東京電力福島第一原子力発電所放射能漏れ事故に起因する農研機構つくば農場産原乳および飼料に含まれる人工放射性核種汚染のモニタリング
On March 11, 2011, the Great East Japan Earthquake and subsequent tsunami damaged the Fukushima Daiichi Nuclear Power Plant (FDNPP). In response to information of FDNPP accident, measurement of the γ-ray nuclide concentration in cow’s milk was started at National Institute of Livestock and Grassland Science (NILGS: Tsukuba, Japan, 36o02’N, 140o12’E) from March 12, 2011.On March 15, the concentration of 131I in milk was 155.2 Bq/L and reached the highest value of 244.8 Bq/L on March 23. After that, it gradually decreased to the lower limit detection value on May 26, 2011. On the other hand, the concentration of radioactive cesium increased later than 131I. On March 15, the concentrations of 134Cs and 137Cs were detected at 1.87 Bq/L and 2.24 Bq/L, respectively, and the concentration did not increase significantly until March 20. On March 21, the total level of (134Cs and 137Cs) was detected above 10 Bq/L. and thereafter, maintained above 10 Bq/L for three months. On the other hand, the concentration of 90Sr in milk did not increase after the FDNPP accident and was maintained at 10 - 30 mBq/L before the accident. The survey of radioactive cesium concentration in total mixed rations (TMR) at NILGS started in November 2011. The maximum 137Cs and 134Cs activities, 13.44 and 7.78 Bq/kg (dry weight), respectively, were measured in the TMR obtained on November 2012. The radioactive cesium concentration level decreased to about 0.2 Bq/L for raw milk and about 2 Bq/kg (dry matter) for TMR, and then remained flat. 2011 年3 月11 日の東日本大震災とそれに続く津波による冷却機能の喪失により,東京電力福島第一原子力発電所(FDNPP)が損傷し,放射能漏れ事故が発生した.農研機構は震災翌日の3 月12 日に付属農場の原乳を採取し,放射能漏れ事故直前の原乳中γ線核種濃度を得た.牛乳放射能の緊急時調査は3 月15 日18 時に採取した原乳から開始した.原乳中の131I 濃度は155.2 Bq/L,3 月23 日には最高値の244.8 Bq/L に達した後,徐々に低下し,2011 年5 月26 日には下限検出値まで低下した.一方,放射性セシウムの汚染レベルは,131I よりも遅れて上昇した.すなわち,3 月15 日に1.87 Bq/L の134Cs および2.24 Bq/L の137Cs を検出したが,3 月20 日まで濃度は顕著に上昇しなかった.3 月21 日には134Cs と137Cs の合計値として 10 Bq/L を超えるレベルで検出され,その後,3 ヶ月間に渡って,134Cs+137Cs の濃度は10 Bq/L 以上を維持した.一方,乳中の90Sr 濃度はFDNPP の事故後も増加せず,事故前から10 ~ 30 mBq/L を維持していた.2011年から開始した混合飼料(TMR)中の放射性セシウム濃度調査では,134Cs および137Cs 濃度の最高値は,2012 年11 月の7.78 Bq/kg(乾物)および13.44 Bq/kg(乾物)で,2011 年よりも2012 年の測定値が高かった.放射性セシウム濃度(134Cs+137Cs)は,原乳では0.2 Bq/L,TMR では2 Bq/kg(乾物) 程度まで低下した後,横ばいで推移している4章: 原乳及び乳牛飼料に含まれる放射性物質の動態 /原著論文Chapter4: Monitoring of radioactive substances in milk and feed /Original articl
Prediction of Dynamic Impact of ECFA on Industrial Competitiveness of Fujian Province
本文基于《海峡两岸经济合作框架协议》(ECfA)实施后的产业月度数据,进行了ECfA对福建省产业竞争力影响的动态预测。文中选取显示性比较优势指数作为表征产业竞争力的度量指标,采用马尔可夫链模型,关注ECfA的实施与福建产业竞争力的静态以及长期动态关系。研究发现:短期内早期收获计划将对福建省第一产业中与之相关的全部产品产生正面冲击,而对于第二产业其影响效应分化;但从长期效应看,第一产业中果蔬类产品在受到台湾优质产品的冲击下,其比较优势的长期预测表现为下降趋势,第二产业中,较多产品的rCA值有提高的迹象,其长期效应明显优于短期效应。Based on monthly data since the implementation of ECFA,this paper attempts to predict the dynamic impact of ECFA on industrial competitiveness of Fujian Province in China.The study selects the revealed comparative advantage index as a measure of industrial competitiveness and utilizes Markov chain model to discuss the static and long-run dynamic relationships between the implementation of ECFA and industrial competitiveness of Fujian.The findings show that in the short run,"Early Harvest" has a positive impact on all relevant products of the primary industry in Fujian Province,while its influences on the secondary industry vary.In the long run,however,influenced by high-quality products from Taiwan,the comparative advantage of fruit and vegetable products takes on a declining trend,while the RCA for most products of the secondary industry shows a sign of improvement and their long-term effects are significantly superior to short-term effects.福建省社会科学规划项目“ECFA对闽台产业合作的影响研究”(项目批准号:2013B109)的阶段性成果; 教育部哲学社会科学研究重大课题攻关项目“要素成本上升背景下我国外贸中长期发展趋势研究”的资助(项目批准号:13JZD010); 中央高校基本科研业务费专项资金(项目编号:T2013221016)的资助~
Policy Choice of Industrial Cooperation between Fujian and Taiwan in the Post ECFA Era
采用显示性比较优势指数(rCA指数)和出口增长优势指数,从静态和动态两个不同侧面综合反映产业产品的竞争力变化,系统地研究ECfA的签署与实施对福建省三大产业早期收获清单相关产品竞争力的影响,研究发现:ECfA实施后,福建省第一、二产业大多数相关产品的竞争力均有不同程度的提升,比较优势相对较弱的第三产业虽受到一定的冲击,但整体趋势看涨。为此,在后ECfA时代,闽台应以新型绿色农(渔)业、先进制造业和现代服务业为重点,加强闽台产业深度合作,优化福建传统产业,构建闽台产业合作平台,促进投资双向对接,加快建立产业分工合作和互利共赢体系。On the basis of the revealed comparative advantage index( RCA index) and the index of export growth advantage,this paper makes a systematic research of the effect of ECFA's signature and implementation on the related product competitiveness in the three major industries of Fujian Province.The research finds that after the implementation of ECFA,the competitiveness of most related products in the first and second industries has different degrees of improvement,whereas the overall trend of the third industry with relatively weak comparative advantage is bullish,although it is subject to certain impact.Therefore,in the post-ECFA era,Fujian and Taiwan should,with the new green agriculture( fishery) industry,advanced manufacturing industry and modern service industry as the focus,strengthen industrial cooperation between Fujian and Taiwan,optimize the traditional industry in Fujian,construct the platform for the industrial cooperation between Fujian and Taiwan,promote two-way investment docking,speed up the establishment of industrial division and cooperation and gain the mutual benefit of win-win system.中央高校基本科研业务费专项资金资助项目(T2013221016); 福建省社会科学规划项目(2013B109
