    A New Method of Multi-Criteria Analysis for Evaluation and Decision Making by Dominant Criterion

This paper introduces a new method for multi-criteria analyses where the failure to meet the dominant criterion of an alternative causes low values for the entire alternative. In this method, the introduction of new alternatives into the multi-criteria model does not affect the existing alternatives in the model. The new method was applied for the rating of ten websites of dental clinics in Serbia, which provide prosthetic services to tourists.     At an announced tender of a contracting party, in the processes of public procurement of goods or services, a method of decision-making follows after interested bidders submit bids. Such method of choice is characteristic for all business systems with majority share of state capital. Methods of decision-making come down to selecting the best bids, because mistakes in the selection should be excluded. However, in practice, the problems of a wrong choice are manifested in dissatisfaction of the bidders. The problem then causes a delay in the procurement process, and often the retrial. In order to prevent this from happening authors of this paper suggest a somewhat different methodologies in selecting the most advantageous tender to the contracting authorities. The proposed method will be the case of the of Parking service (PC) from Belgrade (service of overhaul of the devices) will show a possible way of selecting the best alternative bids, taking into account previously adopted criteria

    MODIFICATION OF THE CRITIC METHOD USING FUZZY ROUGH NUMBERS

    This paper presents a new approach in the modification of the CRiteria Importance Through Intercriteria Correlation (CRITIC) method using fuzzy rough numbers. In the modified CRITIC method (CRITIC-M), the normalization procedure of the home matrix elements was improved and the aggregation function for information processing in the normalized home matrix was improved. By introducing a new way of normalization, smaller deviations between normalized elements are obtained, which affects smaller values of standard deviation. Thus, the relationships between the data in the initial decision matrix are presented in a more objective way. The introduction of a new way of aggregating the values of weights in the CRITIC-M method enables a more comprehensive view of information in the initial decision matrix, which leads to obtaining more objective values of weights. A new concept of fuzzy rough numbers was used to address uncertainties in the CRITIC-M methodology

    A NEW LOGARITHM METHODOLOGY OF ADDITIVE WEIGHTS (LMAW) FOR MULTI-CRITERIA DECISION-MAKING: APPLICATION IN LOGISTICS

    Logistics management has been playing a significant role in ensuring competitive growth of industries and nations. This study proposes a new Multi-Criteria Decision-making (MCDM) framework for evaluating operational efficiency of logistics service provider (LSP). We present a case study of comparative analysis of six leading LSPs in India using our proposed framework. We consider three operational metrics such as annual overhead expense (OE), annual fuel consumption (FC) and cost of delay (CoD, two qualitative indicators such as innovativeness (IN) which basically indicates process innovation and average customer rating (CR)and one outcome variable such as turnover (TO) as the criteria for comparative analysis. The result shows that the final ranking is a combined effect of all criteria. However, it is evident that IN largely influences the ranking. We carry out a comparative analysis of the results obtained from our proposed method with that derived by using existing established frameworks. We find that our method provides consistent results; it is more stable and does not suffer from rank reversal problem

    MULTI-CRITERIA SELECTION OF STANDARDS FOR SYSTEM ANALYST ACTIVITIES IN ORGANIZATIONS

    The paper defines the methodology for the selection of standards and tools that system analysts use for the purposes of analyzing the computer infrastructure of organizations. The goal of system analyst analysis is primarily to increase: the speed of processing information, the efficiency of data processing and data exchange. A large number of standards and tools complicates an adequate choice, and on the other hand system analysts are not the only ones who influence the choice. In the analysis of the choice of standards and tools, in the second chapter an algorithm for determining the weight coefficients for the criteria selected by the company and the ranking of the standards for selection is presented through an example. In order to choose the best standard, the choice was made between four standards described in the third chapter. The chapter defines the criteria that cover IT activities for the selection of standards according to selected criteria and defined weight coefficients in the observed company. Finally, on the assumption that the company together with the analyst chose “k” criteria, where the methodology (LBWA) for the selection of weight coefficients for the criteria was proposed, a new model for calculating the ranking of standards was presented, i.e. the choice of the best. The conclusion of the paper is that the presented procedure for choosing standards is not complicated, that it is very successful, and that in this way the proposals were more easily accepted and implemented in the fastest way
