There are growing number of wicked problems that are difficult for single government agencies to effectively address. To solve these wicked problems, various partners such as the central government, local government, civic groups, and corporations are interested in collaborative governance which forms a horizontal and voluntary network. This is because the health care system was unified into the national health insurance system, not only the need for cooperation is not great but also the public-private were less likely to cooperate in the private health care service supply system. In addition, the healthcare sector has been solving problems mainly by experts with high level of expertise because the healthcare sector has a wide gap in information depending on that level of expertise. The publicly supplied mask system' refers to a policy that restricts the number of masks purchased per person and requires them to purchase masks on a designated date according to the year of birth in order to distribute masks as fairly and efficiently as possible to citizen in the face of shortage of masks due to the COVID-19 infectious disease crisis. The publicly supplied mask system is of great significance as an example of collaborative governance in the healthcare sector in that government agencies, quasi-public institutions, and private healthcare institutions worked closely together to solve the problem of mask distribution, which was an urgent public problem at the time. Therefore, by analyzing the publicly supplied mask system, a major quarantine policy for COVID-19, from the perspective of collaborative governance, we tried to analyze how collaborative governance worked in the process of introducing and operating public masks, and to discover the characteristics of collaborative governance in the health care sector. This study examines the starting conditions, institutional design, facilitative leadership, collaborative process, and outcomes in which collaborative governance could be formed in a single case of publicly supplied mask system by applying Ansell & Gash's collaborative governance theoretical model. The publicly supplied mask system was implemented from March 9 to July 12, 2020, but the temporal scope of the cases is from January 2020, when the introduction of the system began to be discussed, to June 2021, when discussions on follow-up measures to the system were concluded. In order to analyze the starting conditions, institutional design, cooperation process and results of collaborative governance, an extensive literature review was conducted, including government press releases, newspaper articles, government departments' COVID-19 response white papers, Ministry of Health and Welfare reports, and meeting materials. Subjective or contextual elements that are difficult to grasp through literature review, such as incentives that have not been officially revealed, precedents of conflict or cooperation that have not been revealed, degree of spontaneity in institutional operation, facilitative leadership, and goal awareness of each actor, have been explored through in-depth interviews. As subjects of in-depth interviews, three government officials, three officials from the Korean Pharmaceutical Association, four local pharmacy pharmacists, and three distributors who were directly involved in the publicly supplied mask system were selected, and a semi-structured interview was conducted based on a literature review in advance. As a result of the analysis, collaborative governance worked effectively in the publicly supplied mask system, and the main success factor was awareness of the disaster situation and strong shared understanding. However, in this case, unlike the order in Ansell & Gash's model, the collaborative process is in the order of shared understanding โ†’ face-to-face dialogue โ†’ trust building โ†’ commitment to process โ†’ intermediate outcomes. This is because clear goals and visions were shared first due to the infectious disease crisis. Another factor was the sense of duty was formed among all actors of private sector cooperation due to the uniqueness of the healthcare sector. Although the institutional design had inclusiveness and clear rules for participation, the frequent changes in detailed rules caused confusion. In addition, the leadership of the Korean Pharmaceutical Association and the heads of distributors, and the leadership of the President facilitated the collaborative process. Through this study, it is revealed that the publicly supplied mask system is a case in which public problems can be solved well through the problem-solving method of collaborative governance in the health care sector, and by identifying the formation process of collaborative governance, success factors and limitations, it can be used to promote collaborative governance among the government agencies, quasi-public institutions and private health care institutions.
