The main purpose of the study is to apply the integrated analytical model of electronic citizen participation in e-government. Four metropolitan governments were selected for measuring and comparing their levels of e-service and citizen participation. For this study, we graded the score into five levels by the level of e-service and citizen participation. An e-service/participation level matrix was also used for a more integrated analysis of the performance of e-government. The results of this study show that Seoul has the highest level in both e-service and citizen participation. On the other hand, North Gyeongsang has the lowest level in e-service. North Gyeongsang, South Jeolla and Gyeonggi have a little bit low level of citizen participation
