    A CAD/CAM method of individualized prosthesis base on CT reconstructing and robot grinding

    人体髋关节髓腔具有个性化的S型形状,现有标准型的直柄股骨假体与病人髓腔形成三点接触,降低了股骨假体与病人髓腔的匹配度。利用猪腿骨的CT数据重建其; 髓腔的三维模型,将该三维模型作为假体设计模型导入机器人仿真软件进行编程和磨削仿真,并生成机器人磨削程序,利用机器人磨削程序将该假体模型复制到铜棒; 上。将加工好的假体与猪腿骨髓腔匹配,通过X射线图检测两者匹配情况,利用截取的骨断面测量假体与髓腔断面间的尺寸误差,验证个性化假体设计方法以及机器; 人磨削个性化假体的可行性。实验结果表明,假体与髓腔完成匹配后,90.84%匹配区域的假体与髓腔的间隙小于1mm。Human hip joint has a S-shaped canal , the existing standard straight; hip prosthesis matching with the femur cavity of the patient , will form; a three-point contact and reduce the fit precision between hip; prosthesis and femur cavity. The pig shank CT data is applied to; reconstruct the three-dimensional model of femur cavity to as a design; model of the prothesis, which is imported into robot simulation software; for programming and simulation of grinding , then,the prosthesis model; is copied on the copper bar by using robotic grinding technology. After; the prosthesis matched with femur cavity, the matching case is detected; by X-ray image , and the size error between the prosthesis and femur; cavity on the cross-sectional is measured to verify the method of; individualized prosthesis design and the feasibility of robot grinding; prosthesis. The experimental results show that 90.84% of the matching; area is less than 1mm when the femur cavity is matched with prosthesis

    针对近年来电气和电子工程师协会(IEEE)802.11所定义的无线网络通信标准的全面普及,设备使用量和物联(IoT)数据激增,网络传输压力大,数据管理难,数据安全风险大等问题,基于多年的WiFi无线访问接入点(AP)管理以及数据仓库实施经验,文章实现了基于异常识别与有损压缩的无线AP数仓的构建。仿真结果表明,通过对无线AP重复性较高数据的异常识别以及有损压缩,能够切实解决网络设备重复和数据量过大导致的分布式数据仓库存储压力大及通信拥堵问题,大大降低了企业构建物联网数据仓库的成本

    本文旨在探索目前健康保險醫療給付上的缺失,並試圖經由國內外,有關的措施,提出一些有用的建議,供當局參考。各章大要分述如下:第一章 緒論。討論本體制的定義、沿革、研究動機,並提出研究的架構。第二章 健康保險醫療給付體制的輸入項及界限項。探討本體制的保障對象、財務、醫療給付及醫療扶助(貧民施醫)。第三章 健康保險醫療給付體制的健康資訊及推介系統。透過此一系統的中介作用,將醫療需求者及提供者更有效的聯結在一起,並提供健康保險行政當局在規劃健康保險醫療資源時之重要依據。第四章 健康保險醫療給付的醫療服務系統。本系統內分成兩個次級系統,一個是行政次級系統,另一個是醫療次級系統;前者在探討健康保險的行政規劃;後者探討現存的醫療資源如何與健康保險醫療給付體制的醫療需求相互配合,以提供更有效的醫療給付。第五章 健康保險醫療給付體制產出項之評估價其控制。旨在探討如何控制此體制之運作,以確保所提供的醫療品質,並避免醫療的浪費。第六章 結論。綜合以上討論,並試圖提出一些有用的建議

    非法、不报告和不受规范渔捕行为是公海渔业管理面临的最严峻的挑战之一。然而,公海渔业管制最首要的责任还在于船旗国。因此,联合国粮食与农业组织制定了《船籍国效能自愿性指导方针》。《方针》提出了鼓励和帮助船旗国遵守有关渔船升旗和管制的国际责任和义务的建议方法。同时,为鼓励船旗国遵守国际责任和义务并禁止船旗国违反责任和义务制定了可行的行为模式。《方针》在与发展中国家合作及其提升自身发展能力上提供了可行的方法,并规定联合国粮食与农业组织应该支持发展中国家提升自身的发展能力。然而,《方针》本质上仍是一种“软法“,意味着《方针》的实施完全依靠各国的政治意愿,因此其有效性也受到质疑。尽管港口国措施正由“软法“模式逐步发展为“硬法“的《联合国粮食与农业组织港口国措施协定》,但未来各国就船旗国行为制定法律规则能否达成共识尚不明确。“船旗国行为“这一概念如何发展,其他议题,如市场国家未来在反对非法、不报告和及不受规范渔捕行为是否加大影响力,都值得进一步关注。Illegal,unreported,and unregulated(IUU) fishing is one of the most serious challenges faced by fisheries management on the high seas.However,primary responsibilities to regulate high seas fisheries still reside with flag States.United Nations Food and Agriculture Organization(FAO) thus adopted the Voluntary Guidelines for Flag State Performance(the Guidelines).The Guidelines contain recommended approaches to encourage and help flag states comply with their international duties and obligations regarding the flagging and control of fishing vessels.They also presented possible actions to encourage compliance and deter non-compliance by flag states.Last but not the least,the guidelines provided possible ways to cooperate with and assist developing States in capacity development,and defined the role that FAO can play in supporting these processes.However,the Guidelines are still "soft-law" in nature,meaning the implementation of the Guidelines heavily depends on the political will of States,and the effectiveness of the Guidelines is thus questionable.Despite the fact that the development of port States measures successfully evolved from the " soft- law" Model Scheme to the "hard-law" FAO Port State Measures Agreement,the consensus among States to have a legally-binding instrument on flag State performance later in the future is not clear yet.How will the concept of "flag State performance" evolve,and will other subjects such as market States increase their importance against IUU fishing in the future are thus worthy of sustained attention
