On the other hand, the adoption of the UNCLOS in 1982 has made efforts to expand and maintain the maritime jurisdiction directly linked to the national interests. North Korea's attitude toward the maritime jurisdiction should be carefully examined in order to facilitate smooth cooperation and mutual development of policy alternatives in the future when the South-North relationship improves, It is time to review. In this study, we analyzed the characteristics of attitude toward the maritime jurisdiction in North Korea. As a result, when North Korea accepts the UNCLOS, it pursues ideal security centering on its own country under the influence of internal factors such as political ideology, Unlike any weaker country, was active and original. On the other hand, in expressing related positions outside the country, pursuing realistic security interests by influencing the surrounding situation, such as hopping a powerful country or taking a position of neighboring countries in order to avoid direct conflict with other countries and minimize sacrifice, And the behavior of the typical weak countries. Therefore, we should prepare strategic policy alternatives in consideration of this dual attitude of North Korea in future exchanges and cooperation at the sea with the North. It is also necessary to establish the same legal system of the sea based on the UNCLOS. In addition, the South-North relationship, which had been a zero-sum game in the past, is a time of need for a win-win strategy for coexistence and co-prosperity.
