Currently, more and more patients prefer large-scale general hospitals, while small and medium hospitals suffer from the worsening financial conditions due to the insufficient payment from the National Health Insurance Fund. The medical care counselling center system was launched to solve such problems. In order to activate the medical care counselling centers, this study was aimed at analyzing the medical care costs and the patterns of using the medical care services for the patients referred to by the centers. To this end, 'A' general hospital with 602 sickbeds located in Seoul was sampled, and then, the patients aged 19 or older who had used the hospital as outpatients or inpatients as beneficiaries of the National Health Insurance Fund in 2015 were sampled. Then, the subjects were divided into outpatients and inpatients in reference to 3 categories of their major diseases, based on their medical record. On the other hand, the sub-groups were again classified into those referred to by the medical care counselling center and those not. According to the computer data, 79,030 outpatients had visited in 2015, and their medical records amounted to 354,894 cases. In the literature review this study points out the limitations of previous research efforts which habe focused on only one aspect of network analysis, either theoretical or empirical, and suggests a new research framwork to supplement previous research. Network is defined as an economic activity composed of the alternative transaction mode which is distinct from market or hierarchical transaction according to the transaction principle. Network also means an economic activity charcterized by transaction relationship which lasts a certain period of time based on trust. The theoretical framework in this study proposes that networks are formed as a firms strategies to promote its competitiveness through the vertical horizontal disintegration of the production system. It also suggests that regional industries can be seen as orienting process of localization and globaIization. Futhermore regional industries can help to account for the spatiλ¨Έ characteristics of networks. To support this proposal, this study examines the degree of network formation in relation to the chang of production system and the growth of regional industries. This examination is based on the analysis of the types of cooperation and the spaλ””λ¨Έ boundary of the computer industry networks in Korea.
