 years old. Some of these disclosures led to protective action and some did not. Research has suggested that sexual abuse is unlikely to be disclosed – and yet 38 of the 44 young people (86 per cent) who suffered from sexual abuse did disclose during childhood; 66 per cent attempted to disclose when the abuse was happening. However, just like many high profile cases, not all of these disclosures were “heard” or acted upon. Young people generally made more than one disclosure. Of the 203 disclosures in childhood that were made, 117 disclosures (58 per cent) were acted upon by recipients. Suffering from abuse is a distressing experience. It should be no surprise that disclosures that were ignored, denied or badly handled added to the negative experiences of the young people in this study. Policy-makers and people working with children should use the evidence in this report to support better identification of abuse by adults, reduce the barriers to disclosure and to improve the experience of disclosure for young people.     Layoff and Employment Guarantee Announcements: How Do Shareholders Respond?

    Event study methodology was used to assess the effects of both layoff and employment guarantee announcements on shareholder returns. The Wall Street Journal was used to identify 368 firms that announced layoffs and 13 firms that announced employment guarantees in 1993 or 1994. The results were used to test the validity of four hypotheses: labor-cost, efficiency, industrial-relation-effect, and signalling-effect hypotheses. The results show that both layoff announcements and employment guarantee announcements induced a decrease in the shareholder returns of the firms that made the announcements.
