νμ 곡),2020. 2. κΉμμ.This study derived from the Jeju Local Police Agency's implications of securing political neutrality. Qualitative research was conducted as an analysis method for such research, and in-depth interviews were conducted with 16 local police officers belonging to the Jeju Local Police Agency to collect data.
In the pre-research review for analysis, the political neutrality of the police, the introduction plan of the local police system, and the theory of checks and balances were reviewed. The reasons why political neutrality should be kept more strictly within the police organization and the current system for securing political neutrality in the national police have been identified. It also reviewed the introduction plan of the local police system and its model, and the principle of checks and balances and the system of separation of powers among various agencies.
After this review, the study set up in-depth interview questions for the Jeju Local Police Agency. The questions were written in four sections: human factors, institutional factors, cultural factors, and external environmental factors. As for human factors, questions were drawn up concerning the governors' personnel dictatorialness, the desire of local police officers to power, abuse of appointees' authority over personnel affairs, and political power from specific origin. As for institutional factors, questions were drawn up concerning checks and balances through separation of powers, interference by other administrative agencies and practical functions of The Public Order Administration Committee. As for cultural factors, questions were written about authoritarian culture and associative culture, and questions about external environmental factors were drawn up concerning personnel intervention by political circles.
As a result of the in-depth interview, in personnel factors, there was no means to check the exclusive power of the governor, and the provincial assembly, the personnel committee and the audit committee were checking the head of the local police agency. About the abuse of appointees' authority over personnel affairs, most people thought that the personnel is conducted objectively by the personnel committee, which consisted of external and internal members, but there was a case in which the irregularity was found. In addition, the Jeju Local Police Agency had no case of a certain origin monopolizing a major position, as special employment only existed on a single path to foreign language specialties. In institutional factors, an independent power check agency does not exist from the governor, the Jeju Local Police Agency received interference from the province in the organizational and budget sectors, and the Public Order Administration Committee has became nominal that does not function in pracitce. In cultural factors, the police officers said that although much weakend, there still exists a stronger authoritarian culture than other institutions, and that the culture of association for promotion and personnel is prevalent. Lastly, in external environmental factors, the organization was so small that it seemed to feel that there was no intervention in personnel affairs from the political circles, except for the head of the local police agency.
Based on these implications, for expanding the implementation of the local police system all over the country, first of all, a local police personnel committee should be set up. Second, the audit committee should be set up and the term system for the head of the local police agency must be introduced. Third, the promotion opening should be set up according to one's background. Fourth, the city and province police committee independent from mayor and governor should be established.
