중소도시 초등학교 사례를 중심으로

인간은 누구나 차이의 존재이다. 우리는 누구나 크고 작은 차이를 경험하며 살아가며, 차이는 때로는 축복으로 때로는 갈등으로 체험된다. 최근 한국사회에 등장한 다문화라 불리는 일군의 사람들이 바로 이러한 차이의 존재이거니와 국제결혼가정의 아이들 역시 그 일부이다. 그동안 국제결혼가정 아이들은 여타의 다른 다문화들과 구분되는 존재로서 지각되지 못했으며 이에 본 연구는 모계 국제결혼가정 아이들에 한정하여 그들의 차이에 주목하고자 하였다. 본 연구에서는 모계 국제결혼가정 아이들이 어떠한 가정환경에서 양육되는지 아울러 초등학교에서 이들의 차이가 어떻게 지각되는지 이에 따라 가시화와 비가시화의 양상은 어떻게 달라지는지 또 이에 개입하는 가시화와 비가시화 실천은 무엇이 있는지에 대해 살펴보았다. 차이란 언제나 지각된 차이이거니와 특정한 상황이나 맥락에 따라 달라지는 것이다. 가시화란 어떤 것이 차이로 지각되어 사회적으로 언급되고 환기됨으로써 가시적인 존재가 되는 것을 말하며, 반대로 비가시화란 몰차이의 존재로 지각되어 비가시적인 존재가 되는 것을 말한다. 이에 2008년부터 2009년에 걸쳐 경기도 X시의 두 초등학교를 중심으로 국제결혼가정 아이들과 그들의 가정에 대한 참여관찰을 수행하였으며 이를 기초로 학교를 어떠한 차이의 논리에 의해 지배되고 있는지, 이로 인해 국제결혼가정 아이들에게 학교는 어떠한 의미가 되고 있는지 살펴보았다. 한국 사회에서 모계 국제결혼가정은 대단히 독특한 지형에 처해 있었다. 이들의 결혼은 처음부터 매매혼과는 양상이 달랐거니와, 세계화적 변화에 기초한 노동 인구의 이동에서 비롯된 다양한 개인적 만남의 형태로 이루어지고 있었다. 본 사례의 다문화 가정들은 주로 서울 근처의 중소 도시에 생태적 기초를 두고 있었으며, 경제적으로는 중하류층으로, 사회적으로는 고립적 가구로 존재하고 있었다. 결혼 이주 여성들의 자의적, 타의적 한국화 속에서 이들 다문화 가정은 상당히는 한국화되어 있었는데, 국제결혼가정 아이들 역시 압도적인 한국화의 압력 속에서 성장하고 있었다. 학교에서 국제결혼가정 아이들은 차이가 지각되는 방식에 따라 가시화와 비가시화의 긴장 하에 놓여 있었다. 학교는 국제결혼가정 아이들을 자국민이라는 일반적 존재로서 동시에 다문화라는 특수한 존재로서 다루고 있었다. 이 때문에 학교라는 공간에 들어오면서 국제결혼가정 아이들은 예기치 않은 가시화와 비가시화의 긴장과 길항 속에 놓이게 되는데, 먼저 국제결혼가정 아이들이 학교의 일반적 구성원으로서 지각될 때 이들의 차이는 주로 학업과 생활에서의 적응도의 차이로 이해되고 있었다. 다른 한편으로 국제결혼가정 아이들이 다문화라는 특수한 존재로서 지각될 때, 이들의 차이는 주로 외모적 차이와 언어적 차이로 이해되고 있었다. 사례의 국제결혼가정 아이들은 일반적 차원의 경우, 다른 아이들과 마찬가지로 가시화와 비가시화의 양상이 다양하게 나타나고 있었으나 가정의 사회경제적 조건과 부모의 학업지원 이 불리한 아이들의 경우 열등적으로 가시화되는 것을 볼 수 있었다. 다문화적 차원의 경우에도 가시화와 비가시화의 양상은 다양하게 나타나고 있었으나, 어느 경우이건 다문화로서 지속적으로 가시화되는 경우는 발견하기 어려웠다. 가시화와 비가시화의 이면에는 한편으로 이를 추동하는 인간적, 제도적 실천이 개입하고 있었다. 먼저 인간적 실천의 경우, 국제결혼가정 아이들은 침묵과 순응, 관망 등을 통해 스스로를 비가시화하고자 했으며 반대로 다른 아이들은 무시와 괴롭힘, 따돌림 등을 통해 이들을 가시화하고 있었다. 또한 이들은 다문화적 배경의 은폐와 다문화적 사실의 부정 등을 통해 다문화적으로 가시화되지 않도록 하고 있었으며 반대로 다른 아이들은 차이의 확인, 놀림과 모욕 등을 통해 이들을 다문화적으로 가시화하고자 하였다. 다음으로 제도적 차원의 실천을 보면, 학교는 국제결혼가정 아이들을 주되게는 일반적 존재로서만 다룸으로써 비가시화하고자 하였다. 그러나 이 과정에서 일부 국제결혼가정 아이들을 부진과 부적응으로 가시화되고 있었는데, 이와 관련한 보완적 교육활동에서도 이들의 다문화적 차이는 간과되고 있었다. 또 학교는 국제결혼가정 아이들을 다문화라는 범주로 호명함으로써 이들의 실존적 차이를 비가시화하는 동시에 이들을 예외와 소수자로서 가시화하고 있었다. 그러나 대체로 학교교육 전반에서 압도적인 한국적 지향이 노정되고 있었거니와, 이처럼 한국적인 것이 강조되고 권유되는 가운데 국제결혼가정 아이들 대다수는 비가시화되고 있었다. 끝으로 이러한 학교내 가시화와 비가시화 양상, 가시화와 비가시화 실천의 이면에서 학교를 지배하는 차이의 논리는 무엇인지 살펴보았다. 현재의 학교교육은 크게 차이를 세 가지 방식으로 이해하고 있었는데, 우열적 차이와 동일자적 차이, 그리고 범주적 차이이다. 먼저 학교는 우열적 차이에 기초하여 국제결혼가정 아이들에게 적응을 요구하고 있었다. 학교는 평등이라는 명분 하에 국제결혼가정 아이들에게 학업과 생활에서 일방적 적응을 요구했으며, 그 적응 정도에 따라 우열적 차이로 구분하고 있었다. 이 과정에서 국제결혼가정 아이들의 다문화적 차이와 실존적 차이는 적절히 고려되고 있지 못했으며 바로 이 점에서 학교교육은 이들에게 하나의 차별이 되고 있었다. 차이가 차이로서 존중되지 못한다는 것은 오히려 국제결혼가정 아이들이 국민으로서 누려야 할 평등을 누리지 못한다는 방증에 다름 아니기 때문이다. 또한 학교는 동일자적 차이에 기초하여 국제결혼가정 아이들에게 한국화를 강요하고 있었다. 현재의 학교는 주되게는 동화주의에 기초하여 형식적으로만 다문화주의를 표방하고 있었거니와 학교에서 용인되고 인정되는 것은 오로지 한국적인 것 뿐이었다. 이러한 상황 하에서 국제결혼가정 아이들의 차이는 외모적 차이와 언어적 차이로 축소되고 있었으며 동시에 한국적인 것이 결핍된 예외와 소수자로서 가시화되고 있었다. 이 과정에서 이들의 다문화적 차이는 오해되거나 부정되고 있었거니와, 한국적인 것을 강조하는 보상교육의 대상으로 포섭되고 있었다. 이러한 동화적 압력은 이미 상당히 한국화된 이 아이들에게 불필요하고도 소모적이었으며, 이 점에서 학교교육은 이들에게 하나의 시혜적 억압이 되고 있었다. 더해서 학교는 국제결혼가정 아이들을 다문화라는 범주적 차이로 구분하고 있었다. 다문화라는 범주적 호명 속에서 국제결혼가정 아이들은 각자의 실존적 차이와 상관없이 예외와 소수자로서 지각되고 있었다. 다문화라는 사실이 사회적 금기로 다루어지는 상황 하에서, 국제결혼가정 아이들에게 강요되는 이러한 다문화적 가시화는 그 자체로 하나의 소외적 체험이 된다. 즉 국제결혼가정 아이들은 관습적으로 다문화적 비가시화를 권고하는 일상적 현실과 다문화적 가시화를 강요하는 학교적 현실 사이에서 자기 부정을 경험하게 된다. 요컨대 학교는 이상과 같은 차이의 가정에 기초하여 국제결혼가정 아이들을 보이지 않는 존재로 비가시화하고자 하였으나, 역설적이게도 이러한 비가시화의 시도 속에서 국제결혼 가정 아이들은 또 다른 보이는 존재가 되어 가시화되고 있었다. 즉 국제결혼가정 아이들은 보통의 한국인으로서 비가시화 되기 위해 자신들의 다문화적 차이와 실존적 차이를 댓가로 치르고 있었거니와, 이로 인해 그들 중 일부는 열등과 예외로서 가시화되는 것을 피하기 어려웠다. 이처럼 학교는 국제결혼가정 아이들의 차이를 거세하려는 지점에서 매번 또 다른 차이를 직면하고 있었다.We all are the existence of differences. We live through with our own differences and meet those of another's, which sometimes may be a bless or other times a misfortune. Recently, there have come to appear the people whom called 'Damunhwa' that means 'multicultural' in Korea. In Korea, usually, many kinds of people such as guest-workers, North Korean refugees, marriage immigrants, and their siblings are all included into the category of 'Damunhwa'. One of this many Damunhwa is the children of 'Damunhwa-Family' based of international marriage. However, while the children of international-marriage family have not yet recognized as a differential group which have their own differences, so that they were dealt with as the same people called 'Damunhwa' and researched altogether by means of the category of 'Damunhwa'. For this backgrounds, I made a participant-observation in two elementary schools of X-city around Seoul, met 13 children and interviewed some of their parents and teachers for 10 months. The cases of international-marriage included this study were all maternal international-marriage, only except one case. In the study, first, I aimed to reveal in what situations and by what way the children of international-marriage were raised in their family, and what attitude their parents had on their multicultural backgrounds. Also, I tried to show how the difference of the children were perceived and recognized in school, how the 'visiblization' and 'invisiblization' were varied by the change of recognization on difference, and what individual, institutional practices were found through those processs. In my opinion, difference is not a something fixed, but a flexible one which is varied depending on the context which the difference is located or the subject who perceive the difference. In other words, difference perceived as a difference may be changed by whom or under what situations it is perceived. Based on this fact, I suggest a new concept 'visiblization' and invisibilization. Visibilization means a phenomenon something was considered as a difference, which invoked and mentioned continuously among the people. On the contrary, 'invisiblization' means a phenomenon something was not regarded as a difference, which ignored and unnoticed among the people. From this point of view, I tried to expose the logic of schooling especially on difference, and interpret the meaning of schooling to the children. The families of maternal international-marriage of this study was under the very unique circumstances. Compared to so called 'purchasing marriage' by the commercial broker found in the countryside of Korea, their marriages were originated from the casual encounter and romantic love accompanied by the global social, economic change and population mobility. Furthermore, they had their residence on the X-city as an isolated household, holding economically middle or lower class. The women of these family were assimilated with the Korean culture, so did their children either. In school, the children of marternal international-marriage were under the tension between 'visivlization' and 'invisiblization', depending on the perception of diversity on the difference. They were treated with as 'common students' in a way, meanwhile as 'special stuudents', that is 'damunhwa' in other way. When they were perceived as a common one, their 'visiblization' were decided by the degree of adaptability in 'school achievements' and 'life-adjustments'. On the other hand, when they were perceived as a 'damunhwa', their visibilization were decided by the similarity in 'appearance' and 'Korean'. As a common students, the 'visiblization' of children in this study were varied depending on the social, economic conditions of the family, academic help of their parents. In comparison, as a 'damunhwa', they were invisiblized generally without receiving any attention on their multicultural aspect from others. However, though under some conditions, their multicultural background attracted attention of people, not successively but only temporally. I also have found that there are human, institutional practices which promotes 'visibilization' and 'invisiblization' of the children. Above all, for human practices, meanwhile the children tried to invisiblize themselves by 'silence' and 'conformity' etc, the other children intended to visiblize them by 'ignoring', 'teasing' and 'bullying'. At the same time, the children aimed to be invisibilized by denying the multicultural background, facts and identity, while, contrastively the other children made them visible by 'dredging up', 'ridiculing', 'insulting' some facts of them related with their multicultural background. Next, for institutional practices, they were forced to be invisiblized by the school's general tendency to deal with them as a 'common students'. Despite of the orientation of school's, some of them were visibilized as 'underachievement' or 'maladaptation' without any proper support for their 'multicultural difference' and 'existential difference'. Furthermore, they were distinguished and called as 'damunhwa' for grouping category in the activity provided for them, so that they were seemed to be difficult to avoid visiblized as an 'exception' and 'minority'. While, however, the visibilizing practices of them as 'damunhwa' was somewhat rare phenomena to be found in school, on the contrary to this, the invisiblizing practices of them as common students were more dominant tendency to be seen. In short, they were supposed, recommended to be invisiblized under the overwhelming assimilatory pressure and atmosphere of the school. Finally, on the basis of discussion above, I interpreted the meaning and logic of difference assumed in activities and practices of the school. I would like to suggest three kinds of perspectives on differences which may be the prerequisite for the schooling. Most of all, it is 'difference of superiority' that forms the foundation of schooling. As referred to earlier, in school, the children of international-marriage family were demanded for adaptation in 'school achievements' and 'life-adjustments', and recognized as only the difference of degree in their adjustment, though the multicultural difference and 'existential difference' of them were not considered at all in the process. In other words, the any difference of 'damunhwa' were not regarded as difference itself, therefore, which means schooling may be a 'discrimination' to them. Also, it is 'difference of oneness' that dominate the atmosphere of the school. The children of international-marriage family were enforced to assimilate 'the Korean', and understood as objects for 'multicultural-program' which its aim is at compensation for deficiency of 'the Korean'. Not only this, of course, made them more or less visible as 'exception' and 'minority', but also, at the same time, ignored any 'multiculcultural difference' of them. In sum, under excessive assimilatory pressure, they could not help but being the beneficiaries of 'oppressive dispensations', which is sometimes needless and other times inappropriate as well. In addition, it is 'difference of category' that conditions activities of the multicultural program of the school. The categorical interpellation of 'damunhwa' made the children of international-marriage family somewhat visible, so that they were identified with various social prejudices which has hardly any relation with their individual, existential situations in some cases. The children had no choice but to experience a kind of split between 'visiblization' compelled in public and 'invisiblization' recommended in private, which would have meant an experience of 'alienation' to them. To conclude, under these three assumptions on difference of the school, the children of international-marriage family were successfully invisiblized, which, however, always lead to another kind of 'visiblization'. 인구사회학적 특성에 따른 사회공헌활동 지속성 및 교육만족도 : 베이비붐세대 사회공헌활동 지원사업을 중심으로

보건대학원/석사우리나라는 2010년 65세 이상의 고령인구가 총인구 대비 11%를 차치하는 고령화 사회에 진입하였고, 2010년부터 시작된 베이비붐세대의 은퇴를 기점으로 정부에서는 이들의 특성을 고려한 다양한 정책을 추진하였다. 베이비붐세대는 이전 세대보다 교육수준과 경제적인 노후준비 정도가 높기 때문에, 이들의 전문적 지식과 경험을 활용할 수 있는 사회공헌활동 영역을 개발하여 사회참여 기회를 제공함으로써 사회적 가치를 창출하고, 장기적으로는 노령화된 베이비붐세대의 성공적인 사회통합을 목표로 하고 있다. 이러한 맥락에서, 이 연구는 보건복지부에서 추진하는 베이비붐세대 사회공헌활동 지원사업을 중심으로, 참여자의 인구사회학적 특성에 따른 사회공헌활동 지속성 및 교육만족도의 영향을 분석함으로써, 향후 사업의 발전방안 모색 및 정책수립에 활용하고자 수행하였다. 분석대상은 2013년 및 2014년에 이 사업에 참여한 베이비부머 중, 참여자 인적사항 및 기본교육에 대한 설문조사에 모두 응답한 542명이다. 참여자의 일반적 특성을 성별, 연령 교육수준, 결혼상태, 은퇴여부, 경제적 수준 등으로 하고, 교육과 관련된 특성변수를 사업 참여목적, 참여자의 은퇴 전 직종과 사회공헌활동 참여 분야 간의 일치 희망도, 교육연도 등으로 하였다. 참여자의 인구사회학적 특성이 사회공헌활동 지속 참여의지와 교육만족도에 미치는 영향을 분석하고자 상관분석 및 T-test, 분산분석(ANOVA)을 하였다. 또한 사업연도 및 성별로 구분하여, 참여자 제 특성별 사회공헌활동 참여의지와 교육만족도를 분석하기 위해 로지스틱 회귀분석 및 선형 회귀분석을 사용하였다. 이 연구의 주요 연구결과는 다음과 같다. 베이비붐세대 사회공헌활동 지원사업 참여자의 사회공헌활동 지속 참여의지와 교육만족도는 각각 94.8%(참여의지 있음), 4.51점(5점 만점)으로 매우 높았다. 참여자의 연령, 교육수준, 교육연도가 사회공헌활동 참여의지와 교육만족도에 통계적으로 유의하게 영향을 미치는 것으로 분석되었다. 참여자의 연령이 증가할수록 사회공헌활동 참여의지는 0.91배(OR=0.91, 95%CI=0.83, 1.00, p=0.0506) 감소하는 반면, 교육만족도는 증가하였다(β=0.0067, p=0.3192). 특히 교육수준에 따른 사회공헌활동 참여의지와 교육만족도가 통계적으로 매우 유의한 결과를 보여 주었는데, 사회공헌활동 참여의지는 고학력자일수록(대졸: OR=4.56, 95%CI=1.65, 12.60, p=0.0034, 대학원이상: OR=8.11, 95%CI=1.63, 40.50, p=0.0107), 교육만족도는 저학력자일수록 높았다(대졸: β=-0.1061, p=0.0947, 대학원이상: β=-0.1578, p=0.0584, ref=고졸). 또한 고소득자의 사회공헌활동 참여의지는 저소득자의 1.68배였으며(95%CI=0.68, 4.18, p=0.2646), 고소득자의 교육만족도는 저소득자에 비해 낮은 경향을 보였다(200만원 이상: β=-0.0988, p=0.0936, ref=200만원 미만). 이는 향후 참여자의 학력 등 특성을 반영한 다양한 교육 프로그램이 필요함을 시사한다. 아울러 많은 기관이 사회공헌활동처(수요처)로 참여한다는 점을 감안하여 교육 및 실습을 운영할 표준화된 매뉴얼이 개발되어야 할 것이다. 특히, 2014년 참여자의 사회공헌활동 참여의지(98.2%가 ‘있음’으로 응답) 및 교육만족도(4.59점)가 2013년 사회공헌활동 참여의지(91.4%가 ‘있음’으로 응답) 및 교육만족도(4.42점)에 비해 높았는데(p=0.0003), 이는 사업이 긍정적으로 발전하고 있는 것으로 볼 수 있겠다. 안정화된 서비스 전달체계를 구축하고, 컨소시엄기관 및 수요처의 역량 강화 등을 통해 서비스 제공자의 적극성을 좀 더 강화함으로써, 참여하는 베이비부머들의 활동이 보다 의미 있는 사회공헌활동으로 정착될 수 있도록 지원을 강화해야 할 것이다. 2014년 참여자 실습만족도는 총 5점 만점에 4.13점이었으며, 주관적 건강상태가 좋은 사람이 그렇지 않은 사람보다 만족도가 매우 높았다(좋음: 4.14점, 나쁨: 3.25점, p=0.129). 실습에 참가하기 전에 이루어진 1차 이론교육 만족도가 높았던 참여자가 그렇지 않은 참여자에 비해 실습만족도가 매우 높은 결과를 보았을 때(만족: 4.36점, 불만족: 3.61점, p<.0001), 참여하는 베이비부머들에게 의미 있는 성과를 제공하기 위한 다양한 교육과 실습의 콘텐츠가 중요하다고 하겠다. 또한 실습시간이 길수록 실습만족도도 증가했는데(β=0.0022, p=0.0384), 이는 베이비부머들에게 제공되는 사회공헌활동 실습기간의 확대 혹은 사업이 종료된 후에도 참여자들을 사회공헌활동 수요처에 연계해 줄 수 있는 사후관리 기능을 강화하는 것이 필요함을 시사한다. 사회공헌활동 지원사업의 양적 확대뿐만 아니라, 질적 수준이 충분한 수준에서 안정화될 때 사업의 정착과 지속가능성을 기대할 수 있다. 50대 베이비붐세대들의 자원봉사 참여율을 높여, 이들이 65세 이후까지 지속적인 봉사활동을 지속하도록 유도하는 것은 고령화 시대를 맞은 현실에서 베이비붐세대와 노인의 심리적·신체적 건강 상태에 긍정적 효과를 주는 주요한 과제이다. 따라서, 베이비붐세대 사회공헌활동이 지속적인 사업으로 정착되기 위해서는 안정적인 전달체계를 마련하면서, 참여하는 베이비부머들의 특성 파악을 통해 대상자 특성에 맞는 교육 및 실습 콘텐츠 개발·운영이 중요하다. 아울러 이 사업에 참여한 베이비붐세대들이 사회공헌활동에 지속적으로 참여할 수 있도록 하는 등 사업의 효과성을 높이기 위해 이들의 인구사회학적 특성 등을 고려한 지속적인 연구가 필요하다.ope
